power. Any port opened to anyone

none. If Russia has been granted the
right to winter ships at Port Arthur,
Great Britain will enforce her rights to
trio same privilege, and her ships will
winter there whether China concedes or
does not concede them the right to do
so.
"lf Germany obtains naval stations at
Kaio Chou, Great Britain insists on
having a lease of ground for a naval sta
tion at the same port, and she will sup
port every other power in the same
claim. The contention of the govern
ment is that the most favored nation
clause in British and all other treaties
with China forbids any special conces
sions of the nature contemplated by
Germany at Kaio Chou, and prevents
the nation from acquiring special bene
fits in which other nations do not have
a share.
"The government has also declared
that the same principle applies to such
transactions as railway and mine mo-

treaties, Great Britain refuses to recog
nize such concessions and will insist
upon similar railway and mine rights
and will use such force to Becure or de
fend them as is necessary. This decla
ration does not apply to concessions of
territory to which existing treaties do
not refer, but relative to thie contingen
cy, the dispatch sent by the government
to China says that when it occurs, a
graver question will arise.
"It is reported a similar declaration
has been delivered to the Chinese and
other governments by Japan."

Weyler' Organ Itauipaut.
BiAitniTZ, Jan. 3. According to mail
advicea sent here frou Madrid, in or
der to escape censorship, the Nacional,
General Weyler's organ, published a de
fiant article pointing out that although
tbe government has seized the general's
protest, it would not prevent its being
read in every barrack-room.
The Nacional, it further appears, at
tacks President McKiuley and Minister
Woodford in unmeasured terms. It
has been twice confiscated, but the man
ager of that paper is a deputy, and
therefore cannot be prosecuted.

Jackson, Jan. 3. NewB has just been
received from the Algorn agricultural
and medical college for coloied people,
near Rodney, Miss., that the president
of the college, E. G. Triplett, was ehot
and fatally wounded last evening while
on bis way to prayer meeting by an un
known aesassin.

was the admiration of diamond cutters
and merchants, because it was the first
successful attempt to cut a ring out-of
a single stone. There are a great many
difficulties in this method of cutting
diamonds, as the stones have a certain
cleavage and particular veins, all of
which have to be carefully studied in
order to prevent splitting just as suc
cess seems within reach. After several
years' labor the feat has been accom
plished by the patience and skill of M.
Antoine, one of the best-known lapi
daries of Antwerp. The ring is about
six-eighths of an inch in diameter. In
