London, Dec. 23. A Peking special to
the Times says :
The Chinese are provisioning Port
Arthur, and will reconstruct the forts
there, Russia furnishing the money. In
. the face ot this indication of permanent
occupation, the necessity of the safe
guarding our position in the far East is
increasing. The Basso-Chinese bank,
- which ia the agent for the Russian gov
ernment, has offered to China 10,000
rifles, with payment five years hence.
China has accepted the proposal.
The Time?, in an editorial on the sit
uation, sarcastically asks whether the
German precs, in claiming a Russo-
German entente in China, and Emperor
William in his speech at Gra.udez antic
ipated a demand for the removal of the
German drill seargeants from the Chi
nese army.
It adds with reference to the demand
for the dismissal of the English engin
eers :
"Our'Peking correspondent says Chi
na is hesitating, and possibly we may be
able to appeal to motives at Peking
which will strengthen China's disincli
nation .to comply with the Russian re
quests for the dismissal of the English
engineers."

She Will Mot Meddle In the Chinese Af
fair at Present. . .
San Fkancisco, Dec 23.-The following
Oriental advices have just been received
per steamship China from Yokahama
via Honolulu:
At an extraordinary meeting of the
Japanese cabinet, Baron Siahi, tne for
eign minister, laid before the ministers
all the reports he had received from the
Japanese ministers in foreign countries
relative to the seizure of Kaio Chou by
Germany. It was decided after a pro
longed discussion, not to meddle with
the affair at the present time, - but to
await further developements.
Commenting upon the Kaio Chou
affair, the Asabi say the action of the
Germans in having seized Kaio Chou
on the pretext of the murder of mission
aries is outrageous, that it disturbs the
peace of the far . East, declaring that
Jadan cannot regard the matter lightly
and that sooner or later the line of poll
- cy to be pursued toward Chinese affairs
must be decided upon. Japan must
make a protest singly or jointly. It ap
pears probable the government has de
cided to take one of these steps when
the time is opportune.

Misinterprets Our Policy,
Vienna, Dec. 23. The Deutsche Zei-
tung says.
'The United States, which from its
geographical position, has a greater in
terest in the opening up of China than
all the European nations together, can
not possibly consent to its partition in
spheres of influence without having a
voice in the matter. It would be a great
mistake to underestimate the strength
of the United States, and a partition of
China would be impossible without the
approval and participation of America.
The European powers will do well to
give immediate attention to the asser
tions ' and interests of the United
States. -
that its business, and necessarily its
profits bad fallen off considerably. The
suspension was a great surprise, espec
ially in view of the high standing of its
officers. William M. Singerly is. its
dresident, and Isaac Cooper vice-president.

The bank ' was started in 1887, on a
capital of $530,000, with Robert . E.
Pattison as president. When the latter
took his seat as governor of Pennsylvania
in .'91, Singerly succeeded him as presi
dent. No statement of the bank's lia
bilities could be obtained this morn
ing. The Chestnut Street Trust and Sav
ings Fund Company, the officers of
which are identical with those of the
bank, was also closed . for business to

nut Street National Bank did not open
its doorB for business this morning. . A
notice posted on the door reads as fol
lows : "The Chestnut Street National
bank is closed for business and is in the
hands of the national bank examiner."

Said She Wouldn't Speak for Fifty
Years, una Now She Can't Talk.
The people in the southern part of
Hancock county, -Me., are deeply inter
csted in a peculiar malady which afV.
flicts Miss Experience Guilford, an aged
woman of Kast IMuehill; tvho has not
uttered a word or any audible sound
for 50 years. The original reason for
Miss Guilford's speechlessness was an
ger because she could not marry' the
man of her choice. TVhea she was 19
rears old she fell in love with William
Simpson, the village . schoolmaster.
They were to be married on June 18,
1S47. One of Miss Guilford's rejected
suitors told talc3 about the schoolmas
ter, and Miss G uilford's parents stopped
the wedding. Miss Guilford thereupon
said:
'I swear I will not speak a woro,
though I live for 50 years, unless I mar
ly, this man."
She kept her pledge. Her parents
died, and she-went to live with her mar
ried brother. ' When he died she made
her Home with, a sister, and after the
sister's death she went to a camp in the
woods and kept house for a brother,
with whom she is now living. All this
time she performed her share of the
household work and did not show any
regret for having made the vow. When
the 50 years of silence expired she
wuii visiied by a large number of rela- J
lie s and friends, who went to the camp
for the purpose of being present when
she was at liberty to speak. Soon after
tne midday meal Miss Gui Vord dressed
herself in the garments v. hich she had
not woui for half a century. At two
o'clock i,hc stood up before the people,
sauled and opened her mouth to speak;
but, though she tried hard and got red
iu the face in trying, she could not
mtr a bound. Her vocal muscles had
become atrophied from long disuse and
rexused to work.
When Miss Guilford found that. she
could not speak she. sent to Bangor
lor a physician .and took to her bed.
The doctor gave no hope of recovery,
but suggested that she be sent to a
Boston hospital for treatment. As soon
as Miss Guilford pets strong enough to
take the ;'ourr.t-y 'ehe will jnake another
effort to lcyaisi her speech. Her father
left her ;i rood sum of money at his
death, which Has been growing every
year in a saviugs bank, so she is well
able to obtain the treatment she re
