London, Dec. 11. Four cabinet coun
cils in a week are calculated to aronse
comment, but it mu9t be admitted that
tbe Marquis of Salisbury and hia col
leagues have a multiplicity of matters
more or less urgently calling for a settle
went. With France trying to . filch
pieces of African territory which Great
Britain is in the habit of calling her own,
Germany loosening the "clinch" Albion
has always claimed to have in China,
Great Britain herself trying to grab a
little more country ' at various other
pointB, and the preparation of the leg
islative program, tbe ministry has no
lack of worries.
, The announcement which the St.
James's Gazette made 'on Wednesday
last, "authoritatively," that the British
government does not expect any further
trouble with Frfence regarding ' the Up
per Nile regions. France agreeing' to ac
cept the situation, is unconfirmed and
probably unfounded, asj there is no lack
of evidence that France is deliberately
pnrsuingthe task of seizing the upper
waters of the Nile above Khartoum,
thus cutting the British line of com
munications between Cape Town and
Suez, and the powerful colonial party in
France threatens to- upset the Meline
cabinet, should it recede from this en
terprise. All the forces of General Sir William
Lockhart, the British, commander on
the Indian frontier, have been with
drawn to the Para valley for the winter.
Thus the largest and best equipped force
ever assembled in India has failed, and
the whole work will have to be repeated
in the spring. About 1400 officers and
' men either killed or wounded, 3,000,000
rupees spent in loss, and British pres
tige weakened on the frontier, are the
debits, against which a tew mud huts
and sangareea blown up and probably
i several thousand natives killed are the
only credits.
Rumors, too precise to be guesswork,
are current to the effect that the Earl
of Elgin early next spring will retire
from the viceroy'alty of India, and be
succeeded by Lord George Hamilton,
whose Indian secretaryship will be filled
by Lord Lansdowne, the present secre
tary of state for war. This will be a good
party move, as it will enable the Mar-
- quia of Salisbnry to place at the head of
the war office a skilled man of business,
who will satisfy the tax payers as well as
tbe army, and materially smooth the
path for the intended demand for mili
tary reform. It is intimated that Jo
seph Chamberlain may be transferred
from the colonial to the war office, his
place being given as a sop to the Mar
quis of Londonderry, whose "kicking"
qualities are not appreciated by the cabinet.

Canton, Dec. 11. Mrs. Nancy Allison
McKinley passed from this life at a few
minutes pasr2 o'clock Sunday morning,
with all her childen and other immedi
ate relatives at her ' bedside. She did
not suffer any in her last hours, but
gradually passed from the deep,- palsied
Bleep, in which she had rested almost
constantly for ; the past : ten days, into
the death sleep.- ' ' - ' ".-1 -'
No word could be secured from tbe
house for some hours before dissolution.
At 2:35 an undertaker was Buratnoned
and tho first publicity waa given of the
death.
The end was most beautiful in its
peacefutness. She 'seemed to sleep so
soundly chat it was 'difficult to tell
whether she has yet breathed her last.
This condition continued for half an
hour. The president and all of tbe fam
ily were by her side.
There was no recognition, however.
Her last consciousness was hours before
her final taking away.
The doctor called at 5:30 o'clock and
reported that be found a material change
for the worse, such as he regarded as
certain to bring about final dissolution
during the night. He bad not even
a faint hope that' ehe could live until
morning.
President McKinley continued his
vigil all day, much as ho did the pre
ceeding days. He sat almost constantly
in the sickroom, and there secured about
all the rest he had. He had the news
papers at his Bide, and when his mother
rested most peacefully, he glanced over
the columns for the news of the day.
Late in the afternoon he and his wife
emerged from the house and took a few
turns on the '. porch for exercise and a
little fresh air, and a little later he and
his brother Abner took a similar walk.
Aside from this he had scarcely been out
ofthe room. He was informed of the af
fairs of state by communications from
the White House, and, judging from the
callB of messengers there are many tele
grams of sympathy and inquiry beinj:
received from friends of the mother and
son in various parts of the country.'

We have fire drills in, our public
schools in the east, and very effective
drills they have proved in more than one
case of emergency. - In Kansas .they
have no fire drills, or, if they have, -we
have still to hear of it. Out there tor
nadoes are more to be dreaded than
fires, and the schoolchildren are now
being trained in tornado drills, says the
New York Sun. ' ' '' -:
When tornadoes strike a Kansas
town everybody makes at; once for
prairies. It is the only way to escape
death from flying- doors and chimneys,
falling trees and toppling buildings.
Schoolchildren are trained to know this
from the cradle, and on these occasions
rush pell mell for the nearest bit of
Clear prairie attainable. But '- many
children have been maimed 'and even
killed in these terrible storms.
So they have started a movement
throughout the state to' have tornado
caves built under the schoolhouses large
enough to accommodate all the children
while the blow lasts. And here comes
in the tornado drill, which is already
being put into practice. ' ;
It is very much like our own fire drill.
The teacher sounds the alarm on the
piano and the children all stand up.
Then the march is -played, and out they
go in good order, down the stairs and
into the cave.
Then let the winds blow! Let the
entire building fall in ruins! The chil
dren are safe and have only to be dug
out. . v ...

There couldn't possibly be in all this
city another crowd of men so disgusted
as were the watchman, guides and ele
vator men at the city hall, says the
Philadelphia Record. It was all because
the public buildings commissioners had
been seized with what the men con
sidered a ridiculous attack of economy.
This is the time of the year when all
uniformed men in the employ of the
city prepare to change their winter
clothing for their summer garments.
Now, the uniforms worn by the city hall
men are profusely adorned with brass
buttons bearing the seal of the city, and
the municipal authorities are particu
larly careful to see that none of these
buttons shall ever go astray. It is, in
fact, a punishable offense for a common
citizen to have in his possession one ol
these buttons. Accordingly when each
man appeared for duty, he was called
to the front and an official, armed with
a pair of shears, snipped off all the city's
buttons from lie victim's uniform ex
cept one, which was left to hold the coat
across the client. Fortunately the sus
