It is stated that the most carefully worded, the longest and the most elaborate part of Spain's reply to America's note anent Cuba is that in which is set forth the protest against filibustering. The Spanish govern ment pleads as the reason for its fail ure to restore peace in Cuba, the de parture of filibustering expeditions from this country. The material aid thus carried to the insurgents is all that prevents their speedy conquest by the Spanish troops, and the gov ernment at Madrid has decided that tinnnernrth it will look udou filibus tering expeditions as breaches of in T-natinnnl law. and will treat with the United States on that basis. There is a great deal of impudence in this attitude of the Spanish gov ernmrnt. Spj'in understands very well that no exuediiions were sent to Cuba from this country under,the sanction of the government or even with its tacit encouragement. The filibusters are nersons who are acting on their own hcok, and who fit out their par ties with private means. As a mat ter of fact, the resources of the United States government have been taxed to an intolerable degree by Spanish demands for the prevention of filibustering. It has been found necessary to police the entire eastern coast at a very heavy cost, and pur suits, arrests and trials have proved a source of annoyance and expense most assuredly not contemplated by " international law. It the new Spanish premier is look ing for a grievance against the United State3. he certainly makes a blundering beginning. A more rea sonable and effectual way of solving the filibustering question would be to bring tne insurrection in Cuba to close on a humane plan, and remove the cause of American sympathy with the insurgents. Jnternational law or no interna tional law. there is a point at which patience ceases to be a virtue, and that point has long been passed in the matter of doins police duty for a foreign power which promotes dis orders bv its own incapacity. It did this as recently ' as 1895, when it defeated England's designs against Venezuela. If Prince Bismarck takes a survey of the his tory of the world for the period which has elapsed since Monroe made . his great declaration, he will find that that policy was never seriously assailed except once by Napoleon III and Maximilian in Mexico a third of a century ago and the fate of the chief actors in that enterprise is not calculated to encourage a repe tition of the performance.
