SOME DISMAL SCENES
Three Hundsed Gold Seekers
Encamped on the Beach
THEIR SITUATION IS PERILOUS
Many are Short of Provisions and Money
With. Mo Hope of Ascending The

Washington, Oct. 12. Information
received at the treasury department
from Captain Tattle, of the cutter Bear,
sow erasing in Alaskan waters, does not
give a rosy description of the scenes at
St. Michaels and prospects of the gold
seekers. Writing from St. Michaels
September 16th, Captain Tattle says:
"There are in port four sea going ves
sels and six river steamers, with one
steamer and one barge in process oj con
struction on the beach. About 300 hun
dred people are encamped on the beach
awaiting the completion of these ves
sels. At least seven vessels are expect
ed to arrive, many of them with paeeen
gers. There is no possible chance of
these people reaching the upper Yukon
this season, and they mnst winter here
or at some point inside the mout of the
Yuken.-
"While there will be an abundance of
provisions, as the trading companies
have their main depots here, trouble is
likely to arise from those who have no
money and no supplies. This, however,
is a small matter when it is taken into
consideration that matters are much
worse above Fort Yukon. On Septem
ber 13th the steamer Hamilton returned
from its up-river trip, having been un
able to reach Circle City. Captain Hill
reported the river so low as to prevent
his reaching his destination. His cargo
was landed on the river bank. The
steamers Healy, Weare, Alice, Bella
and Margurite are now up the river, but
the prospects are that they will not be
not be able to reach Circle City or Daw
eon. "Laws in regard to the transportation
of steam vessels are entirely disregarded,
and no inspector of hulls and boilers has
visited this place. At least sixteen
such vessels are now sailing in this part
of Alaska. If I should seize them star
vation would ensue to thoee who are de
pending upon these vessels to bring
them provisions. At the same time
hnndreds of people are traveling on
these veseele, which are without the
saieguards to life that the law provides
they shall have.
"A deputy collector of customs is sta
tioned at St. Michaels who is required
to attend to all custom business. Fre
quently there are several vessels in port
discharging bonded goods at the same
tinfe. It is impossible for one man to
attend to all this business. After leav
ing St. Michaels there is no custom
officer in charge ot these goods. Vessels
frequently get aground, and it is neces
sary to discharge cargo before they can
be afloat. Great opportunities are
afforded to defraud the customs. There
Bhould be a custom offiicer on every ves
sel carrying bonded goods, end provis
ions should be made to have these ves
sels inspected as required."
Something: to Depend On.
Mr, James Jones, of the drag firm of
Jones & Son, Cowden, 111., in speaking

YELLOW JACK RAGING.
Disease Is Spreading Very Rapidly at
New Orleans.
New Orleans, Oct 11. From the
reports tnere is little hope in the yellow
fever situation. The board of health is
daily demonstrating that with a fair
show it is possible for modern science to
restrict and stamp out the disease. But
the people who must suffer from a strict
application of scientific methods rebel,
the result being that the pathway o
the board is beset with difficulty, if
there was strict compliance with the
health laws, if prompt report was made
of cases, the fever germs would be
quickly wiped out. But it begins to
look now as if from thirty to forty new
cases and from four to six deaths would
be daily reported until Jack Frost puts
id an appearance. Today, as on nearly
every day since the fever first started,
abont fifty per cent of the fatalities were
traced to neglect and a" disposition to
bide cases until it is too late to save
life.
The official bulletin issued by the
board of health tonight shows thirty
seven new cases and four deaths.
Galveston was one of the first cities to
raise the bars. Dr. Guiteras on Satur
day pronounced several cases of yellow
fever as existing in Galveston, but not
a line has reached Dr. Oliphant relative
to these from the Texas health officials.
The only informatiyn which Dr. Oli
phant had received was from Surgeon
General Wyman.
About fifty Italians reached the city
this morning, coming, it is said, from
New York. Orders were given by the
board of health to prevent their locating
themselves in the city limits, and the
health officers were instructed to have
them sent to one of the camps of deten
tion. At Biloxi today there were twelve new
cases; at Edwards five and two deathe.

Good Baking Powder

article on the "Age of Genius," tends
to disprove the assertion that brain
power is incompatible with health.
Once we were told that if we wished to
become octogenarians we must lay
aside ambition, we must be careful in
our diet and temperate in our wishes.
We must wait upon our bodies and as
much as possible keep the mind out
of sight. In order to disprove that
counsel, we have only to turn from
empty words to solid fact.
First, to take the great men cele
brated in war and conquest, since
theirs, also, is a species of genius, is
to find the list headed with Xenophon.
Dumouriez and Wellington at 86, 84
and 83. Thence it continues to Charle
magne at 71. From him the numbers
decline, though not- hastily, to Napo
leon at 51 and, lowest of all, Alexander
the Great, at 32. Nearly 60 per cent, of
the warriors chosen at random reached
the Biblical standard of three score
and ten.
Then, beginning with the great
names of statecraft, there are Frank
lin and Tallyrand, both at 84, Palmer
ston at 81 and Washington at 67, with
the list keeping well up in the fifties,
and at the end slowly falling to 42.
This is imposing, especially if we add
Gladstone and Bismarck, both well
over their eightieth year.
Science and philosophy begin with
iHumboldt at 89,and,furnislan-imposing
list of men whose brains were worked
to the fullest extent, and of whom no
less than 63 per cent, completed their
seventieth year.
In short, almost one-half the greatest
geniuses the world has yet seen have
attained the age of 70 years. .Let no
one foe deterred from becoming a ge
nius by the fear of early death!
DIMINISHING STATURE.

Tbis relation between stature and
health is brought to concrete expres
sion in the armies of Europe through a
rejection of all recruits for service who
fall below a certain minimum standard
of height, generally about five feet.
The result of this, says Popular Science
Monthly ,is to preclude the possibility of
marriage for all the fully developed
men during their three years in the
barracks, while the undersized individ
uals, exempted from service on this ac
count, are left free to propagate the
species meanwhile. Is it not apparent
that the effect- of this artificial selec
tion is to put a distinct premium upon
inferiority of statue in so far as the
future generations are concerned?
This enforced postponement of mar
riage for the normal man. implies not
merely that the children, of normal
families are born later in life that
would not be of great moment in itself
it means far more than this. The ma
jority of children are more often born
in the earlier half of married life, be
fore the age of 35. Hence a postpone
ment of matrimony means not only
later children, but fewer children.
Herein lies the great significance of the
problem for us. Standing armies tend
in this respect to overload succeeding
generations with inferior types of men.
