TALKS OF HIS PLANS
How the Explorer Hopes to
Reach the North Pole.
HIS PROJECT IS A DARIXG ONE
Will Abandon His Steamer at Slierrad
Osborn and Travel Over the
Ice With Sledges.
New Yobk, Oct. 1. When the whale
ing Bteamer Hope arriyed at her dock in
Brooklyn, Lieutenant Peary and a party
of friends were on hand to meet her.
On board the vessel were Albert Operti,
the artist, who accompanied the expedi
tion; J. D. Higgins, Dr. M. F. Sohn,
ship's surgeon; Robert Stein, of the
geological survey at Washington, and
Peary's servant, six Eskimos and four
dog, the crew and the celebrated me
teorite. In an interview, Lieutenant Peary
said:
"I took observations to ascertain just
how much further north it would be pos
sible to navigate, and I also visited the
settlement of Eskimos known as Arctic
higblandars, who liye some 200 miles
north of Melville bay. There are only
200 in the entire tribe and I am ac
quainted with every man, woman and
child. I picked out ten strong young
men and women and instructed them to
prepare for my coming next year.
"I want to say that I never asserted
that I would find the north pole or die
in the attempt, but I shall make a de
termined effort to find it, and I shall
have practically unlimited funds at my
command and five years' time.
"I shall sail to the most northern
limit possible, and then make a landing,
and on sledges carry ail the necessary
outfit for a permanent camp to the
most northern land limit. It is known
that land exists as far north as latitude
S3 deg. How much further it extends I
ehall have to determine, and when I
reach that point I shall make perma
nent camps and make them by base of
supplies.
. 'I believe the pole can be reached in
side of two years ; I believe, too, that I
shall be able to Bail as far north as Sher
rad Oaborn, 100 miles north ot Melville
bay."
CITIES MUST OWN THE FRANCHISES
This Is the Opinion of Ex-President
Harrison.
New York, Oct. 1. Former President
Benjamin Harrison is quoted in an in
terview upon municipal politics in the
World as saying :
"Of special i'mportance are the safe
guards to be thrown about the granting
of franchises to the promoters of great
schemes for the public service. In this
respect there are valuable lessons to be
learned from late foreign experiments.
Some principal cities of Sc6tland have
assumed each the control of its street
railway By 8 terns and its lighting plants
as well as its water works. The
results of this public ownership of great
pnblic enterprises have been exceed
ingly satisfactory and instructive.
"I am inclined to consider municipal
ownership as the best means to secure
to the people the cheapest and best
service. Of course the effects of the
competition between private enterprises
are not to be lost sight of as far as they
increase quality and lower priceB. Bat
the equal method of selling franchises
outright, or of receiving for them a
royalty seldom gives to the people more
than a tithe of what the people them
selves later return. The bigger the
price and the larger the royalty, the

Another Attack Growing oat of the
Civil Service Discussion.
New York, Oct. 1. Carl Schurz has
addressed another open letter to Senator
Gallinger, of New Hampshire, in the
series which has crown out of the sena
tor's attack on the civil service law as
now extended, and on its supporters.
Mr. Shurz says bis principles have al
ways remained the same, but the parties
have changed their positions. He ac
cuses Senator Gallinger of misrepresen
tation in regard to the working of the
civil service and indulges in a person
ality in the same connection.

The readers of this paper will be
pleased to learn that there is at leaBt
one dreaded disease that science has
been able to cure in all its stages, and
that is Catarrh. Hall's Catarrh Cure is
the only positive cure known to the
medical fraternity. Catarrh being a
constitutional disease, requires a consti
tutional treatment. Hall's Catarrh
Care is taken internally, acting directly
upon the blood und mucous surfaces of
the system, thereby destroying the foun
dation of the .disease, and giving the
patient strength by building up the con
stitution and assisting nature in doing
its work. The proprietors bave so much
faith in its curative powers, that they
offer One Hundred Dollars for any case
that it fails to cure. Send for list of
testimonials. Address :

DRIVING A DOG TEAM.
Flj-inn; Over the Snows of Northers
Canada, In. Rubber Skins.
The sled consists of a narrow box f our
feet long-, the front half being covered
or boxed in, mounted on a floor eight
feet long resting on runners. In this
box the passenger sits, wrapped in rab
bit skins so that he can hardly move,
his head and shoulders only projecting.
In front and behind and on top of the
box Is placed all the luggage, covered
with canvas, and securely lashed, to
withstand all the jolting and possible
upsets, and our snowshoes within easy
reach. .An important item is the dog
whip, terrible to the dog if used by a
skillful hand and terrible to the user
if he be a novice; for he is sure to half
strangle himself or hurt hi3 own face
with the business end of the lash. The
whip had a handle nine inches long and
lash 30 feet, and weighed four pounas.
The lash was of folded and plaited seal
hide, and for five feet from the handle
measured five inches round, then for 14
feet it gradually tapered off, ending in
a single thong half an inch thick and
11 feet long. Wonderful the dexterity
with which a driver can pick out a dog
with this lash. The lash must be trail
ing at full length behind, when a jerk
and turn of the wrist causes it to fly
forward, the thick part first, and the
taperiDg and continuing the motion till
it is at full length in front, and the lash
making the fur fly from the victim.
But often it is made to crack over the
heads of the dogs as a warning. The
11 dogs' were harnessed to the front of
the sled, each by a separate thong of
seal hide, all of different lengths, fas
tened to a light canvas harness. The
nearest dog was afoout 15 feet from the
sled, and the leader, with bells on her,
about 50 feet, the thongs thus increas
ing in length by about three feet. When
the thong is good the dogs spread out
like the fingers of a hand, but when the
snow is deep they fall into each other's
tracks in almost single file. As they
continually cross and recross each oth
er, the thongs get gradually plaited al
most up to the rearmost dog, when a
halt is called, the dogs are made to lie
down, and the driver carefully disen
tangles them, taking care that no dog
gets away meanwhile. They are guided
by the voice, using "Husky," that is
Eskimo, words; "owk," go to the
right; "arrah," to the left, and "holt,"
straight on. But often one of the men
must run ahead on snowshoes, for the
dogs to follow him. London (Ont.)

In Chase of a Record.
New York, Oct. 1. In chase ot a rec
ord the new North German Lloyd steam
ship Kaiser Wilhelm der Grosse, which
broke the westward record on her maid-1
en voyage to this port, has set out on
her return trip to Southampton. Her
Hoboken pier was crowded with sight
seers and there was much cheering, wav
ing of handkerchiefs and bats when the
collossal vessel backed out from her pier
and swung her sharp bow seaward. The
eastward record established by the Amer
ican liner St. Louis is 6 days 10 hours 14
minutes. As the new German vessel cut
1 hour 56 minutes from the St. Paul's
westward record of 6 days and 31 min
utes, there is little doubt that the east
ward record will also have to go when
the Kaiser Wilhelm der Grosse com
pletes the voyage on which she is now
engaged. The vessel carried a large nam
ber of passeneers.
