Pourparlers Opened Between
Washington and Madrid.

Madrid, Sept. 23. The Correspond
encia de Espana aeaerta that Pourpar
lers are proceeding between the United
States and Spain for a friendly settle
ment of affairs, in Cuba.

tional" the story of an ultimatum,
points oat that the Cubans have not
been at war with Spain without the
moral and material co-operation of the
American people.
There is a great deal of comment as
to the origin of the ultimatum canard.
It has been attributed to a foreign am
bassador, but all the ambassadors deny
responsibility for it. Thepeople do not
think that war is inevitable.
It is asserted that the liberals will
soon form a cabinet, and that on the re
turn of the queen from San Sebastian
to Madrid, Captain-General Weyler will
be re-called from Cuba and autonomy
established in the island, thus leaving
no pretext for the intervention of the
United Slates.
WOULD EUROPE SUSTAIN CS?
Circumstances Seem to Justify the As
sumption That She Would.
Washington, Sept 23. State depart
ment officials refuse to discuss the state
ment made in the Associated Press cable
dispatch from Madrid, namely, that the
countries of Europe, with the exception
of Austria, justify the interposition of
the United States in favor of a termina
tion of the Cuban war. Still, it is re
called that while Mr. Woodford was tar
rying' in an apparently purposeleses
manner in London and Paris, instead
of proceeding to his post in Spain, it
leaked out that the United States min
isters at various European courts had
been instructed to sound the govern
ments to which they were accredited,
with a view to learning how interven
tion in favor of Cuba would be re
garded. Although it was generally supposed
at the time that this effort would not
succeed, there is now good reason to ac
cept the statement in the Madrid cable
as fully warranted by the facts.
MO ULTIMATUM WAS SERVED.
So Emphatically Declares an American
Diplomat In London.
New York, Sept. 23. A special to the
Herald from Loudon eays :
In reference to the sensational tele
grams from Madrid about the alleged
ultimatum and inevitability of war be
tween the United States and Spain, the
Herald correspondent had a conversa
tion with a distinguished American dip
lomat, who, though not personally con'
cerned in the American-Spanish negoti
ations, is in a position to know the ex
act state of affairs, but who, for obvious
reasons would not allow his name to be
mentioned. He said :
"I cannot, of course, pledge in ad
vance the government of the United
States, but so far as the present is con
cerned such a step is not in contempla
tion. The United States has probably
, intimated through Mr. Woodford that
the present state of affairs is most de
plorable and that if we could be of any
assistance in bringing this condition of
things to an end we should be glad to

FOOD SHORTAGE IS INEVITABLE.
Captain Tattle's Report on Conditions
In the North.
Washington, Sept. 23, Captain Tut
tle, in command of the cutter Bear, of
the Behring sea patrol, in a report to
the secretary of the treasury, gives an
official account of the rescue of Captain
Whiteeides, his wife and a number of
the crew of the steamer Nevarch, which
was caught in the ice pack off Icy Cape,
July 30th, and also reports as to the con
dition of affairs at St. Michaels.
The Bear reached St. Michaels August
28th, where about 300 miners were found
camping on the beach. On arrival Cap
tain Tuttle received requests from the
Alaska Commercial Company and the
North American Trading Company to
remain with his command at St.
Michaels until some means could be de
vised to maintain law and order. He
was informed that among the sadden in
flux of people were many bad characters,
and previous to the arrival of the Bear,
open threats had been made as to what
they would do if the transportation com
pany failed to get them up the Yukon.
This was impossible with the means at
hand.
Captain Tuttle says that navigation
would close in a tew days and that
twelve vessels were then cn the way to
St. Michaels, the most of them with
passengers, and he thought if they did
not return on the vessels which brought
thefn, much Buffering must result.
The captain decided to comply with
the requests which had been made until
Captain Hooper, of the command of the
Behring sea fleet, could be communi
cated with, and another vessel detailed
for the duty until September 30th, when
he says a military force will arrive.
In concluding his report Captain Tut
tle says that in his opinion the situa
tion on the Yukon this winter will be a
very serious matter, and in his judg
ment the limited supply of food will re
sult in starvation.

day with his hand badly lacerated and
bleeding, and suffering great pain," says
Mr. E. J. Schall, with Meyer Bros,

to Royalty by the

Every now and again the royal fam
ily in England is dismayed by the sale
at auction of confidential letters and
private papers the contents of which
they have every reason to desire un
known to the general public. Thus
just at the present moment a lot of val
uable papers which formerly belonged
to Queen Victoria's uncle, the duke of
Sussex, and which at his death remained
in the possession of members of his
household, are being disposed of to the
highest bidder. They comprise a quan
tity of very confidential letters written
by the queen to her uncle, some-of them
relating to domestic affairs and quar
rels, while others contain caustic com
ments on people who fondly imagined
that they occupied a very high place
in the esteem of her majesty a belief
shared by their children now living.
It is with the object of avoiding such
contretemps as this that the rule is
now rigorously enforced which pro
vides that whenever any person dies
who has held office in connection with
any of the royal household all his pri
vate papers shall be turned over for ex
amination to some trusted court official,
who, wherever possible, shall fulfill the
duties of executor of the will.
This rule was first inaugurated some
40 years ago, when the death and sale
of the effects of Sir John Conroy, who
had been chief of the household to the
mother of Queen Victoria during the
entire childhood and youth of her ma-
jests-, had the effect of placing upon the
market a large number of most painful
letters relating to the queen herself,
to her father s moral and financial
shortcomings and to the scandalous ru
mors that connected his name with
that of the duchess of Kent, rumors for
which it scarcely is necessary to say
there was no foundation, save malice.

Gold in the Sea.
The Australian scientist. Prof. Liver-
sidge, has rather conclusively demon
strated that in every ton of sea water
there is from one-half to a full grain of
gold. Admitting Liversidge's opinions
to be correct, the subject opens up a-
line of interesting speculation. Thus,
at the same rate, a cubic mile of sea
water would contain between 130 and
260 tons of solid gold. Fixing the value
of gold at $20 an ounce which is some
what less than it is valued at now a ton
of gold is worth a little short of $500,-
000. In other words, a cubic mile of sea
water contains gold to the value of be
tween $05,000,000 and. $130,000,000. Now,
if as computed', there is on the surface
of the globe from 300,000,000 to 400,000,-
000 cubic miles of the ocean, allowing
half a grain of gold to the ton, the total
amount of the precious metal in the sea
would be above thirty-five million: bil
lion dollars. At one grain per ton it
would be about seventy million billion
