The very fact that breakfast is missed is liable to give one an ab normal appetite for the next meal, and so cause the very thing it was intended to cure. MONDAY, MAY 17, 1S!)7 CIVIL SERVICE. A Washington conespondent says the president is considerably troubled owing to the orders issued by Cleveland during the last six months of his administration. Cleveland had pretty well succeeded in elimin ating from oflico all who were not "cuckoos," and then spread the blanket of civil service over them to give them a perpetual position. In many of these instances the idea was entirely impracticable, for it is im posnblc to obtain suitable employes through the civil service rules to fill many of the positions which Cleve land endeavored to cover by his or ders. It is presumed that Mr. Mc Kinley will abolish or modify those orders of Cleveland in such cases in which the public service will suffer. There is a good deal of llap doodle about this civil service business any way. It was inaugurated at the in stance of good' goodies of politics, otherwise known as mugwumps, who thereby expected to improve the public service; but it is a failure. There are iren in all parties compe tent to fill public positions from pres ident to pound master, and the victo rious party should be rewarded with the ollices. They must be responsi ble to the countiy, and should conse quently manage the ship. "We got along very well before the days of the civil service reformer, and the sooner we return to the Jasksonian policy, "to the victors belong the spoils," the better. I do all the work and have all the fun. A man can feel that he is doing something for himself when he is riding a wheel,'and there is a great deal of satisfaction in that." Tho editor of the Salt Lake Tribune also sees in the wheel a gteat machine for exercise. lie says ho saw one strike a lady from the direction opposite the front.
