Statement of Government's
Financial Condition.
THE DEBT IS STEADILY INCREASING
.Estimated Tear' Deficiency Exceeds
Sixty-four Millions The Retire
ment of Treasury Notes Is
Strongly Urged.'
Washington, Dec. 21. In his discus
sion of the currency the secretary makes
an exhaustive argument in favor of the
retirement from circulation of United
States, and treasury notes in the courBe
of which he says :
"Our experience since the resumption
of specie payments has so thoroughly de
monstrated the impolicy of attempting
to maintain the circulation of these notes
ss a permanent part of oar currency,
that further argument upon thequestion
seems to be unnecessary except for the
purpose of again pressing the subject up
on the attention of congress, and urging
the prompt adoption of such -measures
as will, within a reasonable time, elim
inate this element of weakness from our
system.
"The maintenance of a policy which
necessarily imposes upon the govern
ment the burden of furnishing gold at
the public expense to whom may de
mand it for use or hoarding at home, as
for export to other countries, cannot be
justified upon any ground of expediency
or sound financial principle. While the
government has power to borrow money,
it is not its duty to issue public obliga
tions merely for the purpose of provid
ing a paper currency for use in the tran
saction of business, nor has it the con
stitutional power to make its promise a
legal tender in the payment of private
debts. Such a policy, even if sanctioned
by the constitution, instead of imparting
Btrength and stability to our currency
system, endangers it by the introduc
tion of political and partisan considera
tions into the management of a subject
which ought to be regulated entirely by
the business interests of the people and
the laws of trade and " the principles
which control honest commercial inter
coarse.
"Although the actual ability of the
government to redeem its notes prompt
ly in gold coin may be undisputed, still
. tne question whether they will be or
- ought to be so redeemed, must always
be open to public discussion, and it is
well known that the constant agitation
.of this question during the past five
years has npon several occasious greatly
imperiled the safety of our entire cur
rency system. . r ,
"Bo long as the United States notes re
main in circulation, qnestions as to the
mode and manner of their redemption
and as to the means of procuring and
maintaining a coin reserve for that pur
pose will be political issues, and so lqng
as these questions remain in . politics,
public confidence in the stability of our
currency wiil be more or less disturbed

"We must not be deluded into a feel
ing of security by the fact that there has
been a suspension of gold withdrawals
during the last few months and a large
accession to our etock of gold from
abroad during the same time ' because
there is no sufficient reason to believe
this condition of affairs will be ; perma
nent, if our existing ' system is . main
tained. "No system of coinage that can. be de
vised will furnish the government with
either gold or silver unless it pays for it
with means already collected, by taxa
tion or by contracting and indebtedness

"I am thoroughly convinced the retire
ment and cancellation of United States
notes of both classes undor such reason
able limitations and restrictions as time
and congress may see proper to pre
scribe, or as a prudent secretary of the
treasury will adopt in the exercise of his
official discretion, would not result,
either permanently or temporarily, in
an injurious" contraction of the cur
rency."
The Durrant Case.
San Fbancisco, Dec. 21. What may
p.ove to be the beginning of the end of
the Dnrrant case took place in the su
preme con rt today. The brief of Theo
dore Dnrrant was filed, although there
has beeu much discussion as to whether
it could now be filed, the usual time for
doing so having elapsed. . , However,
Durrant was finally granted re-snbmis-
sion. Attorney-General citzgerald also
filed a brief, ably replying to. the de
fendant's counsel. Durrant is now given
ten days in which to file a brief in reply
Allison In the Cabinet.
Chicago, Dec. 21. A special to the
Tribune from Dubuque, la., says that
Senator Allison has - been offered the
leading position in the cabinet by Mr,
McKinlev, that of secretary of state. It
is said the proffer was made through one
of the most prominent men in Iowa,
and that Senator Allison now has the
matter under consideration.
EFFECT OF MUSIC.
The Nervous System Influenced, by dif
ferent Kinds of Sounds.
The old story that Saul when out of
temper used to summon. David to play
the harp, and found the music to-be a
sedative, may prove to be more than a
simple historic incident, for both Char
cot and Tarchanow have declared that
musical sounds are a remedial agency
in disease which no physician can af
ford to ignore, says the New York
Herald.
Mr. Warthin, of Michigun, who has
given a great deal of thought to this sub
ject, asserts that different kinds of
sounds are more effective than drugs in
the cure of disease. For instance, he
boldly assures us that the music of
Valkyrie will increase perspiration,
and, therefore, cure certain forms of
ailment caused by checking its flow.
The operative energy is not the music
as such, but the peculiar vibrations
made 'by it. Tannhauser, on the other
hand, is a vibratory soporific and in
duces a serene state of mind and body.
M. Coriveaud, of Paris, asserts that
violin playing is at least a temporary
remedy for sciatica. He adduces the in
stance of a patient who found almost
instant relief in that way and who suc
cessfully resorted to it whenever threat
ened with an attack.
Perhaps this is an appeal to the im
agination, but what matters it if the
patient is cured? Perhaps, again, there
is a law hidden somewhere in the pile
of apparent impossibilities '-one which
will some time be discovered for our
benefit. We never smile with increduli
ty at anything' in these wonder-working
days. c
Evading the Rule.
One of the regulations at the new
Congressional library in Washiuton is
that visitors must carry no parcels into
the building. So says the Post, of that
city, and then g"oes on to relate! an amus
ing' occurrence r A rather tall, broad -shouldered
young' woman arrived atthe
door of the library, having in her hand
a neat brown paper package. "No bun
dles are alowed inside the building'.'
said the attendant. "You must leave it
here till you came out." The youngf
woman objected. The man. said it was
t he rule. The young' woman said it war.
absurd. The man was firm. He must
obey orders. The young woman hesi
tated; then she undid the parcel, hung
several pairs of black hose over her arm,
handed the man the paper, and said:
"There, you may keep that ' until I
come out."
Will Return to Canton Today.
Chicago, Dec. 21. The president'
elect and Mrs. McKinlev will depart
Chicago tomorrow morning, to spend
the holidays at home. Mr. McKinley
was kept busy from early morning, re'
ceiving the callers who flocked to the
home of Captain Mc Williams.
