neb. Is President Cleveland's Plan
Regarding Cuba.
Washington, Dec. 2. A crisis in the
affaire - of Cuba is rapidly approaching,
and there is every reason to believe that
President Cleveland has already decided
on action which will startle the country
almost as much as his famous message
jn the Venezuelan question, although
the exact' time for the announcement de
pends somewhat on future operations in
Cuba. I
By this action, the president will not
change his previous policy in regard to
Spain and Cuba, but will simply carry
it out to its logical conclusion, which is
a direct and open threat of active inter
vention on the part of the United States
to secure peace in the island, whether
by the independence of the patriots or
'by voluntary action on the part of Spain.
From three different sources the policy
partially agreed upon between Secretary

learned, and the reports in each case
tallied with surprising Unanimity.
A definite and somewhat startling an
nouncement on the Cuban question will
be made to congress, either in the regu
lar annua message or in a supplement
ary communication, as was the case with
the Venezuelan question.
Minister de Lome, of the Spanish le
gation, baa been fully advised of the
-impending announcement, and be ac
cepts what is in effect an ultimatum,
believing that Spain will be able to pre
vent action on the part of the United
States by the success of Weyler's opera
tions in Cuba.
. The policy adopted is scarcely a mat
ter of doubt any longer, unless there
should be some change in affairs in the
island thrpueh the success or failure of
Weyler's campaign, and the issue will
soon be sharply drawn between this
country and Spain.
Hanoi Goes to. Washington Tomorrow.
Cleveland, O., Dec. 2. National
Chairman Hanna, who has been visiting
President-elect McKinley in Canton
since yesterday, wired this morning that
he will return to Cleveland this evening
and start for Washington Friday after
noon. While Hanna ostensibly went to Can
ton to talk over innlli'iiratirm rilana with
the presi-'ent-elect, it is generally known
hat when he returns tonight the cabinet
--elate will be practically completed. In
addition it is stated that Hanna will
bear f to Washington MoK'inlpv'H ex
pressed views irj regard to immediate
legislation, especially in reference to the
Dingley bill. .
Death of Minnie DeAloss.
A dispatch from. Ashland yesterday
says :
"Mrs. Minnie De Moss Cochran, one
of the members of the celebrated De
Moss family of musicians of Oregon,
died at Wheatland, Calif., Tuesday,
from blood-poisoning, resulting from a
carbuncle on the face. Her body passed
northward on the evening train. It will
be buried at the family home in Sher
man county. The body was accompa
nied by members of the family, who
have canceled their California engage
ments, and say they will retire from the
stage altogether. The deceased bad
only been married two months, and was
27 years of age."
General Applegate Dead.
General Ehsha L Applegate died at
Ashland yesterday. lie was 65 years of
age, and had been in poor health for
some time. The dispatch announcing
his death, eays:
He was sitting in a chair at his borne,
and had been conversing with the mem
bers of the family as asnal, bat com
plained of an inability to bteathe easily,
and req nested that the door be opened
to admit fresh air, when he suddenly
and almost without warning dropped his
head and was dead.

His- Researches In too Garbage Recep
tacles and His Finds.,
"That man is a slopper," remarked a
police officer to u Washing-ton Star
writer a- few mornings since, "and he
and his class give us any amount of
trouble. If he stole we could roach
him by law, bnt as he only finds vc can
not easily reach him." In further ex-,
lanation he said: "A slopper is a man
who searches through the. garbage cans
ia the alleys in the rear of hotels, board
ing houses and private houses. Some
search for spoons, knives ana lorKs
that are thrown into the garbage recep
tacles by careless servants, for it is a
fact that there are more silver spoons
and knives and forks thrown away
with the garbage than are stolen by
servants, though the contrary is gen
erally believed. The slopper is gener
ally an hour or so ahead of the garbage
collector and he is often more regular
and careful in his rounds than the gar
bage man. .
" 'By industry we thrive, as the line
in the copy-books used to contain, and
by industry on a good west end route,
especially 'one which takes in a num
ber of boarding houses or hotels, a slop
per. can find enough tableware to pay
the expenses of his tour. Often h.e
makes a rich find. Very frequently he
has permission to 'slop' the can from
the owners of the house themselves, for
he tells them he is on the lookout for
stray pieces of meat, etc., which he sells
to those who have dogs to feed. Some
stoppers are honst enough to return
any silverware they may find for the
dog-meat privilege, but it is a terrible
temptation to many " arid one they can
not or do not at times withstand."
