The eyening Post's copywright cablegram from Lon don today has a review of the press com ment on the Anglo-American agreement on the Venezuelan question. The nioet notable extract is one from the Specta tor, which dispatch says it laments ovt-r the folly of a country like the United States, with a standing army and great fleet, "putting itself into position ot be ing dragged into war whenever a petu lent American half-caste state chooses to insult an European power." The Spectator says: "If the United States assumes suzerainty it must guar antee decent wards. Thirty of fifty years bence Europe, pressed almost to madness by the inability to feed the over-crowded peoples, will want to ewarm into South America under its own flags. To deny them will mean attempting to crush the fleets and arniieB of the com bined continent of Europe." THE DI.VGLKV TARIFF BILL. Possibility That It Will Pass at tue Coming Sesnlon. Washington, Nov. 14. In view of the recent statements of some of the silver senators that they would not oppose the Dingley tariff bill, and the opinion of Senator Morgan that the Democrats would probably permit the legislation without obstruction on their part, the prospects for the bill are deemed fair, if the Republicans decide to pass it. Upon the latter contingency there is a division of opinion among Republicans. Senator Sherman, of Ohio, takes the gronnd that the passage of the Dingley bill at the coming session would obviate the ne cessity for an extra session of congress, as it would furnish the revenue needed for the present and would 'be sufficient for all purposes until congress shall meet in regular session and prepare a revision of the tariff carefully and deliberately. Another reason advanced in support of the proposition for the passage of the Dingley bill at this time is the sugges tion that the custom-houses should be locked as soon as possible by an increase of the tariff rates against the impending flood of cheap foreign goods which would come in through anticipation of a certain increase in the rates at some future day. The fact is recalled in this connection that just such a flood of cheap goods poured into the country prior -to the Mc Kinley bill going into effect, and in an ticipation of the increased rates carried by that bill. In a single month prior to the taking effect of that bill, the impor tations jumped to $78,333,183. This was an increase over the preceding month of $15,000,000 and of the same month a year previous of nearly $25,000,000. According to the arguments advanced the ill effect of such a condition are ob vious. It Is held that it discounts the revenues ot the incoming administration because the market is surfeited with goods and the importations would be light for the first few months of the tariff law. For the same reason it is claimed barm is worked to the American manufacturers and laborers, the people whom the new law ia to benefit, for it cnts off the market of the American product. His support of the sound money princi ples and his practical co-operation with the Republican party in the election just over can in no way be construed, it is said, as meaning that the president is in any way in sympathy with the party on J the other questions. The Republican party is still hisfoeon the tariff question. He will, despite the severe lesson the country has learned, continue a free trader. Spain and Uncle Sam Friendly. Washington, Nov. 14. In answer to inquires as to the foundation of certain sensational stories in circulation recent ly as to trouble with Spain growing' out of the Cuban -situation, Secretary La- mont said today: "Stories about 'the movement of troops in the South are un true, and the assumption that work on coast defenses has any significance or is being expedited for any unusual purpose has no foundation. This work has made excellent progress in the past year, and I am making an effort to show some re turn in completed defenses for the large amount of money appropriated for this object."
