ALL AMERICANS.
Whether it is the salt breeze of the
ocean or some other subtle power
that influences and directs "those who
go down to the sea in ships" is un
known, but that patriotism and hu
manity are always attributes of your
true sailor is certain. Admiral
Thomas Selfridge, Jr., commanding
the European squadron, is an exam
ple of this. The telegrams yesier-

'Boyne, while at anchor off Smyra,
Turkey -in Asia, picked up a small
boat containing an old man, three
women and three other persons, all
. Armenian refugees. To make these
poor creatures perfectly safe they
were entered on the steamer's list of
passengers. Not long afterwards a
boat load of Turks came aboard the
steamer demanding the refugees.
Captain Fislier, of the Boyne, refused
to give them up, and the Turkish
officer said be would give the British
er until morning to surrender them.
' Captain Fisher sought assistance of
an Italian man of-war, but the cap
tain thereof refused to interfere. At
dawn the U. S. warship, Minneapolis,
came into the bay, Admiral Selfridge
in command. Captain Fisher told
his story, and our admiral's reply is
worthy of preservation, He said:
"We will give you all the assistance
yon want. You'll take those refu
gees safely out of port if I've got to
bombard the town." He then sent a
detail of blue jackets aboard, and the
Minneapolis escorted the gallant
British captain and his good ship out
of the port.
' The most palpable . moral ta be
drawn from this story is that Presi-
dent Cleveland shouldfft to sea.
AND WHAT THENt
Mr. Cleveland' is good for four
months more in the White House.
In other words, before stepping
' down and out he will have time to
administer merited rebuke to all the
little jacks in office who supported
Bryan and bad money an d bad gov
ernment in the recent campaign.

Telegram, Portland's evening paper.
:It may be presumed that it reflects
the elitor's personal opinions, but
we hope it does not. We should re
gret being compelled to believe that
any Americen citizen understood so
little his rights, his privileges and his
liberties as. such citizen, as to even
seem to indorse the sentiment that
any American citizen rray not vote
freely and without fear, according to
the dictates of his conscience. If it
has come to pass that every federal
office holder may only hold his posi
tion by voting as the president 6t the
United States tells him, then it is
high time that we make the presiden
tial office hereditary and change the
title lo Czar,
That Cleveland is the kind of boy
the Telegram claims he is may or
may not be true. If "it is, and he
cares to show his dignity and his
opinion of the-rights of American
citizens by removing officers for vot
ing according to their beliefs,.he may
rest assured that bis name will go
down through the comirg centuries
indissolubly connected with that of
Benedict Arnold.
The silver question is settled, and
it is -proper that the incoming
president should appoint under him
those who agree with his views, but
for Cleveland to attempt. to punish
any officeholder for exercising the
right of suffrage as he saw fit, should
at the first attempt cause his own im
peachment. It is a sacred rijrht thatJ
no man, ' president" or not, can take
away from any citizen. v
The case of Mrs. Castle indicates
that even in England there is a dif
ference ' in the laws, or at least in
their interpretation, as between a
rich criminal and a poor one. Here
tofore it has beenpne of our proud
est distinctions that we, of . all the
nations of the earth, had these hair
splitting niceties that separated theft
into degrees, ranging from just com
mon thieving up through the grades
of pilfering, swiping, accumulating
and financiering, reduced to a scien
tific bafis. Our judiciajy, as .a gen
eral rule would not have much
trouble in distinguishing between the
hungry thief, who stole a salmon, and
the wealthy kleptomaniac who
"klept" a few diamonds: In Eng
land a conviction was had, which
shows that our Euglish cousins are
not onto their job, since they par
doned, after conviction, instead of
recognizing that some people are
so exalted that stealing, instead of
being a vice, becomes a virtue, and
the theft an object of distinguished
admiration. If Mrs. Castle was
guilty, she should have been made to
take her punishment; if really "crazy,
she should not have been convicted
at all. If she was crazy, however,
there was a good deal of method in
her madness.
