For the benefit of those vho may
he in doubt about what will be the
political complexion of tbe next
United States senate, figures have
been prepared by the Ameiican Pro
tective Tariff League showing that a
Republican majority in the upper
house of the fifty-fifth congress is as
sured. There are four states where
Republican senators to succeed Dem
ocratic members seem certain of
election. In two states Republicans
have already been elected to the
fifty-fifth congress Foraker in Ohio
tosucceed Brice, and Wellington in
Maryland to succeed Gibson. The
other four counted on as sure are in
2Sew York, where Senator Hill's suc
cessor is to be chosen ; in "Wisconsin
to succeed Tilas; in Indiana, to sue
ceed Voorhees, and in Illinois, to
succeed Palmer. Then there are
Kansas, South Dakota and Missouri,
wnere liepuoncan senators to suc
ceed Peffer, Kyle and Vest are not
improbable. Counting the four
states first mentioned as certain to be
represented by Republican senators
in the text congress, and letting the
vacancies in Kentucky and Delaware
balance each other, the new senate
.would stand: Repulicans 47, com
omea opposition 43. mat is a con
servative view. Should Kansas,
jVIissouri and South Dakota also elect
Republican senators, as seems possi
ble, the result would be: Republi
cans 50, combined opposition 40,
This computation takes no account
of the silver senators whose success
ors are to be elected, they1 being
classed with the opposition. One
loss may be sustained in Utah,
which state Arthur isrown now rep
. resents. Senator Brown refused to
bolt the St. Louis convention, but
his term does not expire until March
4, 1898. So a tariff bill can be passed
before his successor, who may be a
ree silver adherent, san be elected
All of which goes to show that the
Republicans are assured practically
or lour majority against tne com
bined opposition in the next senate,
and possibly a majority of ten.

The death of ex-Governor Russell
of Massachusetts will cause surprise
and sorrow throughout the nation
But a few days ago he was an active
participant in the effort to hold the
Democratic party to the , paths of
-wisdom, and was a frequently-mentioned
presidential possibility. Gov
ernor Russell represented a fine type

though an aristocrat by birth and
training, he had sympathies with the
people and enjoyed their confidence
to a remarkable degree. He had
but entered upon what promised to
be a brilliant national career, and
his death is a loss not only to Massa
chusetts, but to the country at large.
Although differing with him on
many issues, the Republicans of his
own and other stales will regret his
untimely end. So it is that "Death
loves a shining mark.".
Judged by the company it is keep
ing, the Democratic party is a thing
not to be trusted The Populists
declare thai Democracy has purged
itself of all its vices and has become,
to every intent and purpose, identic
al with Populism. The joy with
which Bryan and his platform are
received by the Populists makes it
evident that the Democrats have
stolen Populist thunder. In the
meantime Altgeld, Tillman and
Brj'an stand a3 the representatives of
the modern Democratic party. "Will
the country give them its indorse
ment? The free coinage of silver will dis
astrously affect tbe holders of insur
ance policies, the depositors in, sav
ings banks and the shareholders in
the six thousand building and loan
associations throughout the coun
tries. There are 1,800,000 of these
shareholders, and the assets aggre
gate $500,000,000. Free silver coin
age would make these people the
recipients of dollais worth but fifty
cents, and the results of ; years of
labor and denial would be in a large
measure lost.
The East Oregonian has heard that
that the Democratic convention, de
clared for free sliver, and very obe
diently falls into line. Before the
convention it was a believer in the
gold standard. Democratic patron
age probably has a good deal to do
with tbe change.

The subject "What Constitutes a
Good Teacher?" occupied the teachers'
attention during the first session Thurs
day afternoon. Mr. Walker,' opening
the discussion, said that he thought the
good teacher was tbe teacher who adopt
ed tbe best means possible to obtain the
best work from his pnpils. Others con
sidered good health, thorough prepara
tion and tact necessary qualifications of
the good teacher.' Prof. Campbell, of
the state normal school, gave tha insti
tute a pleasant surprise by walking in
upon them dnring th discussion. After
several talks, the chairman asked Prof.
Campbell to give his idea of the good
teacher. His spirited address was great
ly appreciated by the teachers. He said
that he considered the teacher who
could train his pupils to bn good citizens
a good teacher. 4
