THE MONEY IN CIRCULATION.
The following figures fnken from
the statistical absmict of the United
States issued by the governmenl,
1896, have a tendency to refute both
!Populist arguments to the effect that
there is not enough money in the
United States, and the Democratic
arguments that a Democratic admin
istration has been a good thing.
Amount of money ' in the United
States per capita: 1888, $34.40;
1892, $36.21; 1895, 34.38.
Money in circulation per capita:
1888, $22.88; 1892, $24.44; 1895,
22.96.
The first year above mentioned
was the second year of Cleveland's
first administration; tbe second year
above mentioned was the second year
ot Harrison's administration; the
intra 3 ear is me tuird ami last year
of the present Democratic ad minis
tration.
It will be observed that the gain
of '92 over '88 is $1.81 of amount of
money in the United States per cap
ita, and of $1.56 per capita of money
, in circulation. Tbe loss of 1895 over
92 is $1.83 of money in the United
Stotes per capita and of $1.48 per
capita in circulation. These figures
are undoubtedly as true as any that
; can be obtained, being official.
Moke than five sixths of the dele
gates to the Republican National
Convention have ' now been chosen,
and the end of the capvass for the
Republican Presidential nomination
is easily in sight. Major McKinley
is apparently today the necessary
choice of the majority" at St. Louis,
and it seems almost impossible for
his opponents by any combination of
hostile interests to prevent his tri
umph on the first ballot taken for a
Presidential candidate. In the Na
tional convention four years ago at
Minneapolis 909 delegates had seats,
and 455 votes were necessary to nom
mate. At c-t. Louis next June.it is
probable that four additional votes
will be iiiven to the territories of
Arizona and Oklahoma and one ad
ditional vote to the Indian territory,
which sent but a single representative
four years ago to Minneapolis. The
total membership of the convention
will thus be increased to 918. and
460 votes will be required to make
nomination. Of the 770 elected fifty
are apparently committed to no par
ticular candidate. It is reasonable to
suppose that of tbe 198 delegate un
committed or not yet chosen Major
McKinley will get at least one-half,
and there are consequently few well
informed observers who now believe
that tbe Ohio candidate will enter
the approaching convention at Si
Louis with legs than from 525 to 550
votes behind him.
The news trom Washington seems
to be very encouraging as regards
appropriations. The total for Ore
gon, including amounts authorized to
to be contracted for. is upwards of
$4,000,000, and is by all . odds the
best river and harbor bill for Oregon
which ever passed the senate. Be
sides issuing a liberal sum for use on
the locks there is ad appropriation of
$100,000 for a boat railway around
the dalles. There has previously been
appropriated for this project only the
small sum required for a survey and
purchase of a right-of-way. At-the
present writing it look as though the
Oregon delegation was doing its full
duty.
