SENATOR MITCHELL'S
TELEGRAM.
Sick and tired as people may be
of hearing about the Cascade locks,
the question is one that will not
down. Not until the wrong that
exists has been righted should the
press of Eastern Oregon cease in
their denunciations of the methods
that have been used to delay the
completion of this work, which by
all right and reason should have
been finished long ago. Unpalatable
as may be the doses that have been
administered, the people have had
them to swallow, with good or bad
grace, as the case may be.
Today comes a bit of reassuring
news, and, like the drowning man
who clutches ot a straw, we eagerly
grasp the hope that is held out in
the telegram from Senator Mitchell,
published upon our local page. As
will be seen, the message is in ari
swer to one sent Senator Mitchell by
The Chronicle, and it contains the
information that an appropriation
ill be . made, either in the Sundry
civil or the River and Harbor, bill,
for the building of the walls in the
inner canal.
At this distance it is hard to un
derstand fully the situation that
exists in "Washington regarding the
locks, but this we take it to be. No
appropriation lias yet been made for
performing this work, but a pledge
is given by Senator Mitchell that
sach appropriation will be con
tained in one or other of the bills
mentioned.
It seems incredible that our dele
gation did not know that the $20,
000 appropriation, passed some days
ago, contained nothing of value to
the people at large. It was for the
"benefit of the Days, pure and sim
ple. There will be those who will
judge our delegation harshly for
holding out a hope that proved so
delusive; but we would rather, at
this time excuse them upon the
grounds of ignorance than decep
tion. Confidence in our delegation
continues unshaken, and we hope
nothing will arise to change it. Sen
ator Mitchell is able, and we be
lieve willing, to carry out any prom
,ite he would make, and with him
rests our case. The people will
watch with anxiety the result of his
labors.
The early adjournment of con
gress is foreshadowed, aDd while
neither of the bills mentioned have
passed, some quick effective work
will needs be done before the appro
priation pledged by Senator Mitch
ell can be secured.
The message, as it comes, con
tains a ray of hope. "We wish that
to it were added "a clause saying
some means would be adopted to
get rid of the engineers and con
tractors, whose single and combined
machinations are working little good.
If Senator Mitchell secures this ap
propriation, we will have no more
favors to ask for he will have done,
enough; but we would be glad if a
resolution could be introduced and
passed calling for an investigation
of the way things have been mis
managed at the locks. "We hardly
think the reconl would look well in
the clear sunlight of open investigation.
Senator Squires coast defence bill
presupposes a ' Republican victory
next November. Unless the govern
ment is again in the hands of its
friends and a. revenue system estab
linhed which will provide for the
running expenses of the govern
ment without more bond sales, all
talk of spending vast sums for coast
defences is idle. .Such a condition
is only possible under a Republican
administration, and this we will have
after March 4lh.
Yesterday was the thirty first an
niversary of Lincoln's assassination.
The j'ears that have passed since
that dire event have added to his
fame and justified the title bestowed
upon him by the poet, Lowell, when
in matchless verse he called him
"the first American."
"Why is McKinley the choice of
the people for president? Because
he stands as the champion of the
protective policj', from the want of
which the county is suffering.
GRUB CAUSED GREAT LOSS.

A salesman in one of the big- Chestnut
street jewelry stores recently lost a
few small diamonds thjroug'h a very pe
culiar accident, says the Philadelphia
liecord. The salesman had taken, the
diamonds out of the big safe and was
counting' them in the rear office of
the store, when the accident occurred,
lie had spread the stones out on a large
sheet of tissue paper and was sorting
them in the bright light which came
down through a glass skylight directly
above him. In the woodwork sur
rounding the glass in the ceiling an
insignificant grub worm was working
away industriously. The man below
knew nothing of the existence of the
worm, nor did he realize the part it was
shortly to play in his affairs. Suddenly
the worm broke through the outer shell
of the wood and fell plump upon the
sheet of tissue paper, scattering the dia
mends right and left.
The salesman worked for two hours
in gathering up the tiny precious
stones and then found that four of the
stones were still missing. This meant
$15 or $20 to him, for that was what
the lost stones were worth. He never
recovered them, but he threw the grub
worm into the stove and watched it
burn with fiendish satisfaction.
The new time card of the Northern
Pacific railway, shortens the time be
tween Portland and St. Paul ten hours.
This is now the shortest and quickest
route to the East. Two through trains
daily out of Portland. The only line
running a dining car from Portland, and
good connections at St. Panl and Chicago
makes this the most desirable route.
