Fisk, member of board of delegates, of The Dalles fire department, we write concerning reduction in insurance rate to be made if your city .provides itself ' with a telegraphic fire alarm and a chemical engine. Any general reduction in insurance rate has to be approved in writing by three-fourths of the managers of com panies doing business here. This ap proval, however, has so far invariably been given for any reductien recom mended by us. When your city has additional protec tion of a properly installed fire alarm, telegraph and chemical engine, we will tit once recommend a reduction of insur ance rates on all property within the protection of the department, of 5 per cent. I beg to suggest that in calculating the saving to the city, as compared with the amount to be paid out, from the install ation and maintenance of 'above im provements, the amount of insurance premium should not be take as a basis. Considering 5 per cent of the insurance rate as the measure or value of such im provement, it is only proper to regard the value as represented in figures by 5 per cent of, say 1 per cent of the whole value cf destructable property in the ; . jsity. For instance, if the average in rrorance rate in your city is 1 per cent, - and the amount of insurance is only one half the total value of the buildings and - stock, and 5 per cent of the insurance rate (1 per cent) is the measure of the - value of improvement, one-twentieth of "-1 per cent of the total value of insur able property would be the amount saved by the improvement. In addi tion to this, however, a protection such as a chemical engine 'is a guard against conflagration of such magnitude as to . interfere with the development of the city. If the improvement is worth to us 5 per cent of the premiums received by us, it is of -equal value to such of your citizens as do not insure at all or only partially insure, and to the whole city it is worth considerably more, as it in some measure protects the city from ruin by a conflagration. I have taken the liberty of making above suggestions, because in oar expe rience we find that "cities generally do not give sufficient consideration to the advontages of protection other than the reduction of insurance rates. . Number of fire alarm boxes necessary could, we think, be about ten, but the judgment of your fite chief should be good on this point. Horse chemicals are better than band chemicals, because horse chemicals can carry two cylinders ; while one cylinder is being exhausted, the other can be filled, and so the chem ical can be continuously nsed through- oat a fire. A chemical drawn by horses. however, should not ba dependent on horses not always available, as the great advantage of the engine is in getting to a fire quickly and patting it oat before it has assumed large proportions. Unless you can decide to use horses for no other purpose, we believe it will be better to have the larga sized engine, which -we understand, is a 100 gallon cylinder. OLD GRIZZLY FINALLY KILLED. Death of a Wild Boar Which Infested the Vicinity of Chlco. "Grizzly Bend" was the name borne for many years by that portion of the county lying1 along- the .Sacramento river southeasterly from Chico and em bracing" the Parrott ranch and other lands in that vicinity, says the Oroville (Cal.) Mercury. Of course, it is a long years since the grizzly held possession there, as, like the Indian, he was forced to give way before the pioneer settlers of that vicinity. A place, however, so well calculated for the home of the grizzly could not long be without its representative, even if it had to be an animal some what less wild and more domestic in its habits. Hogs turned loose in the swamps and morasses soon became so wild that it was dangerous for a person to be crfught unawares by one of the patriarchs of the herds that infested the district. So large and vicious had one of these fellows become that lie was known and feared by all the residents in that vi cinity, and for his wild nature and ferocious conduct generally had be come known as "Old Grizzly," and it jyas claimed he was bullet-proof and couldn't be slain. Presently he fell a victim to a party of hunters who sought him with the avowed purpose of effecting his extermination. The boar was an immense fellow and weighed 550 pounds. His tusks were long, one of them being partly broken off. The hidfc was over an inch thick and the shields on the shoulders were 2Ys inches thick. He had never been injured by dogs or gun before. Thus, if the patient smokes, if he takes highly-spiced food, he should be directed to discontinue or greatly modify these habits; if he have rough tind bad teeth, the defects must be cor rected, In treating fissures, ulcers, etc., nitrate of silver or sulphate of copper ' must especially be avoided.
