RECIPROCITY NEEDED.
One good move in (he present con
gress is that in the direction of the revi
val of reciprocity legislation. Repre
sentative Beach of Cleveland is the
author of a bill providing that the duties
imposed by t!.r t riff iawa of the United
States ehiill not npply to food prod acts
and raw materials irom such nations as
may make equivalent reciprocal conces
sions in faror of merchandise imported
from the United States. The president,
thtough the proper diplomatic agents, is
authorized by this bill to negotiate com
mercial arrangements with foreign gov
ernments on such a basis as reciprocity.
There was a reciprocity clause in the
McKinley law, which was the best fea
ture of that othorwiee unpopular meas
ure. Under it reciprocity treaties had
been made with a number of nations.
The last congress, however, in its blun
dering way, repealed the reciprocity
feature of the McKinley law along with
the rest. In doing so it placed this
country before the world as one without
continuity for foreign policy, for treaties
recently entered into were abrogated by
this congressional action. Our disa
greeable relations with Germany, for
instance,- were caused laigi-ly by the
eudden abrogation of the reciprocity
treaty with that country, the result of
the sugar schedule placed in the Wilson
Gorman law at the insolent behest of
the sugar trust.
After its vacillating course m the mat
ter the United States is placed in a
somewhat humiliating position, and can
hardly urge its requests on other coun
tries for new reciprocity agreements.
Nevertheless,, there can be no harm in
congress re-inacting reciprocity legisla
tion eo as to permit of fiiendly agree
ments with those countries, especially
in South America, which may desire to
renew them. In the course of time the
number of snch reciprocal agreements
may be increased. Chicago Record.
THEIR POSITIONS.
The committee places which the Ore
gon and Washington men secured in the
arrangement of the senate committee
-are as follows :
Mitchell Privileges and elections,
chairman ; judiciary, rules, postofficcs
and post roads, claims and construction
of the Nicaragua canal.
McBride Transportation routes to
the seaboard, chairman ; commerce,
public lands, coast defenses, Indian
depredations and internal expositions.
Squire Coast defenses, chairman ;
commerce, public buildings and grounds,
immigration, territories, and construc
tion of the Nicaragua canal.
President Cleveland has acted wisely
in the appointment of the Venezuela
commission. Justice Brewer is a mem
ber of the United States supreme court
and an eminent jurist. Frederick R.
Cjudert, is the leader of the New York
bar, and a man of high standing, in no
sense trammeled by the petty politics of
the day. Andrew .D. Whito has won
recognition as president ot Cornell Uni
versity and as minister to Russia.
Daniel C. Cilman has not figured so
much in politics a3 the other members
have, but 13 known to fame through
Johns Hopkins University, of which in
stitution he is president- Richard Alvey
of Maryland is le63 prominent than hi9
associates, but there are many who
vouch for his fitness for a place on the
commission The interests of the "coun
trp are safe in the hands of these dis
tinguished citizens. There need be no
worry but what the work they are to do
will be well done.
The issue of the Oregonian yesterday
reflects great credit upon that paper.
The present conditions of Oregon are
fully and truthfully portrayed, and no
portion of the state It ft untouched.
This edition is the best advertisement
the etate could get, and numerous copies
fcl ojld be sent to the eastern states.
The O-egonian has issued several praise
worthy New Years editions, but yester
day's is, we think, far superior to any
of its predecessors. It is not flattery,
but the truth, to say that we believe no
New Year's edition of any paper in the
country wiP contain more good reading
and less ttash than the journalistic tri
umph which Oregon's great newspaper
achieved yesterday. The Oregonian
treats the people of Oregon bonestlv in
giving -them a good pane-, and that 13 !
the Teason why another daily is not
needed in Portland.
M'NEIL'S POSSIBLE RESIGNATION
La Grande Chronicle:" The reported
resignation of Receiver McNeil has not
yet been verified, but if he has not yet
resigned, there is a possibility that ho
will do so in the near future. -The fail
ure on his part to make traffic arrange
ments with connecting roads and the
loss following the rate war has made dis
satisfaction among bond and btock
holders and tlit-y are, no doubt,
making it uromf jrtably warm for the
receiver. If a change occurs, business
on the O. R. & N. will pick np at once
and more men will be placed to wjrk.
It would help all the towns along the
road and lend to everyone's prosperity.
Pendleton East Oregon! an: If Mr. E.
McNeil resigns the management of the
Oregon Railway & Navigation Company,
as it is reported he is about to do, the
property and the bondholders will miss
his services and connection with if, and
Portland, particularly, will feel the ef
fects of it. The road shonld' remain in
dependent of all others. It is best for
Oregon that it should ; best for Portland ;
best for the people ; best for those who
own the road; and better for all the
transportation companies that make con
nection with it. The East Oregonian
hopes the report of Major McNeil's res
ignation is not true, and it does not be
lieve that the report is true. The Ore
gon Railway & Navigation Company is
in better condition physically than it
has ever been in its history, and it is
growing sturdy and strong under Major
McNeil's management.
