    The Japanese Demands.
St. Petersburg, April 3. A telegram
from a Chinese source says that bad
weather, eicknees among the Japanese
troops and the overflow of rivers have
rendered the continuance of war ex
tremely difficult. It is added that this
has produced a favorable effect upon ne
gotiations, but hopes for the speedy con
clusion of peace is weakened by the
Japaneee demand for the cession of a
portion of Manchuria, a war indemnity
of 700,000.000 yen, and pending full pay
ment of this indemnity that Peking shall
be occupied by Japanese troops.

Vglj Insinuations.
Paris. April 2. As an indication of
the strained relations between England
and France, Matin and other newspapers
persist in insinuating that the collision
on March 3d off Messina island, between
the two British steamers, the Alvah and
Brinkburn, the latter chartered by the
French government as a transport to
take French troops and munitions of
war to the island of Madagascar, was
due to England's malice, and that the
nation capable of such an action, should
be made to regret it. The Alvah was
sunk and the Brinkburn seriously dam
aged, but she succeeded in making the
harbor of Messina.
A severe rheumatic pain in the left
shoulder had troubled Mr. J. H. Loper,

Ban Miguel Lifted.
A Santa Barbara, Cal., special says:
The volcanic eruption and earthquake in
Mexico had its counterpart here on the
same day. San Miguel island, the most
westerly of the. Santa Barbara group,
felt the effects of the disturbance in a
very pronounced way. Captain Dally,
of the sloop Liberty, reports that be
reached Cairo harbor on Monday night
about dusk. Hfc started to run the
Liberty in by. the channel, but was sur
prised to find a 60-foot bluff projecting
some 300 feet beyond where he supposed
the shore line to be. ; He anchored, and
early on Tuesday morning went on
shore, where he found Captain W. G.
Waters, owner of the island, and to
gether .thoy examined the coast line.
For a distance of 1000 feet along shore
the land bad risen, and where formerly
was a sandy beach there : was now a
towering cliff 60 feet in height. The
land had not only risen, but for a dis
tance of 500 feet the shore line had been
extended 300 feet into the bay.

In accordance with an act of the legis
lature. Dalles City, Wasco County, Ore
gon, will issue bonds to an amount not
to exceed sixty thousand and not less
than fifty thousand dollars, each bond
to be of the face value of five hundred
dollars, payable twenty-five years from
the date of issue, bearing interest at the
rate of six per cent, per annum, interest
payable semi-annually. ;
Said bonds will be sold to the highest
bidder for cash. Sealed proposals will
he received for the purchase of the same
at the recorder's office in said city from
this date until 4 o'clock p. m. on the
15th day of April 1895. Each bid must
be accompanied by a certified check
equal to five per cent of the face value
of the bonds for which the proposal is
made.
The council of said city reserves the
right to reject any and all bids.
