THERE WILL BE NO WAR.
: Affairs down in Washington are pretty
well stirred up, considering congress is
not in session. Gresham in his capacity
of court jester, manages to keep the
time from hanging heavily on the hands
of the president. Gresham, however,
- although he makes an excellent court
fool, it mnst be remembered is at least
a professional fool, or rather a fool by
-profession, while there are some other
' persons in that village who outclass him,
although but amateurs. One of these,
and the leading one, is the ass that gets
op the dispatches sent in his name to
the newspapers of this coast. We read
in the Sua of yesterday a long column
filler about the way in which ".Europe
is laughing at as," and some profound
prophecies as to the amount of trouble
we- are going to have with foreign na
tions. The same fellow tells us we are
way down on the list 'as concerns oar
navy, and that our naval officers are
any quantity of the same kind of rot.

As a matter of fact, the complications
this government has with others are
every-day affairs that are easilv and
amicably eettled. Our navy, while ear
passed by that of both England and
France, is not to be laughed at by either,
and as to our naval officers being
ashamed.of their ships, if there are any
such, it is those "carpet knights" whose
"pun" permits them to put in their
time in society circles in Washington,
instead of treading the deck of a man of
war. This is a'naiion of peace, not of
war. It Beeks no quarrels with its
neighbors, but it is afraid of none of
-them. This nation, with 70,000,000, has
no more fear of England than it had
When with 6,000,000 she declared her
independence of her. That any of the
great countries of Europe could do us
' great harm, is conceded ; but it is quite
certain that in the end the bill of dam
ages would be presented to them in such
shape that it would be paid.
As for Spain, and the idle talk con
cerning what she could or would do with
as, it is only necessary to call attention
to the fact that she has her hands full at
home trying to control her own popula
. tion. The moment Spain snaps her
, fingers she loses Cuba forever. As it is
just now, ner own people are in reoeiuon
- in that interesting island, and are at
least keeping the flies from bothering
the home government.
As for England, it is not probable that
circumstances will ever arise that will

States. There is a common tongue that
will be that of the world ere long, a sim
narity oi ideas, and ,a common interest
in each other's welfare that is founded
upon and cemented by a vast business
partnership. England's interests and
ours are mixed and mingled, until thev

parts could safely tackle a job like that
of undertaking to humble this country

Should Germany try it, some of her new
possessions on the Rhine might be lost
tocher. Spain -would lose Cuba, and
any one, or all of them would have
contract on, their hands they would be
with it. The United States is too power
ful and too large to be attacked, and be
sides, none of the nations named could
quarrel with her without being hurt in
that tenderest of all national spots, the
pocket.
The six-dollar-a-week newsgntherer at
Washington may set all the countries by
the ears, but it will only be on paper;
- outside of that he couldn't set a hen.
Line another man addressed a large au
dience in Portland on the subject of the
railroad strikes in Chicago last July.
That man was Eugene "V. Debs, the
president cf the American Railway
Union. Last July the men, of whom
Debs was the leader, came in conflict
with the railroad managers, of whom
Egan was the leader. Troops were
called out, the rioters (whom it is pretty
conclusively established were Egan's
hired men) were dispersed, and Debs
and those in authority with him in the
labor movement, were arrested for con
tempt of court,' and, without a trial,
were sentenced by the United States
adge, "Debs to six, and the others to
three months in jail. Debs was also,
with his fellows, indicted for conspiracy,
and after the prosecution had adduced
all its testimony, one of the jurors tak
ing sick, the case was gladly dismissed.
The United States judge at that time
said that Egan and his fellow-conspirators
should be indicted also but they
were not.
Pullman, over whose greed the whole
trouble occurred, was subpoenaed as a
witness by that same United States
judge Grosscup, and when he snapped
his fingers at the court and the marshal,
and went down to Florida, that same
United States judge swallowed the con
tempt" and seemed to like it. Then
Egan and the other railroad managers
entered iuto a conspiracy to break the
American Railway Union, and to use
any means to that end, is probably capa
ble of demonstration, if the matter were
permitted by the United States courts
to be heard.
Instead of Egan being sent to jail, he
is rewarded with, an appointment as an
agent of the government and of the
United States courts. We .do not ques
tion Judge Gilbert's motives in making
the appointment, as it was probably the
desire of the stockholders of the "road :
but still the appointment was an illy-se
lected one, for instead of being an agent
of the court, Egan should at least be
brought to trial before it. Behind such
appointments lurks the ; blood-red
shadow of anarchy, and that shadow the
United States courts are doing their ut
most to hammer into substance.
We congratulate our contemporary,
the La Grande Chronicle, on its in
creased size. It is now a six column
paper, and all good live columns too.

the Oregon Short Line.. The appoint
ment is ill-timed, and' wilt serve to
strengthen the idea already unfortunate
ly too prevalent, that the United States
