CONCERNING CITIZENSHIP.
The wild bowl made ,by some ot our
citizens for the annexation of Hawaii s
made without taking the results of that
movement into consideration. The pop
ulation of the islands is about 90,000, of
whom 2,000 are white, 16,000 Chinese,
12,000 Japanese, 34,000 Kanakas, and
6,000 mixed breeds. Does the United
States need this heterogeneous popula
tion added to its citizens? We think
not. Our free institutions are threat
ened now from our criminal carelessness
in making citizens of foreigners who are
not capable of understanding the princi
ples upon whicb free governments rest,
or appreciating liberty. We made a
cerious mistake when we put the ballot
into the bands of the negro almost as
soon as his shackles were broken, and
before be was given an opportunity to
learn the ' power for good or evil that
rested in the right to vote. The same
mistake was made before this in regard
to certain classes of foreigners, who were
ss guiltless of knowledge necessary to
Tote intelligently as the negro.
We have continned, and still continue
this mistaken policy, founded on the
sentiment that this country is an "asy
lum for the oppressed," until the right
to vote, to have something to say in re
gard to the management of the country's
affairs, is a privilege that is valueless to
the intelligent citizen. We have now
voters enough whose actions can be con
trolled for a very small pecuniary con
sideration, that politics has largely, in
great cities especially, become a ques
tion of money, the largest sack carrying
the day. Nor have we found the limit
yet. Only a few days aeo the Umatilla
Indians were declared by our courts to
be citizens of the United States. They
cannot talk English ; tbey have no idea
of government, except the crude and
savage form of tribal fealty, and their
idea of liberty is the right to do as they
please, without regard to the rights of
others. The toga of citizenship bad not
been fairly settled upon their shoulders
when the United States troops had to be
called out to keep them irom defying
tbe government which made them citi
xens. The dispatches yesterday gravely
tell us in glowing headlines that tbe
"Uniatillas show no sign of going on the
warpath ;" that that celebrated Ameri
can citizen, "No Shirt" is in danger of
bis life from "bis fellow citizens," who
axe just as shirtless, or shiftless, as him
self. The lines were loose enough be'
fore, but now all barrieis are down
Tbe he-diapered citizens of Umatilla,
fresh from - their wick-e-nps, hand
painted, be-greased and be-blanketed
ignorant of civilization ; without an idea
of government ; without education
whose idea of freedom is the right to get
drunk, and whose understanding of lib
erty is the privilege of killing their ene
mies, are the latest voting contingent
and let us hope the last.
We have enough of this kind of citi
sens, and we have no need of Hawaii,
with its bias-eyed Mongolians, its lep
rous natives, and the olla podrida re
suiting from the mingling of all. Inor
dinate greed to possess a portion of the
, lands of the Umatillas caused the addi
tion to our voting population of "No
Shirt" etal, because we could not get the
land without also taking its people,
The same thing will occur if we annex
Hawaii, and it is better to do without
the islands than to annex tbe popula
tion. . . ,
Tbe Walla Walla Statesman says
the state of Washington needs a new
constitution." As the present constitu
tion is hardly old enough to be weaned,
does not seem possible that another
can be needed, jnow, here in uregon
we are getting along in tbe same bib
and tucker tbe good old pioneers made
when the population of the state was
not ' much' larger than that of the city
where the Statesman is published. The
garment is small, consisting, princi
pally of bib, and as we have grown from
infancy to whiekerdom, it necessarily
bllows that considerable of our anatomy
is exposed at times, for tbe reason that
in attempting to cover one part some
other is exposed.
The branch asylum case will do for an
illustration. In this the court is asked to
decide that the constitution is unconsti
tutional, and that if it is not so, that the
supreme court find a way to get around
it. We want to see the asylum built in
Eastern Oregon, bat still we believe
that doing so will uncover some parts of
the venerable old state will be left bare,
Judge Bellinger has listened patiently
for several days to arguments in tbe
matter of tbe receivers for the Short
Line and O. R. & N., arguments whicb
if reported correctly in the papers, were
about tbe flattest and weakest, for the
price, ever made ont of the justice court
of Scappoose precinct. The judge, after
digesting the arguments, only to be
afflicted with mental flatulency, decided
there was nothing to decide, and so de
cided to leave things just as they were
United States Senator Thurston, who
has a reputation for facetiousness in
the East convulsed the court, bar an
audience during the course of the argu
to en t, by a coruscation of Nebraska
humor. He rose to bis feet, and pointing
tbe index finger ot bis full hand at the
attorneys oa the other side, while bis
jocund face gave scintillations of the jest
unborn, but struggling within him, be
turned the faucet of his pent-up mirth
on full bead, and doubled his hearers up
like a jack-knife, or a pocket 'rule, or
democratic majority, or a jack-rabbit, or
any other loose-jointed thiiigj with tbe

tions "What is Salem's greatest need?"
and "How shall it be attained?" We do
not know whether our contemporary
wants only the friendly advice of tbe
citizens of the city, or some real good
sound logic from outBide sources. We
suggest that she hustle for what she
wants, and if she gets that she will have
the earth, and then she won't need any
thing. . -

lature. Dalles City, Wasco County, Ore
gon, will issue bonds to an amount not
to exceed sixty thousand and not less
than fifty thousand dollars, each bond
to be of the face value of five hundred
dollars, payable twenty-five years from
the date of issue, bearing interest at the
rate of six per cent, per annum, interest
payarie semi-annually.
Said bonds will be sold to the highest
bidder for cash. - Sealed proposals .will
be received for tbe purchase of tbe same
at the recorder's office in said city from
this date until 4 o'clock p. m. on the
15th day of April 1895. - Each bid must
be accompanied by a certified check
equal to five per cent of the face vain
of the bonds for which tbe proposal
made. "
The council of said -city reserves the
right to reject any and all bids.
