The bill providing for the final con struction of the Nicaragua canal will probably pass congress at this sessson. To those who have not informed them selves upon the subject, it seems like a hopeleES undertaking to construct a canal for the distance this one appar ntly requires, yet nature has done so much that the work is reduced to a com paratively small amount. . n t . - . . . xue exploration - or tne route was made bj Commodore Lull, and is eaid to show a practicable route, with lake Nicaragua as its summit level, 107 feet bove the sea. This route requires canai sixteen miles long, beginning a the mouth of the Rio del Medio and ter minating at Brits. The first seven and a half miles will require an excavation averaging fifty four feet in depth, and will be the most expensive part of the whole work. Ten locks and one tide lock will be required between the lake nd the Pacific. There will then be fifty-six miles of lake navigation. From the lake the Atlantic will be reached through the San Juan river, a sluggish stream 400 yards broad and from ten to twenty feet deep, which will be im proved by four dams. A short section of canal, with one lock, will be required to get around each of the upper three dams. Fromtbe fourth to the Carribean sea a canal forty-two miles long will be cut, requiring seven locks. One of the principal difficulties will be in maintaining a sufficient depth of water at Greytown, the Atlantic term inus of the canal. Some question is raised as to there being sufficient water to maintain the canal. This seems to be set at rest by an examination of the lake, the watershed and the rainfall JLafce .Nicaragua has an area of 2,700 square miles, a drainage area of 8,000 square miles, and an average rainfall of 102 inches, and will supply, according to actual measurments of the discharge of the San Juan river, thirty-eight times as much water as would be re- quired. David Stevenson, the eminen .English engineer, arrives at the conclu Bion, from documents submitted to him by an authorized official of the United (States, and prepared by its authoritv, that the principal engineering difficulty is to maintain deep Jwater through an extensive shallow foreshore, composed of soft materials and exposed to heavy seas. The estimated coPt of the canal is $100,000,000. AN INEFFICIENT OFFICER. One Olaf Johnson has been publish ing in the Oregonian some insinuations that our Fish and Game Protector Mc- Guire is inefficient. This arouses the ire of that gentleman and he proceeds to publish a statement from Mr. Sofas Jensen, secretary of the Columbia River Fisherman's Protective Union, to show that he, Mr. McGuire, is the "only effi cient, honest and impartial fish com missioner ever had in the state of Ore icon." Mr. Jensen' further presents the results of his last candy-pull by saying that McGuire's administration "de mands the respect and gratitude of all nsning interests, ana is an honor to yourself and the governor who appoint ed you." This is really the most humorous con troversy that has brightened the edito rial page of the Oregonian for along time. We have not the pleasure of Mr, mcuuires acquaintance, but do not doubt the statement that he is a conscientious, honest gentleman. As to his efficiency in enforcing the laws, that is another matter. Mr. McGuire has not been able to enforce the law at all. This not his fault, but that of the people. When justices of the peace do not want the laws enforced, and are backed by the community from which the jurors are drawn to try the offend ers, it is a safe wager that that particu lar law is not going to be enforced. In deed, it is doubtful if any power short of omnipotence conld enforce, or any wisdom short of omniscience could in terpret the present game and fish laws of Oregon. The last legislature made a special act for every species of bird, beast or reptile, and then, evidently for lack of something else to do, it repealed them all and enacted others in their places. Mr. McGuire may be a very efficient man, but when it cornea to being an efficient officer In protecting game or fish, he is not, and no other man can be. -I Spain having put the United States in the list of countries that may be classed as the most unfavored nations, Presi dent Cleveland has intimated that if this objectionable action is not at once changed be will invoke that clause in the Morrill tariff law that allows this gov ernment to add ten per cent to the regu lar duties levied on the products com ing from those countries discriminating against us. It is quite probable the president would be more than glad to invoke this law, as it would add ten per cent to the amount of the duties paid on sugar imported from Cuba, and would add largely to the revenues of the gov ernment, while at the same time giving all other sugar-producing countries that much advantage over Cuba in our markets.
