Washington, Dec. 21. At least 20
members of the house crowded into the
: area in front of the speaker's rostrum to
day in an effort to secure the passage by
unanimous consent of bills of local im
portance, but English of New Jersey,
who has inaugurated a war of retaliation
' against unanimous consent legislation
until a measure of his is passed, was on
guard and obdurate. However, he al
lowed a joint resolution, offered by Liv
ingston of Georgia, providing for the en
trance of foreign exhibits to the cotton
states' international exposition at At
lanta next year, to go through.
"This bill, I understand, involves the
admission of contract labor," suggested
Wilson of Washington, humorously. "I
want to remind the gentleman that bat
a short time ago he was in a furor over
the admission of a single coachman.
Does this bill provide for the admission
of English coachmen?"
"It does not," replied Livingston,
amid laughter.
English also allowed the senate bill
amending the act creating the court of
appeals of the District of Columbia, to
pass. English' finally demanded the
regular order.
A joint resolution, providing for a hol
iday recess from Saturday, December 22,
to Thursdey, January . 3, was adopted.
The house then, on Springer's motion,
went into committee of the whole for
iurther consideration of the currency
till.
Pendleton of West Virginia was recog
nized 'by the chairman, 'but before he
ould proceed, Johnson of Indiana arose
. for the purpose, he stated, of propound
ing an inquiry to the chairman of the
banking committee.
"L understand," said he, "at a meet
ing of the democratic members of the
banking committee last night it was de
tided to offer a substitute to the pending
measure, and the consent of the secre
tary was secured. Is my information
eorrect? If eo, I would suggest the sub
stitute be now offered in order that we
ean proceed intelligently."
"Some time during the afternoon,"
replied Springer, "I will say it is my in
tention to introduce a substitute for the
pending bill."
Springer, however, denied the consent
of the secretary of the treasury bad been
asked for or obtained.. The democratic
members of the committee were respon
sible for the substitute.

London, Lec. 21. Canadian Commis
sioner Tupper has been ailing 3ince his
jecent attack of influenza. -Tuesday he
was seized with a chill, and is now un
able to leave the house. Owing to the
oondition of his health, Sir Charles will
'ot accompany the body of Thompson
to Canada on the cruiser Blenheim.
Senator Sanford alone will sail with the
semains.
Rioting In Pern.
London, Dec. 21. Special dispatches
iom Lima, Peru, say a riot of the most
serious nature has ocurred at Lima.
President Carcaceres, it appears, ordered
a crowd of hungry men and women, ac
companied by many children, to dis
perse. A riot occurred, which lasted
three hours, during which many people
were killed and injured.
