ANOTHER CVLTVS BOARD.
' The case of the State of Oregon against
Dr. Deitrich was called in Justice Da via,
court Monday afternoon' and after ex
amination into the matter the defendant
was dismissed. The doctor was arrested
charged with practicing medicine with
out a license. Without pretending to.
argue the merits of ttie case one way or
!the other it is proper to say that the
doctor has a certificate, properly signed,
but the paper on which it is written is
torn in two places; or more properly
speaking is worn out, in those places.
The printed matter of the certificate is
not however damaged. The case was
brought through the state board of med
ical examiners, who claim that in those
f' worn spaces, they had written in the
time for which the certificate was good.
!The truth of the matter is that the board
bad no right to limit any certificate.
The law provides that upon passing a
'proper examination or the presentation
of a diploma from colleges of a certain
standard the board nrnst issue the cer
tificate, absolutely and without any
qualifications. They have no right to
' issue any special permits. As far as the
case has gone; about the only thing dem
onstrated is that the state "board of mecU
' ical examiners has been doing business
on its own hook regardless of law or con
sequences. It is another of those boards
of commissioners that the legislature
can practice on with its little ax, just to
try its temper.
CANNOT BE DRIVEN.
The drain of gold from the treasury
. goes on handsomely, and already the
$58,000,000 gold received for bonds sold
this month, $12,000,000 have gone back
into the possession of those who loaned
' it to. the government. At this rate, by
'the middle of February another fifty
million of bonds will have to be issued.
It looks as if the whole scheme was to
get the total non-interest bearing debt
of the government transferred into an
interest-bearing debt, with a special
promise to pay it in gold. - Of coarse the
specious plea is made that the lenders
baying loaned gold have a right to be
. paid in like money. As a matter of fact
' they have hot loaned gold, but have
taken advantage of the law and the situ
ation, to gather up the greenbacks and,
first getting the gold from the United
States treasury, sell it back to the gov
ernment for interest-bearing gold bonds.
''. There are two remedies one to retire
the currency, the other to make it like
the first issue of greenbacks, "a full le
gal tender, which will be received in
payment of customs and internal reve
nue." The latter scheme is not now
popular, but the gold-bugs are rapidly
making it so. No matter what views the
American people may have about fin
ances, let them once understand that
the money power is forcing them, or
trying to force them, into a certain
course, and they will go the other way.
That evidence of forcing is becoming
visible, and already the people are be
1 ginning to look for a good point at which
to make a square about-face.
HE BUMPED HIS HEAD.
Parson Davies, commenting on the
killing of Bowen by Lavigne, in a prize
fight at New Orleans Saturday, says :
"Had Referee Duffy stopped the
fight between Lavigne and Bowen there
would have been great dissatisfaction.
Lavigne fought a fair and manly fight
and had the battle won from the tenth
Tound. It has been found that Bowen's
stomach was in bad condition, filled
with undigested food, including'peas,
onions and pieces of meat. Had the
ring been padded Bowen would now be
alive. I examined the platform Thurs
day and objected to canvas covering. I
was informed that the padding had
been removed at the request of one of
the contestants. I spoke to Ryan about
it, and he said if it suited others, it
suited him."
As Davies admits the man would not
. ' have been killed if the floor had been
padded, what had the "peas, onions and
pieces of meat" found in the dead man's
stomach to do with the matter? The
' truth1 is, Bowen was beaten to death,
and the short-haired gentry are simply
trying to cover the murder up. . There
is an explanation in the first few lines
of Davies statement, and the fight was
not stopped because there would have
been "great dissatisfaction."..
If anything were wanting to emrha
size the fact that Portland is a tough '
city, that want is supplied in the at
tempt of Geo. P. Joseph, an attorney,
and John A. Carr, a broker to "fix" the
jury in the Bunco Kelley case. These
gentlemen were arrested Saturday on
indictments found by the grand jury the
same day.' It seems that they ap
proached Mrs. Huntinnton, whose hus
band was one of the jurors, and Carr
told her, so it is claimed, that if ber hus
band voted for any other verdict than
acquittal, he would be murdered. He
also gave the woman $100 to give her
husband, and told 'her there was $200
more, and if that was not enough, he
could fix his price. It is needless to say
that Huntington' was not of the bribe
taking kind, and brought in such ver
dict as his conscience dictated". If
Joseph and Carr are guilty, they should
be punished to the full extent of the
law.
In the prize fight at New Orleans
Friday night between Kid Lavigne and
Andy Bowen, the latter was knocked
out by a terrific blow in the neck. In
falling, the back of his head struck the
floor with such violence that it cansed
contusion of the brain, and Bowen died
Saturday morning. If the prize-fighters
keep up their record of killing one an
other, the business will soon become as
dangerous as modern foot-ball.

S. H. Clifford, New Cassel, Wis., was
troubled with neuralgia and rheumatism,
