Chicago, Nov. 9. A special to the
PS&t from Washington says: "This
government has again been asked to in
tervene in the China-Japan war. It is
a request from China that the United
States co-operate with Great Britain,
Russia, Germany, France and Italy to
stop the war. China sets forth at
length the present status of the hostili
ties, and says she always recognized the
independence of Corea, and is willing to
continue to do so; moreover, she will
' ' pay Japan an indemnity to defray that
country's expenses in the war."
The Chinese Army Starving.
Shanghai, Nov. 9. The Chinese
army of the north has retreated to the
mountains, where the soldiers are re
ported as starving and suffering severely
from cold and exposure. The Japanese
army is reported encamped at Leng
Wang Cheng. The Japanese are pursu
ing 15,000 Chinese, mostly new recruits.
Port Arthur is not expected to make a
determined stand against the Japanese.
Admiral Sir E. R. Freemantle, in com
mand of the British fleet, considers Port
Arthur will probably be the scene of the
last engagement of any importance be
tween the Chinese and Japanese.
Chinese Soldiers Fleeing.
London, Nov. 9. A Chee Fee dis
patch reports that hundreds of Chinese
are arriving there from Manchuria,
whence they are fleeing, frightened at
the approach of the Japanese. Chinese
troops and such vessels of the ' Chinese
fleet that are cooped up at Port Arthur
Hiave been ordered to attack the Japan
ese wherever they meet them. It is re-
ported 'Vwo of the forte at Port Arthur
have been captured by the Japanese.
Chinese soldiers are deserting from New
Ohwang, fearing an attack by the Jap
anese. Missionaries Leaving the Interior.
London, Nov. 8. A dispatch from
Shanghai says missionaries of the Pres
byterian church of Ireland, who have
been working in Manchuria, have left
the interior and arrived at New Chwang.
Another dispatch from Shanghai says
the Japanese have undoubtedly cap
tured Talien Wan, a short distance
north of Port Arthur. The Chinese
fleet is reported arrived at Wei-Hei-.

France Will Mot Interfere.
Paeis, Nov. 9. The Revue de Paris
says France will never reply to propo
sals to intervention for the purpose of
effecting a settlement of the Chinese
Japanese war until she shall have
learned exactly what are' the thoughts
and hopes regarding the matter. '
v London's Ijtv Lord Mayor.
London, Nov. 19. The crowds which
witnessed the procession today attend
ing the installation of the new' lord
mayor,. Alderman Sir Joseph Ren ale,
were far smaller than usual on such oc
casions. The decorations were tawdry,
and the procession itself was far from
comparing with those of some years
back.

San Fhancisco, Nov. 9. Complete re

state of Nevada give Cleveland for gov
ernor 2525, Jones silver 6448, Winters

Six Republicans From Kentucky.
Washington, Nov. 9. R. H. Carro
thers, chairman of the Kentucky state
republican committee, telegraphed Mr.
Babcock that six republicans have been
elected to congress from that state, with
out counting Denny, in the Ashland dis
trict. ' ' ' ' '' " ;

San Francisco, Nov. 9. Dispatches
from Southern California received at the
headquarters of the democratic state
central, committee today reduce Estee's
plurality there, and consequently would
indicate the increase of Budd's plurality
in the state at large. "Budd is elected
by a plurality of 3000,'' said Chairman
Gould. "There is no danger of any frand
wresting the victory from Mr. Budd.
We are keeping a close watch of the
count not only in this city, but in the
entire state."
At the republican headquarters the
committeemen stated that Budd's plu
rality would not exceed 1000.
Complete returns from 1658 precincts
out of a total of 2274 in the state give
Budd 97,182, Estee 95,05r and ' Webster
43,567. This represents a total vote of
248,633. With 616 precincts to be heard
from, there is a possibility of a further
reduction in Budd's plurality. For
justices of supreme court, long term,
Henshaw, rep., leads with 94,271, and
Temple, dem., comes next witn 85,697 ;
for the short term, Van Fleet, rep., is
far ahead with 80,837. On the re
mainder of the state ticket, the only
democrats Jar enough ahead to insure
election are Wells and Beamer for the
state, board of equalization, and Stanton
on the board of railway commissioners.
The only change in the list of members
of the next legislature is the election of
Fassett, rep. from "the forty-sixth assem
bly district. This will give the republi
cans a majority of 51 on joint ballot.
The congressional stiugglo is virtually
decided, Maguire in the fourth being
the only democrat elected. In San
Francisco, with 11 precincts to hear
from, Budd' has 30,804, Estee 19,518,
Webster 6233 and French 537.
The returns of the vote for municipal
officers are complete. Adolph ' Sutro
goes to the mayor's office by a majority
over all competitors, and a plurality of
18,128 over O'Donnell, his closest com
petitor The rest of the ticket is mixed.
The new board of supervisors will have
seven republicans, and the new board of
education will contain six republicans,
three democrats and three non-partisans.
Cleveland and a Third Term.
Chicago, Nov. 9. The Herald's Wash
ington correspondent sends the follow
ing : "Does President Cleveland's look
upon the recent tidal wave as a call for a
third term? Since Tuesday, two of the
cabinet officers, one of them in my hear
ing, have suggested the possibility of a
third term for Cleveland as the only
avenue of escape for the democracy from
the slough of defeat in which it now finds
itself. Whether these suggestions were
made in an echo of the speaker's under
standing ot how the wind blows at the
white house, or whether they were made
in more excess of loyalty, is not known.
Today a third member of the cabinet,
Secretary Morton, in the course of a con
versation on the political situation, made
use of words which had a rather signifi
cant sound. "The day of machine poli
tics is at an end in this country," said
the secretary. "The machine is a fail
ure, and in the future we shall have to
look to strong individualities for our
success.". " '
Alabama Congressmen Klected.
Montgomery, Ala., Nov. 9. Official
returns Bhow the election of the follow
ing congressmen: First, Clark, dem.;
second, Stallings dem. ; third, Harrison,
dem. ; ' fourth,' Robbins, 1 dem. ; 1 fifth,
Cobb, dem.; sixth, Blankhead. dem.;
seventh, Howard, pop. ; eighth, Wheeler,
dem. ; ninth, Underwood, dem. Con
tests will be filed by Robinson in the
third and Goodwin in the fitth, pops.,
and W. F. Aldrich in the fourth and T,
H. Aldrich in the ninth, reps.
Copenhagen a Free Fort.
Copenhagen, Nov. 8. Copenhagen
was declared a free port this morning
and tonnage dues abolished. Port dues
have been reduced half and converted
into import upon merchandise, but not
applicable to goods in transit. -
Monument to the Csar.
Paris, Nov. 9. A meeting was held
yesterday at which it was decided to
open subscriptions" for a monument to
the memory of the late czar.
