THE TAX QUESTION.
That notes and personal property are
not generally given in to the assessor,
and consequently pay no taxes cannot
be disputed. So far no scheme has been
proposed to overcome this iniquity prob
ably because our legislators overlook it
or do not care to hart the feelings of
those who own them. The theory of
American taxation is correct enough,
bat the practice has divided the people
into two classes, the tax payers and the
tax dodgers. The tax paying class, as a
idle, is composed of people owning from
few hundred to thirty or forty thous
and dollars. Above the latter sum the
taxes amount to so much that the tax
payers just can't bear to pay it. Real
estate is of course visible and cannot
escape only in so far as it can be done
by giving it low values, but noteB, ac
counts and property of that kind are
easily hidden, and so do not pay their
proportion of taxes. On this item alone
a few years ago, Umatilla county re
turned more than two-thirds as much as
Multnomah. The remedy is simple and
should be applied. Let the legislature
pass an act making such contracts non
collectable until they were stamped by
the tax collector, showing that the taxes
bad been paid. A man should pay tax
according to his ability to do so, but
Tinder the present system this is far
from being the rule. The tax dodger
hould be brought up to the rack, and
made to pay just the same as everybody
else. Such a law as we have suggested
would go a long ways towards accom
plishing this result.
ARMORED VESSELS FAIL VRES.
The war between Japan and China is
the first in which the fighting qualities
of the modern armored warship has
been tested. The tests perhaps have
sot been complete, yet so far as made
are not very satisfactory. The big ar
mored vessel, one of the beBt in the
Chinese navy, armed with 12-inch guns
and covered with heavy armor, went
down before the Japanese guns more
quickly than the old wooden vessels
would have doue under the eame cir
cumstances, a he Japanese guns
plugged her full of holes as easily as a
aigger tests' a watermelon. It is true
that she may not have been well
bandied; but the fact that her 6teel
aides could not resist the impact of the
eteel balls cannot be denied.
The only thing accomplished then
seems to be that each nation, in order
to maintain a navy, will be put to enor
mous expense to be on a footing with
other nations, and then their vessels
are no more formidable than the old
Constitution, the Essex, or that old
type of wooden cruiser.
In view of the manner in which the
Chen Yuen was sent to the bottom, the
enormous premiums offered by our
government for extra speed denotes a
wise head in charge of the navy, one
who understands that the only safety in
one of these big armored vessels is in
flight.
The shipment of fruits is one of the
most important questions before our.
fruit growers, and the perfecting of some
plan by which the least commissions
will have to be paid, and the best mar
kets reached is of tbe utmost importance.
Last year the very unfortunate ship
ments made through the Earl Fruit Co.,
on the suggestion of S. A. Clarke, dem
onstrated the necessity of getting a
square deal. Plums that went to Chicago
in that outfit were retailed and some of
them bought by Dalles people at the
world's fair, at 20 cents per pound, and
yet they paid the grower less than a
cent. Before they reached the consumer
they bad increased in value 1900 per
cent. To avoid this is the object of the
Oregon Fruit Union, which Mr. Brown
represents. The only way to get the fruit
shipping business on a satisfactory basis
is to keep experimenting until the result
is accomplished. The plan of the Oregon
Fruit Union should be tried, and if that
is not a success, try something else.
Tbe fact that the Union and Central
Pacific railroads owe large sums to the
government, . may eventually result in
the government taking charge of and
operating the line. Of course the plan
is rather contrary to the American ideas
of government, but at the same time
the matter is being agitated in congress,
as the only solution possible under the
circumstances. These roads will not
pay their debts and the government
does not seem either willing or able to
make them do so.
The war between China and Japan
has already accomplished some good.
The last steamer from China bad the
smallest number of Chinese "merchants"
brought by any of the ships of that line
in years. If the war would thin them
out, and at the samt time keep them at
home it will prove of inestimable bene
fit to the Pacific coast.

ing a few weeks at the seaside, returned
last night. -
Mr. J. A. Soesbe, after a busy day in
The Dalles, left for home, Hood River,
this morning.
Mrs. J. O. Mack and daughter. Mabel,
left for California this morning to re
main a month or more.
Mr. G. A. Hardy, formerly operator
for the Western Union Telegraph Co.
in this city, is up from Portland visiting
mends.
Bert George and Charley Campbell,
who have been surveying at the Warm
Springs for the past two months, ar
rived here today.
Homer Angell, Perry Burham and
M. Esping left this morning for Cloud
Can Inn. Thev will also take in the
headwaters of Hood river to sam pie the
fish and pheasants.

The annual election of the chief and
assistant chief engineers of the fire de
partment of Dalles City will he held in
Jackson engine house, Third etreet, on
Monday, 6th of August, 1894. Poles
will be open between the hours of 5 and
7 p. m. All active firemen in good
standing are qualified to vote.
