House Votes to Amend ' the Constitu
tion So that Senators Will Be
Elected by the People.
They Want the Senate Elected.
Washington, July 21. There ia a
small attendance of members of the house
today. Bowers demanded the regular
order. A resolntion proposing an
amendment to the constitution provid
ing that senators be elected by a direct
vote of the people. Although a two
thirds vote is required for measures
amending the constitution, the pending
resolntion was passed 137 to 49, thirteen
votes to spare. The announcement was
received with democratic applause. The
house disagreed to the senate amend
ments on the Indian appropriation bill.
Holman, Allen and Wilson of Washing
ton were appointed ceuferees.
Sugar on Both Shoulders.
Washington, July 21. Senator Allen
of Nebraska, a member of the sugar in
vestigating committee, made a report to
the senate supplementing that of the
committee. He says evidence shows
that the sugar trust contribnted to the
campaign funds, both of the democrat
and republican parties, with the expect
ation, if not implied promise, that its
interest would be cared for, and that
McPherson and Quay speculated in
sugar during the pending of the tariff
bill. He recommended that laws be
enacted covering both these practices.
A Capitalist Threatens the Senate.
Washington, July 21. Senator Jones,
one of the tariff conferees, has received
a dozen letters of which the following is
a fair specimen : "To Congressional
Committee on Tariff: If you pass the
tariff bill with income tax attached,
don't forget to order your coffins. You
will need them all as soon as you leave
Washington. So help you God. Signed
Democrat.
Sugaring Off.
Washington, July 21. The conserva
tive democratic leaders in the senate
are discussing the advisibility of hold
ing a caucus for the purpose of trying to
reach ah understanding on the tariff
measures. Their plan is for a repeal
of the sugar bounty by an independent
bill if the differential duty on refined
aupar is stricken out of the tariff bill,
and the bill defeated in consequence.

New Yokk, July 21. The Kansas
Pacific bondholders' committee, Silas P.
Dutcher chairman, has entered suit in
the United States Circuit court for New
York in the name of John Quincy
Adams, against Russell Sage and the
estate of Jay Gould, to recover $11,000,'
000, the proceeds of securities.

Washington, July 21. The repub
Mean Advisory committee of the senate
today decided to recommend to the re
publican senators to allow democrats to
do the greater part of the talking on the
tariff and to vote solidly to strike out
the differential sugar duty. -
An Arrest at Tacoma.
Tacoma, July 19. August ' Goldberg,
William Cassity and John Short were
arrested tonight for contempt of court by
disobeying Judge Handford's orders
They were bridge carpenters, and took a
band-car, on which they rode from the
stampede tunnel to Kent.
Would Sot Work without Them.
Chicago, July 21. Tbe removal of
the troops from the Lake Shore yards
last night caused the men employed
there to refuse to , work this morning,
President Newell secured the return of
'the company of 'militia and the men re
sumed their work, -
Believes the Mall Troubles are Over.
Washington, July 21. A rapid im-
provement in the condition of the West
ern mail service is reported by the post
office department dispa tches today. The
postal officials believe that all injurious
effects of the strike will be overcome by
the beginning of next week. .

Vigilant won today under condi
tions heretofore considered unfavorable
to her. She finished a fifty mile cruise

Boise, Ida., Joly 21 A cyclone swept
over Elk county a day or two ago, level
ling trees and destroying sheep and
cattle. Hail stones to the depth ol five
inches fell in some places. Two pros
pectors were injured.

American Railway Union and E. P.

today. Warrants are out for Directors

A Slob at Pullman.
Chicago, July 21. A mob at Pullman
today attempted to intercept thirty
Hollanders on their way to the Pull
man shops. The police escorted the
workmen through the crowd and re
mained on guard at the works.
Sixty Indictments at St. Paul.
St. Paul, July H The United States
grand jury today reported 60 indict
ments against strikers and others for in
terfering with the mails. Bench war
rants were issued.

Washington, July 21. The senate
sugar investigation committee resumed
work today. The most important wit
ness is Harry Rood, the New York Her
ald reporter. '
Fired Into the Mob.
Cincinnati, July 21. Deputy United
States Marshal Scblesinger fired tbree
shots into a crowd that was stoning him
today. The policemen drove the mob
away. . r
A Half Million Blaze. '
Birmington, Ala., July 21. A fire
this morning consumed the Caldwell
hotel and adjoining . buildings ; Joss,
$500,000; insurance, $300,00.
War Declared Between China and
Japan.
London, July 21. A dispatch from
Shanghai says a rumor is in circulation
that war has been declared between
China and Japan.

A Grief That Was Overcome by a Sense of
Being Honored. , -Many
of the old country emigrants
do not wish, to give up their castle
servility when they reach this demo
cratic country, says the New York
Times. The young wife of a man who
has extensive coal interests, in Penn
sylvania told some friends the other
day of a recent experience in tliis re
gard. Soon after she reached her new
home, among' her husband's mines, the
child' of a French "digger" died. Her
husband, as was his custom, sent for
the bereaved parent to offer any assist
ance under the sad circumstances.
"There is nothing I want," said the
man, "only," and he fumbled his hat,
"that milady should come to the
funeral. If this will happen the grief,'
which I have to lose my child will be
lightened, in the honor which I shall
have to write to my parents in France
that milady was there." Such touching
deference, of .course, was recognized,
and "milady" went down to the little
cottage on the day of the funeral.
When she. went in the father sat with
bowed head at the head of the coffin.
His eyes, however, were furtively
watching the door, and the instant she
appeared he stood up. A look of pride
that ho could not conceal spread over
his face. With great respect he con
ducted her to his own place and she sat
there, the man standing motionless at
her 6ide through the service.

Indictments Returned at Chicago.
Chicago, July 19. Twenty-nine in
dictments were returned by the special
federal jury, charging offenses against
the interstate commerce and postal laws.
The jury completed its labors and' was
discharged. The district attorney re
fused to allow the names to be published
until the warrants were served in the
morning. No "warrants were issued
this evening, as the - court wanted to
give all an opportunity to furnish bail
The bail was fixed by Judge Seaman at
$10,000. There are cumulative indict'
ments against Debs, Howard Keliher
and Rogers ; also against the other di
rectors ofthe railway union. Sovereign,
of the Knights of Labor, may be among
the indicted.
The San Francisco Investigation.
San Fkancisco, July 19. The United
States grand jury resumed its session
this afternoon. Various acts in re
straint of interstate commerce com
mitted by railroad employes were under
consideration. - United titatea District
Attorney Garter says no indictments
will probably be returned until the in
vestigation is completed.
Restrained from Interfering. .
Spbingfield, July 19. The miners of
the Big Muddy Coal Company, at Mur-
physboro, struck this week, and the com
pany applied today 'for an injunction
from the United States court restrain
ing the strikers from interfering with
operations of the mines. The injunc
tion was granted.
One Hundred Strikers in Jail.
Birmingham, Ala., July 19. One hun
dred strikers, charged with participation
in Monday's riot at the Pratt mines, are
in jail. The jail ia heavily guarded to
night, as the officers have been informed
of a threatened attempt to rescue the
strikers.
