TEMPORIZING
GOVERNOR.
Governor Markham of California slias
at laet got back to bis capital. It will
be observed that be found a way of get
ting there, just as soon aa the United
States troops had tnken posseP9ion. His
first act should be U protest against the
usurpation of authority, and like Al
geld, demand the removal of the troops.
As a matter of fact it matters little
where such a governor happens to be
tinder such circumstances as exist in
California, for he is just as little account
in Sacramento as he was in Los Angeles.
The dispatches naively state that he is
highly respected by the strikers and will
nee his best endeavors to get them and
the Southern Pacific to arbitrate their
differences. Now in the first place we
do not believe the union men, or strikers
if you please, are as a body engaged in
the acts of lawlessness, though some of
the individuals may. be, but that the
men who ditched the train near Sacra
mento are simply the cream of the toughs
that perennially haunt that very tough
town between sessions of the legislature,
-when their talents are not eclipsed. If
that closs are lovers and admirers of the
governor, eo much the worse for him
and the community.: If California's
chief executive has any sense of decency
he will hold no truck with the men who
ditched that train. When the offenders
submit to the law and lay down their
arms, then and there only can he afford
to listen to any propositions from them.
Representing the state he cannot parley
or arbitrate with those in armed rebel
lion againet it. Let him enforce the law
first and then if labor has a grievance it
will be eminetly proper for him to do
what he can to see that every man in
the state is given justice. If he intends
following any other course, the sooner
he takes himself aboard the steamer and
away from the capital the better.
A HEFTY QUAKE.
Professor Falb recently prophesied a
series of severe earthquakes, which were
to take place between July 3d and Au
gust 31st. His prophesy seems in a
fair way of fulfillment. Constantinople
has had a severe shaking up, and ac
cording to the same prophet, within the
next forty-five days this country is to
bav- a convulsion the like whereof has
not been known since the fair continent
of Atlantis went down to sleep for cen
turies in the bed of the Atlantic. . Ac
cording to the professor, Florida is to
disappear and California is to be left an
island. This would mean the sinking of
Nevada and Arizona and the breaking
through the Cascades of a big gap to be
filled by the Pacific.
Should matters continue as they are
now in our neighbor to the south, and
Markham remain governor, the shake
can't come too quick.
Congress discovered Thursday that
"commerce has been and now is inter
fere1 with and interrupted without
authority of congress," and have re
solved that the committee on interstate
commerce at once proceed to find out
and report who interfered, interrupted,
etc. Congress is a large and august
body, but when it moves it nearly always
lets people know it with a whereas and
a resolution, but seldom a wherefore.
Whereas it is, therefore it is resolved.
If the blamed thing would only strike,
it would serve to make the present con
ditions somewhat more cheerful.
The Oregonian arrives on the Regu
lator now with becoming regularity and
is properly appreciated. The way every
body goes for it reminds one of the
sudden and vivacious attack by the deni
zens of Trout lake, when a brown hackle
disturbs the pellucid bosom of that
mountain gem in the early summer.
We may not some of as like the Ore
gon! m, but all the same we must have
it, no matter how high it comes. Under
present arrangements it gets here before
it needs the attention of a barber.
Judge Grosecup says, in speaking of
the grand jury he has impaneled to in
dict all those who have interfered with
the mails, that "it will widen the scope
of its inquiry so as to include all persons
who may have interfered with or ob
structed interstate commerce or the
U.iited States mails in anyway or by
any means." There is only one man in
Oregon liable to suffer, and as he is a
government employe, will wager a year's
subscription against a last year's biids
nest.that he isn't disturbed.
A steamer collided with the United
States cruiser Chicago at Antwerp,
Wednesday, both vessels were damaged.
The country may well take heart of
gnce from thiB, notwithstanding the
imperfect plates furnished by Carnegie
for our war vessels. This is the only
collision one of our ar vessels has had,
within the last twenty years, with any
thing bigger than a canoe, that it was
not sunk in coueequence.
Prendergast's attorneys applied to U.
S. Judge Grossed p for a writ of habeas
corpus Wednesday. The judge replied
that he had too much business on his
hands to go monkeying with the refined
niceties of theories concerning insanity,
and advised them to seek elsewhere.
His attorneys then commenced tele
graphing to other United States jiidgec
If they did nothing in the matter, Pren
dergast is now as dead as Coxey or the
tariff. -

dollars conditioned that the bidder will
accept said bid for the price named
therein in case said contract shall be
