A London Sensation.
New York, June 20. The Press this
morning prints the following: London,
June 19. Senator Tellers' proposed high
tariff on diamonds is causing a sensation
here where the Rothschilds have re
cently bonded four and a half million
sterling (ne.irly $20,000,000) of bonds for
the South A.'. ican Diamond Trust. Be
sides bonds, the Rothschilds are known
to be very largely interested in the
stocks of the diamond trust. The pro
posed high tariff would produce a great
fall in the value of the immense stock of
unsold diamonds on hand, and greatly
reduce the dividends to holders of the
trust's stocks, which for years past has
been 25 per cent. A cable received hy
the officials of the trust from Premi. r
Rhodes, of Cape Colony, it is stated, de
clares that Secretary Carlisle promised
last March that the senate would modify
the hfch duty put on diamonds when
the Wilson bill passed the house. Tell
er's amendment increasing toe duty to
30 per cent is regarded as a blow aimed
by the leader of the American free silver
men at the Rothschilds, the leading
bankers in the Europe, who have done
so much to maintain the single gold
monetary standard. The Colorado
senator and ex-Speaker Reed have con
sidered various forms of discriminating
duties against those countries which op
pose an international agreement for free
use of silver.

Washington, June 19. George W.
Silsby, broker, through whom the son of
Senator Ransom had dealings in sugar
stocks, was asked by the investigating
committee today, how the order slip con
taining Ransom's name became public.
Silsby said the answer would probably
involve a reference to criminal proceed
ings and he must decline to reply. He
was temporarily excused. The infer
ence is that the slip Was stolen from bis
office. He said Senator Ransom had
not speculated. John W. McCarthy,
broker, declined to give the committee
any information as to his private orders
for sugar stock, or say whether senators
had been among bis customers.
Lester, the telegraph operator for Car
son & McCarthy, declined to answer
questions as to whether he had wired
orders for sugar stocks, and was excused
after a very brief examination. Senator
Davis expected to make the report of
the majority of the committee on Have
meyer and Searles to the district attor
ney tomorrow, but Gray and Lindsay
desired to present a minority and that
of the majority has been withheld, so
it might all be done at once. Gray and
Lindsay think the questions which
Havemeyer and Searles refused to an
swer are not pertinent to the investiga
tion. A Town Flooded.
Wichita, Kan., June 19. A heavy
storm visited this county last evening.
At Mulvaney, 12 miles south, a cloud
burst flooded the county. Water cov
ered the Santa Fe railroad tracks so as
to put out the fires in he engines.
Mulvaney was under water to a depth of
eight or ten feet and many houses were
moved off their foundations. Boats
were improvised from wagon beds and
rafts made of lumber were launched and
twenty families rescued by this means.
There were no casualties, but the prop
erty loss is heavy. The water eubeided
rapidly.
Bond, for the Canal.
Washington, June 19. The details of
the Nicaragua canal bill, which will be
reported to the house, were practically
closed up at a meeting of the subcom
mittee today. There will be recom
mended a directorate of 11 members,
eight being government directors, one
representative of the company, one

Three government engineers will have
charge of the work. It will be provided
that dividends shall not exceed five per
cent, so that a sinking fund may be es
tablished. The government share of
dividends will be credited to a sinking
fund. "Some members of the committee
think the debt can be raised in 25 years
on the lines laid down. Bonds .were
practically decided upon today for the
whole amount, as the proposition to
coin silver involved troublesome com
plications and opposition. However,
that section of the bill is subject to
change, so that if any plan involving
the use of silver seems practicable, it

Xo Repair Damages.
Omaha, June 19. Today it was an
nounced at Union Pacific headquarters
that one of the first problems McNeil
will have to solve will be the repairs to
the road between Umatilla and Port
land, a distance of 187 miles, which has
been seriously damaged by the recent
high waters in the Columbia. It is
thought the receiver's first action will
be to issue receiver's certificates for the
repairs of the system, which it is esti
mated, will cost anywhere from $1,000,
000 to $1,500,000, these certificates to be
come a first lien upon the property.
Struck by a Cloudborat.
Lock HAVENyPa., June 19. A cloud
burst in Penna valley last night washed
away ' entire fields of growing grain.
The damage is greater than that in
flicted by the recent flood. The down
pour was accompanied by a severe
electric storm. Three boys. William
and Eddie Lore and Charles Hunter,
who took refuge under a tree, were
struck by lightning. Eddie Lore and
Hunter were fatally injured.
To Make a Redaction.
Omaha, June 19. It was announced
today at Union Pacific headquarters that
the receivers would, about July 1, dis
pense with the services of twenty-five
clerks, and, perhaps, abolish one or two
departments, as the result of the re
duced work. This is regarded as the
first substantial evidence that the Or
egon Railway & Navigation's affairs are
to be run separately after July 1.
Are Importing Negroes.
Scottdale, Pa., June 19. While the
old men are still holding out in the
coke region, the importation of negroes
is gradually breaking the strike. Many
Slavs and Hungarians, disgusted at the
long idleness, are leaving, never to re
turn. Secretary Darby, of the miners
union, has resigned. This has a de
pressing effect on the strikers.
Ten More Mine Resume.
Pittsburg, June 19. Ten more 'coal
works in this district resumed today
under the Columbus agreement, among
them one in the thick vein region,
where the operators refuse to pay more
than 52 cents a ton. At Manown the
miners decided to go to work when non
union men were dismissed. The opera
tors refused to discharge them.
Ordered to Bmudm Work.
St. Louis, June 19. The receiver of
the I.oomis Coal Company, controlling
the coal mines at Bevier, Mo., and other
points, has been directed by the United
States court to resume work at once,
importing non-union miners if neces
sary. In consequence United States
deputy marshals are being concentrated
at Bevier.
Reserve Very Low Again.
.Washington, June 19. The cash bal
ance in the treasury today is $114,021,
047, of which $62,423,623 is gold reserve.
Engagements for export already made,
however,vwill reduce this reserve to $66,-9-'3,424.
This is within a small amount
of the lowest, point reached previous to
the last bond ipgue. '
- Teller's Diamond Amendment.
Washington, June 19. At the re
quest jf Senator Teller, his amendment
to increase the duty on diamonds from
15 to 30 per cent ad valorem, which
would restore the rate fixed by the house
in the Wilson bill, was passed over. It
will be considered again before the bill
is reported.

A Bapid and Ominous Uecrease in the
Population of France.
Statistics are very dull, and dullness
is a thing- to be shunned by all well
regulated persons, says a writer in
the .Philadelphia Telegraph, but an
article has just appeared in the Jour
nal Officiel which is not quite uninter
esting to France and the French.
During' the year 1893 the deaths in
Fraijpe exceeded the births by over
twenty thousand. Hitherto the popula
tion had Been about stationary, but this
national deficit is serious. The French,
from the highest to the lowest, do not
care for large families, alleging, justly
enoug-hy that children are expensive
articles. Did not a cook the other day
lay her woes over the death of her first
born open to her sympathizing mis
tess? "That baby cost me first and
last not less than three hundred dol
lars," quoth the bereaved mother,
"and after all that expense it only
lived three weeks!" The birth-rate is
about as usual in France, at the ratio
of twenty-two births for every thou
sand inhabitants, but the increase in
mortality is frightful, and is attrib
uted . by the medical authorities en
tirely to grippe, which they state has
made more victims than the great
cholera epidemics ever killed in one
year. It is also solemnly set forth
that the children who were born at
the time of the war of 1S70 are, adding
to the mortality by expiring now; but
as these great medical lights state that
the children born during the siege
generally died in their infancy, owing
to their privations, it is difficult to see
why the mortality among the "war
babies," as they were called, should
have ceased for twenty whole years to
spring up again suddenly. However,
there is the unpleasant fact that the
population of France, if something is
not done, will speedily resemble, in
this large and pleasant land, the rela
tive proportions preserve-! by a single
huckleberry sailing gravely in a very
large bowl of milk. ' .
