Senator Allen, the Nebraska populist, interrupted Senator Dolph during hia speech of March 1st, to tell him the populist party was going to control both houses of congress in 1896, and made the puerile threat that both the old par ties were to be wiped out of existence. . Mr. Dolph replied in part as follows : "Mr. President, I do not wish to be misunderstood. I make no personal at .tack on any member of the senate or on any one else. I am speaking of matters ; of history. Our democratic friends from the South are genial, pleasant gen tlemen, and able, earnest men. Iam glad to esteem many of them as my friends, but they are wedded to the sup posed interests of their section. I be . liev'e they are wrong in their tariff theo-'ries,- but they inherited them, .they fought for them, and although they were unsuccessful their false theories were not whipped out ot them', and now they are to be crystallized into law and forced upon the people of the' North. I , am satisfied, if the senator from Ne braska (Mr. Allen) thinks that he adds to bis reputation or his standing by so doing, that he defends the attitude of the South on the tariff question. lie appears as the defender of the influence r tbtut today controls congress, and is pressing the Wilson bill in the senate, a ?bill which will be destructive of every : waterest of the Pacific coast and of many - of the great interests of the entire North, which will be- destructive of the pros-, perity of the people of the entire Union, - of the men who labor with their hands, " . about whom the senator 'seems to be so vaoftcitoue, .. -"4 an tell the senator he is building " up false hopes when he supposes the populist party is going to control the next house of representatives. The old party, the republican party (which needs no defense I at my hands', and I will not undertake it in detail), which controlled this government for nearly a I third of a century, including the four years when the senate held the fort and prevented the destructive democratic principles in relation to the tariff from being carried into effect ; the republican party, which gave this country un era ; of prosperity never before experienced in its history and never witnessed in the world, needs no apologist ; it needs no defense from attacks like those of the . senator from Nebraska. The republi- - can party, which a week ago rolled np ' in Pennsylvania a majority of 190.000, will elect the majority of the next house of representatives and the next presi dent, and it will change the complexion of the senate just as rapidly as it can possibly be done." " . Mr. Allen I wish to say to the sena tor from Oregon that he must not con strue what I have said as at all personal to himself! I had tiS personal reference at all to the senator from Oregon. - I have nothing in the world but the most kindly feeling for him. . . Mr. Dolph It strikes me the senator . from Nebraska has very materially mod ified his views in regard to myself in the . last few minutes. "' Senator Dolph in a speech March 14th shows that in I860 the . per capita of money ' was 7 $14.60, and circulation $13.85. In 1891 the per capita was $36.21, and circulation $24:44.- a The La Grande Chronicle (democratic) devotes much space to an explanation of ' the initiative and referendum, and urges a study of it. It is not in any sense a partisan movement, nor is it the prop erty' of any party.' If the dirty and disgusting evidence in - the Pollard-Breckenridge trial, which . has been going on in. A Montana ranchman, having lost a fine .brood of ducks, set a bear trap baited with fresh beef, and that night heard a howl, which he recognized as that of a coyote. . Knowing that the animal could not escape he turned ovc"r to sleep again;1 when he heard such a chorus of howls that he went out to in vestigate. He found a coyote and a cinnamon bear - caught in the trap, showing that both animals had made a strike for the beef at the same time, while ten' feet away was a mountain lion, waiting until one of the fighters had killed the other .before finishing the', winner. The bear and coyote seemed to. know this,' and made no hos tile sig-n, so the lion sneaked aronnd to the top of a sheep shed near by, where he .lay crouched for a moment, and then made a spring, dropping squarelv oh the bear. . A terrific struggle fol lowed, in which the lion at first had the best of it; but finally the bear got a1, grip on his adversary's ' neck, the lion's head dropped and he was strangled to death. The bear was not much better off, bleeding from many wounds,' but he still had life enough to look after the coyote.. He made, two strokes at the coward of the plains and crushed the life out of him. Then' the bear staggered around a minute and rolled over dead. " NOTICK.
