Foreign Nations Must Keep Their

tion at This Time.
Washikgtos, Jan. 23. The house to
day resumed consideration of the sugar
schedule of the tariff bill, the pending
amendment being Robertson's, imposing
a duty on raw sugar and increasing the
duty on refitted, as amended by Warner,
placing both raw and refined on the free
list. The confusion entailed by these
two incongruous amendments had first
to be straightened out.
Dingley claimed 1 the Warner amend
ment was utterly inconsistent with the
Robertson amendment and should be
considered as a substitute..
Robertson took issue with him, main
taining the effect of Warner's amend
ment was simply to place refined sugar
on the free list, leaving so much of his
amendment as imposed a duty on sugar
below the 10 Dutch standard unaffected.
A vote was finally taken on Warner's
amendment as a substitute, and it was
carried, 161 to 38.
The effect of this is to 'place all raw
and refined sugars on the free list. The
great mass of democrats and practically
all republicans voted for the proposition,
only a handful of democrats, including
Wilson aud several other democrats of
the ways and means committee, voting
against it. : - --
The coal schedule was then taken up.
The first amendment, by Oates of Ala
bama, is as follows : To strike out of the
free list coal, etc., and insert coal, bitu
minous and shale, 40 cents per ton of 28
bushels, 80 pounds to the bushel ; coal
slack or culls, such as will pass through
a half-inch screen, 20 cents per ton of 28
bushels.
Wise of Virginia followed with an
amendment striking out 40 cents and in
serting 50 cents. V
In the Senate.
Washington, Jan. 23. In the senate,
the committee on foreign relations re
ported favorably the following resolu
tion : -
"Resolved, That from the facts and
papers laid before the senate it is un
wise and inexpedient, under the exist
ing conditions, to consider at this time
any project of the annexation of the Ha
waiian islands to the United States;
that the provisional government therein
having been duly recognized, the highest
international interests requires- that it
shall pursue its own line of policy.
Foreign interventions in. the political
affairs of these islands would be regarded
as an act unfriendly to the government
of the United States." -
Terms of Iiobengula's Surrender.
London, Jan. 23. A dispatch from
Cape Town to the Daily News says- Sir
Henry Loch has dispatched a messenger
to King Lobengula, pledging in the
queen's name that if he surrenders, his
life and interest shall be assured, and be
shall not be deported from Africa, Sir
Henry has arranged with Premier Cecil
Rhodes to provide the king with an ade
quate tract of land south of the Orange,
the chartered company furnishing the
royal income. -
Populists and the Income Tax;
Washington, Jan. 23. Pence of Col
orado, on behalf of the populieta in con
gress, will offer an amendment to the in
come tax bill when it comes up for con
sideration, providing for n graduated in
come tax as follows : . $2,500 to $10,000,
1 per cent ; $10,000 to $30,000, 2 per cent ;
$30,000 to $60,000, 3 per cent; $60,000 to
$100,000, 4 per cent; over $100,000, 5 per
cent This is in accordance with the
plank in the populist platform. . If the
populists cannot get the democrats to
adopt their idea, they will drop it and
help pass the democratic measure.

out ol danger.
Sugar and coal are added to the free
list in the Wilson bill.
Jacksonville, Fla., was full of militia
men yesterday, ready to enforce the law
against prize fighting. They were hissed
by a mob, but are determined to enforce
the law even if they are compelled to
shoot to kill.
A dispatch from the Associated Press
correspondent at Rip Janeiro says prob
ably the United States will be called on
to arbitrate the differences between the
government and the insurgents. Both
sides are heartily tired of the conflict.
President Diaz would not permit the
Corbett-Mitchell fight to take place in
Mexico. Diaz stated that if the sport is
too brutal to be given in the United
States it cannot be given in Mexico. He
evidently believes a bull fight is less
brutal.
One hundred and twenty years was the
ag of Mrs. John Bradock, who died at
Slabtown, Pa-yesterday. Mrs. Bradock
was a native of Hungary. She was a
student at ,a college at St. Petersburg
prior to emigrating to this country. ; She
was twice arrested in Russia for her po
litical opinions and sentenced to Siberia,
but her eecape was effected by high po
litical power, and she fled to this coun
try forty, years ago. Her life since then
hes been obscure with but few acquain
tances. .

He Is Now Said to be Sailing Away on
the .Atlantic.
San Fbancisco, Jan. 23. An after
noon paper publishes the statement that
the bandits Evans and Morell are safely
out of the state, and are sailing on the
high seas free from
pursuit. : It is said

drove to a siding of the Southern Pacific
road. .The bandits entered a boxcar,
the door of which had been left open by
a brakeman in consideration of $20.- The
car had been previously stocked with
provisions. Galveston, Tex.', was reached
in a few days. From there they went to
New Orleans under the care of friends.
Since then the news has been received
that the bandits got to sea without at
tracting any suspicion, and the wide At
lantic now separates them from their
pursuers. ' ' ' -

Thacker, of Wells, Fargo & Co., states
he has positive information that Evans
and Morell are now between Kings river
and San Joaquin, and that in a very
short time they will surely be caught.

There is as much poetry as ever in
the world if wo only knew how to find
it out, and as much imagination, per
haps, only that it takes a more prosaic
direction. Every man who meets with
misfortune, who is stripped of material

outlying mountain farm of imagina
tion, which did not appear . in the
schedule of his effects, on which his
spirit is able to keep itself alive, though
