Thk Chkonicle, in behalf of the ban- who have Buffered the loss of a. great share of their wheat, and a price for the remainder leas than the cost of produc tion ; in behalf of the sheep and cattle raisers, who are compelled to sacrifice their capital in trade to pay expenses instead of paying them from the profits of business ; and in behalf of all the rest of the county's citizens, who are suffer ing from the hard . times either directly or indirectly, urges the county court this year to make the tax levy as small as possible. Taxes this year will be a grevious burden, on account of the scarcity of money, and the trouble is intensified because the county, city and school taxes are all to be met at the name time. The delinnnfint list bids fair to be larger than ever before, and it may be that a little moderation exercised at this time in the matter of the levy will prevent several from losing their property. Wasco county wants as few bankruptcies as possible, and desires to retain all those citizens who in ordinary times are able to pay their bills and help develop the country. It will do no real harm, then, to reduce the levy consider ably less than formerly, and if it makes warrants a little longer in mafeiring, we can easily catch up with returning pros perity. While it is every officer's pride to make the best possible showing for himself during his administration, the true patriot will consider the condition of the people in times of adversity and lessen rather than increase their burden. T T C 11 1 C ITT county, The Chkonicle urges the county court to do his share toward lessening their burdens this year in this manner. An exchange says, with much truth : "The Wilson tariff bill simply proposes a change from the protection of the Mc Kinley law with high wages, to protec tion with low wages. - If. surface indications count for any thing, the officials of the state depart ment are considerably disturbed over the latest news from Honolulu. A few short weeks ago they were afraid Minis ter Willis had not carried out his in structions. Later . they were even more afraid that he had. Wilson and his men have bsen finally gobbled up by Lobengnla in darkest Af ' rica, and England has a new Gordon to honor. English pride should not dis countenance the humble assegai too greatly. Two thousand of them in the hands of savages are more effective than . the guns of only forty Englishmen ; and savages will fight for their homes just as enthusiastically as any patriots on earth. The Baker Democrat is the first demo cratic paper we have seen that says what it thinks about the late democratic con vention in The Dalles. It says: "From all accounts the late convention of dem ocratic clubs held at The Dalles was a ' Bedlam of asses. - If the would-be lead - ere continue to show such a lack of brains there can be only one result. Too bad they all could not have been sent adrift and over the Cascade falls for the Bake of the future of the party." Some men down in California are still at work upon the business of making rain, or rather trying to. It is one of the peculiarities, however, that they, like the other rain-makers, select the rainy season in which to perform their incantations whereby the moisture is to be extracted from the skies. We sus pect these rain-makers are a good deal like the tramps who had no work at their trade. In December they claimed to be strawberry pickers and in June ice cutters. lOO Bswsrd, SIOO.
