Qnornm. , DEMOCRATS WAITING FOR TRAINS Fight Against Confirmation Oregon Senators Will Oppose Eastern Ap pointments as Indian Agents. Washington, Jan. 5. The "house opened iu an uproar, Catchings trying to report from the committee on rules, and Boutelle demanding a vote on his question of privilege on the Hawaiian matter. The house committee on rules has decided to report a rule for a final vote on the tariff bill January 25. On the vote to allow the committee on rules report, the democrats lacked eight of a quorum. At 1 p. m. the chances of se curing a quorum to take up the tariff bill were so slim that the caucus com mittee agreed that unless a quorum de veloped at once an adjournment would be taken, and the caucus set for tonight should begin at once and continue till some plan of democratic action is reached. ' . Several absentees are expected on the afternoon trains, and it has been de cided to continue the fight for an hour or two at least, instead of adjourning to go into caucus, in the hope of arrivals which will give a quorum. The democrats still lacked 10 of a quorum at 3 p. m. Populists who re frained from voting say they do so be cause they want more time for debate. They insist on all of next week for gene ral debate. They have informed the democrats they will furnish a quorum if their demands are granted. At 3 :50 p. m. Catchings moved that the house adjourn. The motion was agreed to amid the cheers of the repub licans. TV ill Make a Flgnt. Washington, Jan. 5. There will be another contest in the senate over the confirmation of Thomas, appointed from au eastern state as an Indian agent at Umatilla. . During the special session of congress there was a protracted fight in the senate against the confirmation of this class of appointments, not because there was any objection to the men per sonally, but because the principle was opposed. The fight this time will open with the Oregon appointment, and both Dblph and Mitchell have said they in tend to ' object to sending appointees from the east and south into their state. It is believed all the western men will support them. It is claimed by those who support the administration in the matter that Indian agents are not state appointments ; that Indian agencies are purely under federal control, and that appointees can be sent from any section of the country to govern agencies. Shot Himself Dead. . New Yoek, Jan. 5. George Walker, 34 years old, employed on the elevated railway, quarreled a month ago with the woman to whom he was married last winter, she having learned that he had another wife living in Washington. The pair separated and he disappeared. Yesterday, while under the influence of liquor, he returned to his second wife's home and threatened to kill her unless she promised to live with him again. The temperature in many places is the low est known.- Though the thermometer registers 5 to 10 deg. above zero, the suffering is as great as 20 deg. below in the United States. The people are en tirely unprepared for it, and the suffer ing airiong the poor is intense. .Many have died from ' exposure. Outdoor work is entirely suspended. The gale in the channel has somewhat abated and mail-boats have resumed their trips. Tidal streams are frozen solid. A heavy snow storm prevails. Reports "from Spain say the most intense cold pre vails there. At Zorita the temperature was 10 deg. above.1. At Burgos several people were frozen to death. The snow is still falling, and the cold increasing. The same conditions prevail in RuBsia. At Moscow it is 26 deg. below zero ; at Nijni-Novgorod 34 deg. below ; at Khar koff 23 deg below. Baxter Denies the Rumor. Superintendent Baxter, of the Union Pacific, in response to an inquiry of a Portland reporter, said he did not antici pate a termination of the O. R. & N.'s lease to the Union Pacific. There was a rumor all along the line of the O. R. & N. this morning that it had already been terminated and special receivers ap pointed. This rumor was doubtless caused by the instructions sent out from Omaha yesterday afternoon by F. D. Brown, local treasurer of the Union Pacific receivers. The circular telegram embodying the instructions is dated January 4th and is addressed to all con ductors and pursers of the Pacific divi sion, and read as follows : "On and after this date all remittances should . be made to the First National bank, Portland, Or., for credit receivers Oregon Railway & Navigation Company, F. D. Brown, local treasurer. Continue to use remittance sheets and envelopes now on hand, changing heading of re mittance sheets andaddrees on envelopes when necessary to conform with above instructions. F. D. Beown, Local Treasurer. Superintendent Baxter when asked the meaning of these instructions said it had been decided to keep the accounts of the O. R. & N. separate from the rest of the Union Pacific system, to facilitate matters in making the monthly reports of the earnings and expenses of the line, which the receivers are required to file in pursuance of Judge Bellinger's recent order. ' The receivers for the Union Pa cific are also receivers for all the branch and leased lines. The business of the O. R. & N. will be done through the Omaha office as heretofore, but in the name of the O. R. & N. receivers instead of the Union Pacific receivers as heretofore.
