pendent states, they appointed a com
mittee to report a device for a seal
the emblem of sovereignty. That com
mlttee and others from time to time
presented unsatisfactory devices. Fi
nallv, in tho spring of 1782, Charles
Thompson, the secretary of congress,
gave to that body a device largely sug-
gested to John Adams, then United,
States minister to the court of Great
Britain, by Sir John Prcstwich, an i
eminent English antiquary. This sug
gestion was made the basis of a de-,
sitrn adopted by contrrcss, Juno 20, i
