The Spokane Review has the follow
ing very readable and sensible article on
the financial question, especially valua
ble for the style in which it is written,
the writer apparently not being afraid
of making himself intelligible:
Those who imagine that the gold
standard in all its severity is a shield
against financial trouble are afforded a
line field of information in the Austra
lian collapse. That country has become
a synonym for gold. It has produced
hundreds of millions of the yellow metal
and only a mere trifle of silver ; and it
has also borrowed gold furiously. With
a total population short of that of New
York state, it has coaxed $750,000,000
out of John Bull alone. This borrowed
capital it threw into all sorts of wild
ventures railroads into the wilderness,
irrigating canals into unpopulous re
gions trusting to renewals to carry it
through, and deceiving itself with the
belief that British credulity and liberal
ity would last forever.
The first installment of these loans
was paid with comparative ease ; the
second pinched : the third brought the
crash. Eleven of the fifteen banks
closed their doors, and the remaining
four are shaky. The collapse has shaken
London violently, and in her distress
London is pursuing precisely the course
that is pursued by a bank when it finds
itself in trouble. She understands that
it is useless to press her bankrupt debt
ors for money, and turns for relief to
her debtors in the United States. The
bank pushes the men capable of respond
ing; it wastes no time on' worthless
paper. For the same reason England
turns with her securities to the Ameri
can markets. That and the adverse
balance of trade are the prime causes
of the prevailing stringency. With sil
ver in reserve we are meeting the de
mands, not without jBouie suffering, but
withal with advantage. This strain
over, we shall have the confidence of the
investigating world, precisely as the in
dividual who responds to the pressure
brought to bear by a local bank wins
the confideuce of that institution and
tarns it to advantage in better times.
This experience, though, ought to
demonstrate to the dullest mind the
wisdom of the demand for a more
liberal and yet safe circulating medium
in the United States. The science of
banking declares as an axiom that the
banking institution ot large liabilities
requires a large reserve. The United
States, as a debtor nation, has heavy
liabilities. A collapse in Argentine, a
panic in the antipodes, starts a run
upon our reserve. And yet it is seri
ously contended that the United States,
with all these heavy liabilities, does
not require a circulating medium half as
large as that carried by France, although
France has comparatively all in bills
receivable and nothing in deposits,
whereas in the United States the con
verse is the case. In banking this
would be condemned as the apotheosis
of folly by the very men who are con
tending that in statesmanship it is
wisdom.
The latest reports state that prices
abroad for wool hold very firm. This
probably marks the turning point for
the better. Buyers have stated that
they were unwilling to pay a price above
the free wool basis, but they were un
able to state what they considered such
price to be, and it has perhaps already
underreached such a point. The major
part of this year's clip has been held
back, and it is only a question of a short
time when overtures must be made
from the manufacturers, who are com
pelled to have wool, and the market will
rise again.

NO EXPORTS IN PAST THREE WEEKS
To Relieve the Stringency the Govern
ment Will Anticipate the Payment
of Interest Due in July.
Washington, June 21. The shipment
of gold from London to New York, news
of which was received this morning, is
looked upon as showing the tide in gold
exports has turned. For the past three
weeks no gold has been exported, and,
as a consequence, the treasury depart
ment has been gaining in gold during
that period. The net balance today
was $94,050,310.
New Yobk, June 21. Owing to the
low rate of sterling exchange the first
importation of gold for some time will
leave Southampton for this port tomor
row to the amount of $500,000. It is
reported that $1,000,000 has been or
dered. California's Capital Case.
Woodland, Cal., June 21. Superior
Judge Grant today decided in favor of
Sacramento and against San Jose in the
state capital removal case. The consti
tutionality of the acton ot the recent
legislature in submitting an amendment
to the constitution, allowing the change
of the capital, was sought to be tested in
his court and the act is declared void.
The case will doubtless be appealed.
A Still Lower Rate Expected.
St. Paul, June 21. The Great North
ern has no announcement to make this
evening toward meeting the Northern
Pacific's $25 and $18 rates, but it is un
derstood it will make a rate of $20 first
class and $15 second class tomorrow.
Oakes' Letter.
New YoKK,June21. President Oakes,
of the Northern Pacific, said todav :

me his resignation, requesting that it be
submitted to the board of directors. To
this I made a reply requesting him
to hold the matter in abeyance until the
floating debt could be provided for.
