Dr. Walter Wyman, the supervising surgeon general of the Marine hospital service, is the man who is charged with perfecting the details of the national quarantine law with respect to its ex ecution. Rules and regulations have teen adopted and transmitted to the various quarantine stations and ports of entry, as well as to foreign ports. Dr. Wyman. in response to an invita tion from a Boston Herald correspon dent, gives the following interesting summary of his plans and the scope 'of the Marine hospital service as a bureau: "The law of February 15, 18&3, estab lishes a new departure in the manner of quarantine," said Dr. Wyman, "by providing quarantine detention of ves sels, immigrants, personal effects or cargo at ini'octed foreign ports. That they shall be fined five thousand dollars if they do not have a bill of health signed by the consul or by the medical officer specially detailed by the presi dent for that purpose, before sailing for Amercia. "Medical officers are detailed for this purpose only at ports which are con sidered dangerous. The quarantine regulations for foreign ports provide first for inspection. This inspection is preliminary to the signing of tlse bill of health. An inspection is required also of all vessels carrying passengers sailing from European, Asiatic, Af rican, South American, Central Amer ican, Mexican and West Indian ports. Treight vessels, unless from infected ports, will not require inspection, though the consul or officer must be satisfied that everything is in a sani tary condition. On the North American coast and inland waters vessels are ex empt from inspection so long as a port is free from contagious infection. An infected port, to be within the meaning of the law, is a port where a contagious or infectious disease has been commu nicated to one or more persons through the medium of an infected person, in fected baggage or otherwise. A port is not infected where one or a small number of cases has been imported, but where the disease has not been communicated to others. "Passengers are divided into two classes, cabin and steerage. The term im migrant we do not recognize. If a vessel sails from an infected port each cabin passenger must produce evidence as to his exact place of abode during the four days just preceding embarkation, and if he or his baggage has been ex posed to contagion he shall be de tained at the pleasure of the medical officer in charge. "Steerage passengers from any in fected port must be detained five days under medical observation in specially designated barracks or houses during their stay, subject to the usual sani tary precautions of bathing, fumiga tion, etc. If cholera should break out no steerage passenger will be allowed to embark until seven days or longer after the conclusion of the last case."
