He believes with Dr. Briggs on all principal points of dissen sion between that gentleman and his rhnrr.h. and further said that he stood on the same ground twenty years ago He believed that the Bible was fallible because when two propositions were diametrically opposed, both could not be true, and the Bible contains many such instances. As regards the Presby terians, the late discussion is bound to prove disastrous, and will split up the church badly if it does not totally dis rupt it. The dispatches today bring the news that Rev. Dr. James Roeb, of the Second Presbyterian church of Albany N. Y., in his morning sermon yesterday renounced allegiance to the Presbyte rian denomination because of the decis ion of the general assembly in the Briggs case. It is probable the church will support his action and leave the denomination with him. It has been repeatedly stated that President Cleveland would recommend to the next congress the imposition of an income tax, but a number of congress men, who have been to the White House day after day for- nearly three months past, declare that nothing has developed to show that the president has ever de clared himself specifically in favor of uch a tax. They say that on the con trary, he has been careful to fight shy of the subject, preferring not to commit himself in advance of bis message to the next congress. More than one of them has asked for an expression of his views upon this proposed piece of legislation, but failed to secure it. It is probably safe to say that there is not a man in Washington today who can say whether or not the president favors or looks askance upon the tax on incomes barring Mr. Cleveland himself, and he has the faculty of keeping his own coun sel in an unusual degree. GOLD MINES IN THE SOUTH. They Were Worked Quite Regularly Be fore the War. Few persons have any idea of the quantity of gold that exists in the western part of Georgia, South Caro lina and North Carolina. The majori ity of these mines were known forty or fifty years ago, but have been aban doned. In almost every instance a very significant amount of ore taken from them has been used. ' A short time ago Mr. C. B. Warrand, of this city, visited one of the most interesting and valua ble of these gold-bearing quartz dis tricts at the foot of the Blue Ridge mountains on the banks of the Broad river, in xorK county, o. near Smith's ford, and he gives an interest ing account of his visit, says the Savan nah News. Forty-five years ago and up to the war, he says, the mines there were worked regularly with slave labor. A shaft was sunk on the veins, which vary from three to five feet in thick ness and which are almost perpendicu lar. The quartz ore was roasted on the spot to make it more friable and was then carted often for miles to some water power, where it was run through a primitive stamp-mill. With slave labor these mines paid well, though less than one-half of the gold was recovered, probably twenty-five per cent, of the free gold being lost; the pyrites or gold sulphurets were en tirely thrown away, being considered worthless. Still, with cheap labor it paid, and thousands of dollars of gold were sent to the United States mints annually. Since the war a number of spasmodic efforts have been made to work the mines, which invariably ena ed in a failure. As a rule the capital employed was entirely too small and labor-saving devices were either be yond the means of the operators or were unknown at the time. Lately this state of affairs has changed and the brilliant success made at the Hale mine in Kershaw county, S. C, in working up daily hundreds of tons of ore containing only two dollars and fifty cents of gold at a cost of forty cents per ton, and recovering ninety five per cent, of the gold by the coro nation process, seems to have demon strated that with proper skill and mod ern mechanical appliances and suffi cient capital many low-grade ores can be profitably mined. Such a substan tial proof as a surplus of fifty thousand dollars accumulated in one year by the Hale mine is certainly a very convinc ing argument. The time is near at hand, Mr. War rand believes, when the value of our southern gold mines will be recognized, giving employment to thousands and adding daily to southern wealth. Gold- mining in the south never will be in the nature of a bonanza, but if it is carried on like any other business, with only moderate expectations in proportion to the capital invested, and with the help of all improved methods and machinery, it will be found safer and more remunerative than the ma jor ity of ventures. The following section of our treaty with China made 1880 seems to dispose of the claim that the Geary act is in violation of our treaty obligations : "Whenever, in the opinion of the gov eminent of the United States, the com ing of Chinese laborers to the United States or their residences therein affects the interests of that country, or to en danger the good order of the said locality within the territory thereof, the govern ment of China agrees that the govern ment of the United States may regulate, limit or suspend such coming or resi dence, but may not absolutely prohibit it."
