The world's fair was closed again yes
terday. The management is being
palled and hauled one way and the
other by the different powers like a rag
at the sport of a pair of mischievous
poppies. Every Sunday so far has wit
nessed a change from that preceding.
It is thought now that it will remain
closed for the season, as Gen. Olney said
to the secretary of the United States
Christian Endeavor Society Saturday
that as the appropriations by the gov
ernment to the fair were on condition
that the fair should be closed that day,
it was the duty of the national commis
sion to see that this was carried out.
Two weeks ago the attorney-general in
structed the district attorney at Chicago
to secure an injunction restraining the
management from opening the gates
Suoday. Mr. Olney said further that
the government exhibit would be closed
that day, and that the national govern
ment would see that the entire exposi
tion would be closed by applying to the
district court of Chicago for an injunc
tion. The Six Companies will withdraw all
Chinese they can get from the vineyards
and factories of California and assemble
them for a time across the border in
Mexico or British America. They ex
pect a great clamor will result for their
return. In this they may be surprised.
There are thousands of idle Americans
in the market, many of whom would
work, though not at the same wages
that a Chinaman does, unless compelled
by starvation. But with a scarcity of
laborers, the market price would raise,
augmenting, in turn, the price of pro
ducts and manufactures, and it is possi
ble this would result in a new era of
prosperity, turning popular sentiment
against the re-establishment of Chinese
labor, and leaving the Six Companies
to care indefinitely for their sheep-like
charges. There is now on, a practical
trial of Chinese against American wit.
The readjustment of the pension sys
tem has begun, and it is calculated that
under the new administration a check is
going to be given to the rapid growth of
the pension list, even without the assist
ance of any new legislation. When the
pension appropriation bill was passed at
the last session of congress it was ex
pected that the amount appropriated
would be about $15,000,000 short of the
pension expenditures for this fiscal year,
and it was anticipated that a deficiency
of that amount would have to be pro
vided for at the coming session of con
gress. The average number of original
pension cases passed on each month is
expected, however, to be only about
one-third what it was under the former
administration of the pension bureau,
and that instead of a deficiency there
will be a surplus of about $6,000,000.
The instance of that handsome young
woman who fell in love with Carlyle W.
Harris after he was condemned to death,
broke her engagement with a worthy
young man and plighted her troth to
Harris, is only one of myriads of in
stances which tend to prove that women
hold out poor inducements for virtue in
men. Exchange.
Mrs. Lease says that science will learn
-to concentrate the life force found in
'corn, wheat and fruit so that a small
'rial of the extract will furnish a man
subsistence for many days. It appears
to us that something of the kind is al
ready sold in flasks and small bottles.

that in this democratic country her
royalty would pass unobserved, but the
way she has been flattered and feted and
toadied must prove eminently satisfying,
even to her royal demands. She

holding office under the department in

The Sound Views of an Intelligent Edu
cator on the English Language.
The following' extract from Prof. E. G.
Robinson's "article in the Homiletic Re
view presents in compact form a truth
that is becoming more and more evi
dent each day, and one that applies not
alone to the education of ministers:
"The most manifest defect in our sys
tem of education is its insufficient at
tention to the English language, not
merely to the science and genius of it
as embodying one of the richest liter
atures and as being the most widely
spoken tongue in the world, but to
such study of it and practice of
it as will give to the student a correct
and facile and forcible use of it in the
expression of his thoughts. It is hard
ly possible to overestimate the value of
a mastery of English in any calling
that requires the use of it in influ
encing the thoughts of others, but in
preparing for the Christian ministry or
almost anything else whose chief func
tion consists in endeavoring to move
others to right action by public ad
dress, the attainment of this mastery
should yield precedence to the attain
ment of no other. And yet, strangely
enough, candidates for the ministry
and law and journalism and author
ship are taken in hand and for ten
years are scientifically drilled in a va
riety of subjects, some of which they
never so much as once again recur to
when done with them as students, sell
ing the text-books they have been com
pelled to use; while of English, on
their use of which their final failure or
success will so largely depend, they
are mainly left to acquire their knowl
edge in any haphazard way they can,
receiving at most, at the very time
when most needing it, only such in
structions as may be gathered from
brief study of some college text-book
in rhetoric and from writing a few
compositions, on which the professor
in rhetoric scratches in red ink scant
words of general criticism; and so they
stumble on in their course, reaching
the theological seminary or law school
only when it is too late for the profes
sor (of homiletics) to do for them what
ought to have been done for them all
the way along from the start, and what
no amount of instruction or personal
effort can then do for them. In no sin
gle respect are established methods of
education so glaringly and so radically
defective as in rhetorical discipline.
For no one department of instruction
do colleges not one, but all of them
make so inadequate provision in the
number of teachers; in none are the
results of the instruction, on the
whole, so unsatisfactory. In no grad
uates are these results more painfully
apparent than in the occupants of our
pulpits," and law chairs, and legislators
and writers in all departments.
The Thirty-eighth Street club of
working girls of New York is entirely
self-supporting. Its receipts for last
year were 81,135.66 and its total ex
penses 81,102.83. Its average weekly
attendance was 289, and the total at
tendance for the year, 15,071.
