OUR BIRTHRIGHT.
at. r.h time of the framing of the
clause in the constitution that all state
institutions should be located at Salem,
the companion proviso was that the seat
of government be located at Salem.
The whole plan was originated and was
engineered by wire pullers of Salem and
its immediate vicinity to the end that
Salem would thereby have a political
and financial prestige assnred. The
measure is outrageously unjust and sel
fish and was so in the beginning. The
fact that all the principals in this ma
neuver are pow dead or, if living, have
long survived their usefulness, does not
the less prove it an unjustice,.and it is
now time that the vast section which
has since become populated east of the
Cascades and south of the Calapooia
range should assert their rights. It was
all well enough when Salem had the
balance of power to enforce it to decree
that all state institutions should be lo
cated at Salem, but now that the birth
right of Eastern and Southern Oregon is
being unfairly taken-, it is not fitting that
they should calmly suffer the infliction.
To regain our rights, then, a constitu
tional convention should be called in
the near future, looking to a revision of
all objectional features, and, independ
ent of the present party lines, an issue
made between Salem and the balance of
the state whether it shall continue to
hog everything or divide more fairly.
Whether, indeed it would not be better
for the etate to locate the capital itself
at Portland.
A Gilliam county paper petitions its
readers as follows :

to patronize only the business men whose
advertisements appear in this paper.

the local paper, it is proof that they do
not want the trade, and are therefore
not deserving of it."
A newspaper that will promulgate
such narrow-mindedness as this deserves
to have all of its patronage withdrawn
Let not such a paper ever pronounce
upon the evil of trusts or the curtail
ment ot liberty of any kind. A business
house that does not advertise should be
allowed to die peacably. But there may
be reasons of a personal character for
not advertising which is no business of
the general public, but whom this paper
would make a catspaw to fulfil its petty
anite. This is disgraceful, even tor a
country weekly.

The story is told that the late B. B.
Hayes had for a neighbor in Ohio a testy
old fellow who ran a small truck farm.
He was honest and upright and Mr.
Hayes held him in high esteem, not
withstanding his lack of social ameni
ties and respect for persons. On one of
his visits to Ohio during the presidency,
he passed the old man's farm and found
him planting potatoes in a patch near
the road. The president, being ' some
what of a farmer himself, noticed some
peculiarity in his neighbor's style- of
planting, and after a few minutes' chat
he called his attention to it, and the old
man argued the point awhile.
"After all," concluded the president,
"I don't think you are doing it as it
should be done for the best results."
The old farmer rested his arm on the
fence and looked steadily at Mr. Hayes.
'They ain't neither one of us," he
said, "above havin' fault found with us;
but ef you jest go on presidentin' the
United States your way, an' I go on
plantin' pertaters my way, I guess we
won't be no wuss off in the end."
Mr. Hayes accepted the suggestion
pleasantly and passed on. Boston

Salem is the capital of Oregon, and,
according to the constitution of the
state, all oublic institutions must be
located there. This rule has not been
followed, and bo Salem has taken steps
to comuel the location of such institu
tions at the seat of government. The
people who pay the taxes and the voters
of Oreeon have some teeunzs in the mat
ter, and it is probable that Salem will
find that it has made a very unwise
move in attempting to stir up this sub
iect. An injunction to prevent the loca
tion of the Soldiers' Home at Roseburg
is the first step taken. One to defeat
the act of the legislature in locating a
branch asylum in Eastern Oregon will
follow. Then an attempt will probably
he made on the Weston normal school
the Monmouth normal school, the state
university, and the several charitable
institutions scattered throughout the
state. The result will be Salem will lose
its state capital, and it will go to Port
land. West Side.
We can assure the West Side, as well
as all other sections of Oregon interested,
that the people of this part of the state
are being worked up to a white heat over
the advantage taken of Roseburg by an
antediluvian clause of the constitution,
which is now as unjust as it is impolitic.
Salem has started a leak that will en
gulf them. Mark the prophecy.
