SATURDAY, MAY 14, 1893 There is every prospect that the reci procity arrangements with Brazil and with Spain, so far as Cuba and Port Rico are concerned, will be terminated as speedily as possible. Under the treaty with Brazil reciprocity may be termi nated by either party upon giving three months' notice ; with Spain the mutual agreement of both powers is necessary. Inquiry into the workings of reciprocity with these countries was instituted by Secretary Gresbam immediately after bis assumption of the portfolio of state, and is said to have developed an unsat isfactory state of affairs. Persons doing business with Cuba and Porto Rico complain that the reciprocity provisions of the treaty are not observed by the local officials of those countries, who in sist upon maintaining practically pro hibitive duties upon articles that should be exempt. Complaints of Brazil, while less numerous, are of the same character. When the telephone patent, expires, as it will soon, it will be one of the great est blessing to the rural population that has ever yet been known. A good telephone can be made for seventy-five cents, and the cost of the necessary wire is only a small amount of several dollars. When the telephone monopoly is killed, co-operative secieties in the different. villages can establish theirown telephone lines, and bring all the differ ent farmers within ten miles into such relationship as to be able to talk with each other at any time, even when the enow is so deep on the ground as to pre vent them from getting out. This ,com bined with daily delivery of mails, would make the country a more desirable place to live in , and tend to prevent the young men from leaving the farm -for the gay but dubious attractions of citv fife. The inside facts of the Cuban insur- rection cannot be arrived at owing to the present supremacy of the Spanish., That the revolutionists are making a strong fight for independence, however, is certain, and while the citizens of the United States would be inclined to sym pathize with them, they are, of course, prevented by international law, from in terfering in their favor. Thereare many Cubans in Florida, who are anxious to aid the cause, but are prevented by the vigilance of the United United States authorities from embarking in any num ber or transporting arms and ammuni tion. Cuba might by making the proper overtures, be accepted by the United States for annexation, but the fertile island seems to prefer a government of its own, and we would be glad to see it accomplish that end. Since Dr. Tanner, several years ago, consummated his famous 40-day fast, numerous others have fasted for a longer or shorter period in the hope of gaining notoriety. Their experience does not benefit medical science at all. Samuel Yaisle of Portland has just died after fasting thirty days, and he will now have a chance to complete his stipulated time without personal inconvenience or suffering. Some of the revelations of the census will startle a good many people. For instance, there are now more than 500, 000 almond trees bearing in the United States ; there are hundreds of thousands of bearing cocoanut trees; there are more than 250,000 olive trees, bearing fruit equal to the best Mediterranean varieties. There are more than 500,000 bearing banana plants, 200,000 bearing lemon trees ; 4,000,000 orange trees and 21,000,000 pineapples. The enterprise of railroad builders has overreached ; itself in trying to lay a track across the Puyallup reservation, and the government has put a summary stop to the work by ordering out troops. No trouble is anticipated, as when the projectors understand that the govern ment means business, they will drop the scheme and direct their efforts to some other quarter. One thing the party that is to have full power could do to obtain a great deal of credit, and that would be to re peal half the laws we now have, instead of passing new ones. IOWA'S CRACK BAND. It Will Play in the Iowa- Building Daring the World's Fair. One of the best things Iowa will send to the world's fair is the Iowa' state band. It is an organization of which Hawkeye people have reason to be proud, and they think that when the fair is over the people of the world will know that Iowa can furnish as good. musical talent as can be found any place. The band is strictly a state or ganization. The members of it live all t-he way from Dubuque to Council Bluffs. The leader of the band is Frederick Phinney, a down-easter who FWtDERICK PHISXE7 comes from a family of musicians. It was he who organized the famous band of Lynn, Mass. His father organized the old Plymouth band years ago. This band was one of the first musical ag gregations in Massachusetts and used to head the famous Standish guards which date their birth from colonial times. Mr. Phinney's ancestors were among those most conspicuous in the formation of the guards. Mr. Phinney is himself a direct descendant of Miles Standish. He came to Iowa in 1889 and commenced the organization of what is now the Iowa state band There were then several bands in Des Moines. He picked from these the best musicians, and to give him united sup port all the bands disbanded. The or ganization under Mr. Phinney's able direction has steadily grown, and now it is admitted all around to be one of the best bands in the country. The en tire band of fif tv pieces will play in the Iowa state building at the world's fair three, and perhaps six months. The band is maintained and supported by the people of Iowa.
