A LEGAL OPINION.
A reporter of The Chronicle sought
a leading lawyer of The Dalles today for
light upon the legal probabilities and
possibilties of the injunction suit now
pending. It was this gentleman's opin
ion that the injunction suit would be
sustained as regards the Soldiers' Home,
for the law in question could scarcely be
plainer. He did not think, however,
that the Eastern Oregon asylum would
come under this category, reasoning
that the mere fact of the building is not
the institution. The state would have
the right to build a supreme court
building at Pendleton, say.for the accom
modation of the Eastern Oregon session,
it merely being a business proposition of
owning a building instead of renting
one. In the same manner a branch
asylum could be located away from
Salem, being a part of the institution at
Salem, having the same board of
directors as at Salem and acting
under their instructions. In other
words a building is not an institution,
but rather the management, the building
being the means to the end. The state
does not believe it advisable to increase
the number of patients at one point and
does desire that another asylum, to
work in conjunction with the Salem
asylum, be located elsewhere.
The recent panic in Wall street was
the result of some of the trusts which
curse the country. In a few, and a very
few cases, trusts may be honestly man
aged, their originators aiming to exclude
honest and fair competition and thus ex
tort unearned profits from the consum
ers. In most cases, however, they prac
tice the additional fraud of enormously
over-capitalizing 'their combinations, is--atiing
stocks greatly in excess of the cost
orthe value of their property. As these
manipulators know the ficticious value
of these stocks and their capitalization
they naturally unload when the least
flurry comes. In such a case, the in
flated stocks sink to something like their
real value, and those who held them
When the fall came are badly hurt. Un
natural inflation to pay high dividends,
with no actual value to represent many
of these trust stocks, a crush must come,
ami the stronger will then control the
weaker. Di spatch .
President Clarkson is undoubtedly a
smart man and a good republican, but
be makes a poor argument for the su
periority of republican management
when he says that the recently inaugu
rated administration has shown an ad--verse
balance of foreign trade in the last
four months of $80,000,000 against a
favorable balance of $70,000,000 in the
first four months of Harrison's adminis
tration. The time in both instances is
too short to be influenced by either ad
ministration other than that made re
sponsible by its predecessor. His other
utterances in arraignment of democratic
party are truer.though there is nothing
especially original in them, the negro
question especially being time-honored
and threadbare.
Umatilla county will henceforth have
a new element in their elections in the
Indian. There are a good many hun
dred of them who will be entitled to
suffrage, as they will soon be full fledged
citizens of the United States. The al
lotment of their lands in severalty has
been approved, and next June they will
have a right to cast their ballot. If
they hang together they will hold the
balance of power, and professional wire
pullers will have to do something horoic
to capture them ; marrying a squaw,
perhaps, or at least dandling a pappoose
and assuring the mother of his excep
tional precocity, as well as remarkable
beauty.
Mr. Cleveland, in shifting the respon
sibility to subordinates, of supplying
hungry office-seekers, will not disap
point them much. As far as he is con
cerned, he has, on the whole, proven
rather balky. The numerous heads of
departments will be more responsive to
the wishes of their constituents, know
ing them better, and the gory ax will be
kept swinging with a vigor that cannot
help but be satisfactory to the most san
guine. A convict says he was sent to prison
for being dishonest, and yet be was
compelled every day to dye out pieces of
pasteboard, which are put between the
inner and outer soles of the shoes made
there and sold as solid leather.
The trial for the purpose of testing
the constitutionality of the Geary law is
in progress at Washington. It is at
tracting wide-spread attention, and ap-

All the personal habits of William
Eustis Russell, the young governor of
Massachusetts, are characterized by
their simplicity and freedom from con
ventionality. He apparently takes the
same pleasure in grasping the hand of
the lowliest hod-carrier as in talking
state finance with the president of the
biggest bank in Boston. As governor
he goes to the balls of various social or
ganizations, looks on for a half hour,
chats with the floor director and the
chairman of the committee on arrange
ments and then goes away to do the
same thing at another. He received in
one year during his present term of of
fice over four thousand invitations to
balls, banquets, charity fair openings,
meetings and various other events. He
accepted all that it was humanly possi
ble to attend, and for weeks at a time
he did not reach his bed until long after
midnight.

Dalton the governor was early at the
recent great fire in Boston. He got in-

side the lines without much difficulty,
the policemen on guard graciously per
mitting him to pass when told who he
was. His dress was not at all reassur
ing to the officers, for he wore a soft
slouch hat and a light-colored spring
overcoat, which was too small for him.
The want of elegant apparel may ac
count for the rough reception which
followed.
He had just found a dry spot on the
sidewalk to watch the progress of the
fire when a policeman, who saw him
from the opposite side of the street,
rushed across, and, without a word of
explanation seized the governor by the
arm.
"Here! here!" he said, "outside the
lines! outside the lines! You haven't
any badges. "
There was a moment of suspense in
the ranks of the governor's friends, and
while the youngest was trying to reach
the policeman and inform him whom he
was pushing the governor turned and
looked at the officer, and a little news
boy called out: "It's de guv'nor!" The
officer released his hold and walked off,
looking very foolish.
