A few people here will no doubt be greatly interested in knowing; that there is a "shanghai farm" within a few hundred miles of them, says the Oakland (Cal.) Times. Very few people have any idea of the manner in which a man is abducted and put on board a -ressel in the stream, and fewer still have any idea that a great deal of such -work is done from the Oakland side, be cause there is no water front patrol here. The manner of shanghaing is very simple. When a captain requires a crew the law demands that he shall sign them before a proper officer. This is done, and each man is asked if he is satisfied with the manner in which his account has been settled by the board ing roaster. The answer is invariably In the affirmative, and the captain leaves the shipping office. He knows that if he has signed twelve men twelve men will be put on board his ship when he is on the evo of sailing, but he also knows by experience that if he gets one-half of the actual men he engaged he will get more than the average. The other half are partners of the board ing master, who have probably been before the same shipping1 master twice in the one week. It is these dummies who are substituted by men who are shanghaied, the latter being, in many instances, so unlike sailors that it is considered advisable to keep them out of sight. It is quite a common occur rence for three or four of the crew, after they recover from their stupor, to have to go to the mate and find out the name under which they are sailing. Additional light has been thrown on the matter by the publication of a story in a Santa Rosa journal of the exist ence of a "shanghai farm" located near that town. "There is one industry," it says, "located near Santa Rosa of which most people have no knowledge. It is a 'shanghai farm.' A clever mor tal of San Francisco, who has various interests in water-front boarding houses and is under contract to furnish sailors to shipmasters, is the proprietor of this industry. "The retreat is located in the hills over in Rincon valley, about five miles from town. There is plenty of whisky kept on tap, and all who enter therein are invited to drink to their heart's con tent. In most every town between here and San Francisco the 'shanghai farm' is in collusion with some beer joint proprietor. This is the way the scheme is conducted: The victim has been at work, and on Saturday night comes to town with his earnings. He is in for a good time, and joins convivial crowds wherever he finds them. He finally gets into the spider's web. His money is all gone, but still he is given drink. He is told of the joys and com forts of a mountain home near by, owned by a philanthropic friend of the barKeeper, wnere tne weary may rest from their labors and drink good whisky. lie is fascinated. He is kept in a nasty reeking drunk all night. Next morning he wants to sober up on whisky. He is half dazed. He is in vited to take a ride in a buckboard by a friend who appears on the scene, and gratefully accepts the offer. They drive to the shanghai retreat. A big barrel of whisky stands sparkling in the cellar. A half dozen vagabonds are lying around. The victim gets thoroughly drunk, and so remains until a new vessel arrives at the Sa Fran cisco port, when the proprietor comes up and escorts the bevy and places them aboard the vessel. When the victim realizes his whereabouts he is sailing over the bounding main." Guaranteed Cure. A Winnipeg Man Thinks It Will Yet Be the Granary of the World. "If the horse could stand it," said a well-known resident of Winnipeg, Man itoba, to a reporter for the Washington Star, "a man could leave Winnipeg and ride one thousand miles west and north west over a level prairie before he would be obstructed by the mountains. This gives an idea of the great territory ly ing west of Winnipeg, which, to the eastern man, seems way out of the world. The soil of this prairie produces the finest spring wheat grown any where, and the enormous plain I've just mentioned will in a few years be the gTeat granary of the world. Eastern people have a misty id ea of our expan sive territory. We are just commenc ing to grow wheat compared to a de cade hence, though our crop two years ago was thirty million bushels. We have but little snow, and in the many years I resided in Manitoba I never saw the tops of the bright prairie grass covered. Cattle fairly roll in fat, and we are becoming a great cattle country. While most of our settlers are from across the water, yet the n amber from the western states is yearly increasing. We have no wild west frontier scenes. There are no settlers killed over dis puted claims, as has been an everyday story in the west for years. Our home stead laws require a three years' resi dence of six months each. Land may be preempted, too. Gold has been dis covered in wonderfully rich quartz de posits a few miles east of Winnipeg, and paying mills have just been erected by Minneapolis capitalists. I predict a 'rush' to the Lake of the Woods district next year. Winnipeg has thirty-five thousand inhabitants and is a thriving city. Our winters are cold, but we do not mind them.
