The following telecrram was sent to
the congress of the United States by the
Oregon legislature . through Senators
Dolph and Herman Feb. 10th : "Whereas
the state of Oregon has heretofore paid a
large sum of money to aid the United
States in maintaining the common de
fense in the suppression of the war of
the rebellion, the amount of which has
been shown by the reports of the honor
able Secretary of War made to Congress :
and whereas said debt has not yet been
paid, but is long since due; and whereas
Hon. J. N. Dolph has introduced in the
senate of the United States an amend
ment to be proposed to the sundry civil
bill making an appropriation to pay said
claim together with similar claims of the
United States of California and Nevada,
and whereas the United States has re
imbursed other states of the Union for
Sams of money expended on account of
the war of the rebellion, such payments
jurerestatine (up to March 15, 4892) the
sum of $44,725,072.38 but has not paid
any sum whatever on said accounts to
the said states of California, Oregon and
Nevada; Therefore, be it resolved by
the legislative assembly of the state of
Oregon, That justice and equity demand
that the payment of said claims should
be no longer delayed by the United
States, and that an appropriation of
money therefor should be made by
congress at this time. And be it further
resolved, That this memorial be tele
graphed by the secretary of state to our
senators and representatives in congress,
and that a written copy thereof duly cer
tilled shall be forwarded to the presiding
officers of the senate and house of repre
sentatives of the United States." If
Oregon recovers the sum named in the
memorial she would be able to represent
at Chicago on a magnificent scale, or
perhaps run an opposition show of her
own.

The Pekin Gazette contains a carious '
memorial from the viceroy of Canton re
specting 103 74-centimeter guns manu
factured by Kruppon the order of Chang
Chin tang, the Late viceroy of the prov
ince. The viceroy says the guns are
excellent in every respect, but they do
not suit the fortifications for which they
were intended. The damp climate of
the province and the white ants, "which
eat anything and everything," would
destroy them; the district is so hilly that
they could not be moved, the coast is
composed of wet sand, in which the
wheels would get fixed immediately; the
guns are too long for the embankment
on which they were to be placed and
could not be turned around; there are no
horses in the province to drag them, and
if there were there is no forage for them;
finally, the horses in the adjacent prov
inces are so small that if they were im
ported they could not drag such heavy
guns. The obstacles being so numerous
and insurmountable, the memorialist
asks that he may be allowed to transfer
the guns to his brother, Li Hung Chang,
for use in the north, payment to be made
for them when he can. Should be re
ceive any money from nis orotner on
this account, the memorialist promises
to report the fact. The emperor author
izes this course to be followed.
The wonderful hair-producing medi
cines which are so largely advertised
nowadays and illustrated with portraits
"before using" and "after using," fade
into insignificance when we gaze at the
new Columbian postage stamps. The
one-cent stamp represents "Columbus
in sight of land," his face being innocent
of any hirsute covering; but on the two
cent stamp, which shows the "Landing
of Columbus," which must have oc
curred less than twelve hours later, the
great discoverer appears with a full
beard. The great question now agita
ting the mmdB ot historical students is,
"Columbus, where did vou get that
beard?"
Only a few days remain to the Fifty
second congress. It is probable that
there is not a member who will not be
glad to welcome the end of the session
on the 4th of March. To many of them
it means a permanent exit from public
life, and to others it means the accession
to power of an opposing political party,
but to all of them it means rest. What
ever its drawbacks, they will be freed
from the daily grind, and in a few more
days the mails will be barren ot letters
from office-seekers, wbich have been
pouring in upon the democratic mem
bers in anticipation ot the coming
change of administration. Thev will be
that much ahead, anyhow.
Matlock's branch asylum bill having
passed both houses, has the approval of
the governor and will become a law in a
lew days. The bill appropriates $165.
000 and provides that for this sum not
less than 350 nor more than 640 acres of
Sand shall be purchased in either Wasco
Sherman, Gilliam, Morrow and Uma
tills, Union or .Baker county, and an
asylum and all out-buildings erected to
accommodate 350 patients as a minimum
and 400 if possible.

Tuesday evening the bells of all the
parish churches of Brussels rang merry
peals to celebrate the anniversary of the
return home from the Holy Land of the
survivors of the Brusselers who took
part in the first crusade. They had left
in 1095 with Godfrey, of Bouillon, whom
they left there, and for six years no
news had been received of them. They
were given up for lost, and more than
one of the forsaken wives was thinking
of giving a successor to the absent one,
when on Jan. 19, 1101, at dusk, the ar
rival was announced of a troop of men-
of-arms at the Treurenberg gate. Great
was the joy in many houses, and the
long waited for husbands were wel
comed with the best of suppers, to
which they did such ample honor that
when bed time came they were unable
to move from their chairs, and their
valiant wives had to carry them to bed.
Until 1781 the council of Brabant held
no meeting on that day. Belgian News.

This was the dire predicament in
which Miss Norah Oldham, of Nashville,
was placed, and it was only due to her
cool judgment and calm presence of
mind that she was saved from death.
In attempting to cross the railroad
trestle which extends from Cedar street
to beyond Line. ?hn was run down by an 1
express train, the engineer of which. j
Dickson, was trying to enter the Union j
depot on time and had been running un
usually fast for some minutes. She was J
compelled to let herself down on the j
outside of the track and hang on unti'

active railroad workers who have taken
