SHIPPERS' SENTIMENTS. The following extracts show the senti ments ot Inland Empire . shippers with respect to the Regulator line and the river ronte. The names of the writers are purposely omitted, as it is part and parcel of the policy" of the "system" to "punish a shipper" when they find out that such .shipper has attempted to protect his personal Bank account by practicing the economy of shipping by the cheirpest route. This is a strict vio lation of U. P. R. rules: They want all the money for the freight that the goods will stand,, for the ."system." These commeuts read as follows: No. 1 says: "They (the U. P. B. Co.) don't seem to like us to ship this way, but we are not married to them. It pays to ship via your line, even though handicapped by portage and transfer." No. 2. says: "They hold our goods from one to two weeks, in order to force us to snip all rail." No. 3 says: "Their latest dodge in to hold our goods, to compel us- to ship through them ; hut we - order ahead. They threaten to reduce our service, if our merchants patronize your line. It is a matter of dollars and cents to us. "We have saved nearly $200.00 by ship ping through you. They can drive us farther away, but never nearer, by-their present methods. " No. 4 nays : "We can assure you that we are highly pleased with our first deal with your company. The goods came througu in tine shape, and we are gainers by several dollais through water trans portation." No. 5 says: "We have saved over nine dollars on one shipment of dry goods." The list auight be Indefinitely ex tended ; hut the above is sufficient to show the. increased and wide spread sentiment of Inland Empire shippers, respecting the advantages accruing to business by the use or the facilities af forded the public by utilizing the steam ers of The Dalles, Portland and Astoria 'Navigation company ; and the slate jiortage railway ; on the Columbia river, between this city and Portland. A sen timent which is selt'-iuipuseil, from pecu niary motives, and which is even more richly deserving of recognition than the bestowals of patronage attest. It .was not expected, by the projectors of the Regulator Line, that they wsAild amass a fortune by their investments, hut they have the proud satisfaction of knowing that they have coni'eried permanent betieJlUi upon the commerce of the Inland Km pil e, and it is satisfying to them to realize that their efforts have been measurably appreciated, and they can look hopeful y to the future lor a proper regaru f tiieir enterprise when the pub lic generally fully understand the situa tion. The tullnees of this understand ing is coming; surely and certainly; even though it be tardy in some quarters. It appears to be necessary for the country press to take a hand in the mortgage tax question, and indebted ness clause of our assessment laws, and decide the matter, as Ihe Portland -chamber of couiinerce have done nothing but quarrel over the subject, and it an assemblyman wanted any slight it would be very dim, coming from that source. Thb Ohbonicxk voices public expression in this division of the i state when it says the people are almost . a unit in favor of the repeal of both clauses. If the interior press will take Mhe subject up and discuss it from the popular standpoint, it will not be diffi-; cult for the average legislator to under stand that the people are heartily sick and tired of permitting Portland influ ences to provide themselves with a law suited to per.-onal conveniences for . avoiding the payment of their just pro portion of the st te taxes, which the un sophisticated and honest plebian is afraid to adopt for fear of getting a term . in the penitentiary for perjury. This is Just about the long and short of it, and The Chhonjci.k so plainly stated the matter when the board of equalization was in The Dalles, that Mr. Wingate. a member of the board, admitted the truthfulness of the prop- sition. It is perhaps nothing more than right t6 give the Portland chamber of com jnerce . credit for honest intentions in their effort to present the facts in regard to fees of sheriffs and clerks, in such manner as to cause the repeal of existing laws and substitute one providing suit able salaries forsnch officials, and turn ing all fees into the county treasuries. The lesson of economy tanght by the Washington state and county salary system, which by the way, was the main object of attack from the democracy dur ing the recent campaign, bad a very desirable effect' in educating the people of Washington, to..the beauty. of the system, and has also .had a tendency to open the eyes of. the Oregou'press to the ''ma extravagance." -'of the present mmmm V.. - - I t 't ' ' l nis is an opportunity " ' before offered;" : Don t iviiss it.
