G. T. Hollister of Greenville, is in
favor of taxing dogs in thia state $1.00
to $3.00 per head, thus making dogn
"property" under the laws, and creating
a special school fund to be ufed only for
.the building of better school houses and
for furnishing fixtures for the sanw.
The said tax to be collected or assessed
by the clerk of each district while taking
the numeration of their respective dis
trict, and to become delinquent on the
.first Monday of March, the clerk to be
allowed a certain per cent, for the assess
ment; the amount to be fixed by the
county school superintendent of each
county, and when not paid before de
linquent to be collected as anv other
tax. A tax of this kind would have a
tendency to the building up of a better
breed of dogs, for people owning worth
less curs would probably tiien dispose of
them and keep only dogs of some value.
A twentv-four-foot wheel, on a cata
maran in the Columbia river, is to be
utilized next season in pumping, water
up to a bight of sixty feet to be distrib
uted by a system rof ditches over Dr.
Blalock's Blalock ranch. The boats will
. be anchored in th river, and by the
natural current of the water will re
. volvi- the large wheel, which will fur
nih the motive power for working the
pumps. . If it proves successful a num
ber of others will be immediately con

That there is to be an awakening of
the gold mining interests of the Inland
Empire at no very distant day, possibly
next spring, is evidenced from reports
which reach Thb Chronicle from var
ious sources. The Long Creek Eagle
Bays a big ledge of free gold ore has been
. discovered on Olive creek. It is about
100 feet' wide and sticks up from the
ground in places thirty feet high.
Croppings assay from $7 to $40 per ton.
A mill will soon be erected ou the prop
erty.
The meeting of the state horticultural
society promises to be a most interest
ing and profitable one. It will convene
at the council chamber in Portland,
January 11th and 12th.. Mayor Masui
has promised to grace the meeting with
his presence and deliver an address of
welcome to the members of the board
' and K all visitors from abroad. There
are a number of important subjects to
come before the meeting for discussion
and action.
Oregon lioMenien' aro taking an inter
est in the matter of introducing Ken
tucky bine grass into this state. The
more it is discussed the more pronounced
is the expression in its favor. It is
claimed to he just Jhe thing for the roll
. ing lands i' the valley and the southern
part of the state, and also for the foot
hills. A man in Washington county
has experimented with a Pmall field of
it, and Sims thut it do s very well.
The Snake river canal, which is to be
constructed aa soon as possible, will be
over 100 miles in length when completed.
It will le 48 feet wide at the bottom and
74 feet wide at the top, and will cover
300,000 acres of land. At the point
where the water is taken from the river
the canyon is 300 feet deep, and the
'water will be raised by means of a dam.
'The proposed .terminus will be near
Huntington.
A road Supervisor in Washington
county, whose district tax is $4,000 an
nually, states that by estimates recently
made, this sum will plank five miles of
road that will not have to be again
touched for live years. In the mean
time twenty miles can be built. Yet by
the present system the dirt roads are
worse than they were a year ago.
Gen. Butler thinks the beat ballot
law Massachusetts ever had was that in
force for two years about forty years ago,
when the citizen placed bis vote inside a
small envelope. If two votes were
found they were both rejected, and there
were rarely more envelopes than voters'
names on the poll list.
The Catholic Hentinel comes to us this
' week in a much better style than that
of an ordinary newspaper. It says the
enlargement, the change of form, and
the new dress of type are not evidence
of the prosperity of the paper, but. of a
' renewed and costly effort to deserve
. Buccesa.
A special election was held in the
Harney district yesterday which is the
i '- 2d attempt since last Jane to secure a
. -representative to Salem. A. W. Gowan,
llell Fen wick and W. C. Byrd were the
candidates voted for.
