ASTORIA AGAIN AHEM).
A mortgage for $10,000,000 litis been
placed on record in Astoria, which
secures $30,000 per mile for the Astoria
a. Lid Portland railway. As the company
has accepted tlic Astoria and South coast
railway.,. the immediate issue of $480,000
is understood to cover that railroad
which 'has bexme of increased imjort-
nee as .part of the Astoria and Portland
ystem that is now under construction.
Thisdeed makes known that the Astoria
And .Portland railroad is about to attain
transcontinental proportions. It will
not alone connect Astoria with the great
trunk Hues; the Northern. Pacific, the
Southern Pacific and the Union Pacific;
but will form the basis of a transconti-
, iientul system itself. Provision is made
iu the mortgage deed for a branch line
to4-iie .manufacturing lov. n of Oswego,
and for other extensions. That these
extensions will be great nisiy be judged
Crom the terms of the mortgage, which
provides fen- tlie building of 350 miles,
that being the numlier of miles
required, at $30,000 jer mile, to
consume the full amount of the
issue. Jt is impossible to overestimate
ttie importance of this railroad both as
regards Astoria itself and the whole of
Oregon. The commanding position of
Astoria fiom a commercial point of view
kas long been recognized by the leading
railroad men of the county. Each of
the transcontinental lines has watched
Ithe designs of the others as regards As
itoria. It is well known that these trunk
dines are determined that no one line
. Hivall monopolize the traffic with the
.mouth of the Columbia. Accordingly
-Astoria may soon see the Northern
tsfche Union and the Southern Pacific tak
:5ng steps to gain a foothold there. Sur
veys have been already made for the
Northern Pacific which needs only forty
seven miles of track to connect its line
with Astoria. Large terminal facilities
Jxave also been reserved on the west side
ior this trunk line which the Astorian
says is now represented there by an ef
ficient agent. The Union Pacific which
now does a large steamboat, passenger
and freight business with Astoria, has a
strong incentive to retain its hold. The
Southern Pacific which controls the
. Tonte to California will also re-appear as
at claimant for the railroad business of
.Astoria. .
HYther conference On the dalles boat
railway is at an end. Senator Dolph
ld not sign the report, but will not fur
ther prolong the fight, as lie says it is
useless, and he will not jeopardize the
lull in which Oregon has such large in
terests. Our first report this morn
ing, was to the effect that "the con
ierrees on the -river and harbor
tH iiave agreed to the only two points
in dispute the senate amendment pro-
-usiding -for the dalles boat railroad and
tle lake Washington canal. The senate
ronierrees receded from both with a
proviso that a board of four army offi
cers and three civilians be appointed to
re-eixantine hotli projects.'' This was
incorrect.
."British 5neral elections oivened in
iLondou yesterday with the return with
Mttt opposition of Lord Randolph j
CJhurchill. conservative, from South !
Haddington, who represented that die- j
trie in parliament, just dissolved. The
district is overwhelmingly conservative
and unionist, and it was thought best
not to waste money in contesting the
seat. Lord Randolph is not regarded as
a desirable ally by many con serva tires,
but has personal influence they cannot
ignore. -
There is a vague rumor that Calvin S.
Briee will not. conduct the national
democratic campaign this year. Brice
is as dark and lowering as the
inside .pocket of a black alpaca coat and
you can bet that Dick C'roker's . waist
coat covers a multitude ot vengeful pur
poses. New York has been given to un
