How many farmers are aware of the fact
that there were 62,411 head of horses im
ported and sold in the markets of the
United States in 1888, and only 2,263
exported? This is depriving the farmers
of the United States of the sale of over
"150,000 horses annually; and these fig
ures will apply to each of the past five
or six years. Most of these horses came
from Canada and under the old law paid
a duty of 20 per cent, ad valorem on a
value of about $45 per head. Under the
McKinly law they will have to pay a
duty of about $30 per head, which will
undoubtedly stop the traffic. The farm
ers of the United States can raise their
own horses.
Arrangements have been completed to
get a test case before the Washington
snprem court on the taxation of notes
and accounts. The republican state
central committee has employed an at
torney to sue for a mandamus in the
superior court of Columbia county en
joining the assessor there to list that
class of property. The mattter will be
brought to an issue in time for this
year's assesment.
It is highly illustrative of California
enterprise, as compared with that of
Oregon, that this state should import
large quantities of tan bark from Cali
fornia, while Oregon forests could furnish
nnlimited quantities for export.
The state military board has decided
that no encampment of the Oregon
National Guard will be held this year.
The money will be saved to send the
.boys to the world's fair.
The Missouri Outlaws.
"Ozark, April 26. Attorney-General
'Wood passed through here yesterday, on
his way to Forsylhe, the 'attend court
there tomorrow. It is believed now that
the men who composed the -mob at
Forsythe which killed Deputy Sheriff
Williams will all be indicted, as the attorney-general
is going to be with the
grand jury and see that indictments are
found against the offenders of the law.
The Great Bank of Rngtaad Swindle.
Four Americans, named George and
Austin Bidwell. George McDonald and
Edward Hills, contrived to defraud the
Sank of England of nearlv 1.000.000
They accomplished their swindle by tak
ing advantage of a custom of the bank
which -bad grown up through the gen
eral honesty of business men and meth
ods in England. The bank was accus
tomed to receive bills of exchange in
deposit on account, without verifying
'their signatures or the acceptances.
Probably until the Bidwells began to
experiment on them the bank authori
ties never had had such, paper offered
them otherwise than in good faith.
These men contrived by pretense and
falsehood to secure the necessary intro
duction to the bank officers, and opened
an account with them nnder an assumed

r with these bills from all over the world,
all signed and accepted with apparent
regularity. The bank unhesitatingly
cashed these and put the proceeds to the
credit of the swindlers, who drew out
the money in ostensible business trans
actions in "such a way as to excite no
suspicion r on the part of - the bank of
ficials. '
At last the rascals betrayed themselves
by neglecting to date the acceptance of
two of the fraudulent bills. - Tbecbaak,

by detectives all the men were arrested,
then tried 'and convicted, and All sen
tenced to prison for life. In 1888 George
Bidwell waa pardoned and allowed to
return to the United States. The others
