Some time ago Frank Frazter of Uma
tilla county bought a number of mort
gages at a sheriff 'a tax eale. Frazier
paid his money for the mortgages and
the sheriff gave him a receipt that certi
fied to the facts of the sale and payment
of the money. In other words the
sheriff sold him certain mortgages but
instead of delivering the goods on pay
ment of the money the sheriff simply
gave him a .receipt. Now Frazier sues
the mortgagees. He wants the mortgages
foreclosed and the defendants Debarred
from all interest in them save the right
of redemption. ' The case will most likely
go to the supreme court for final decis
ion and then it will be known if the
taxeB can be collected on an Oregon
mortgage. We believe Frazier's only
remedy lies in suing the sherifftor the
recovery of the money he paid him for a
thing the sheriff sold and got paid for
but never delivered.
The people's party "of Multnomah
county held a convention in Portland
on the 9th inet., at which a full county
ticket was nominated. The people's
party is remarkably like the older par
ties it seeks to reform. It never forgets
to make a stiff grab -after the lucrative
offices. This taken by itself is all right,
but it throws a question of doubt on the
sincerity of the reformers when what
they call great and important principles
of reform are promulgated with a zeal
. propoitionate to the amount of wages
attached to the office sought after. The
popular heart cannot be fired on the
mere issue of helping a man. into a fat
-office. A calamity howler is a contempt
ible creature under any circumstances
but doubly so when his aim is to howl
timself into office. Great principles, of
-political or moral reform lose their
force and converting power in the lips
- of mercenary place-hunting advocates. -
J. T. Flynn, the Southern Oregon
rustler, has prepared and fitted out a
canoe expedition which starts today
upon a voyage of discovery down the
Rogue river from Grants Pass to the sea,
a distance of ninety miles. He expects
" to demonstate the practicability of navi-

Bimetallism In England.
Washington, April 11. A leading
senator is. authority for the statement
that Secretary Foster did talk, 'on the
money question while in Europe for his
health, recently, and that he talked con
siderably. He says that Mr. Goschen,
"the British chancellor of the exchequer,
favors "the full rehabilitation of silver."
In Mr. Foster's opinion bimetallism is
growing in England, everywhere except
; in Lombard St., London. Lorqhard St.,
of course, is for the single gold standard.
Nevertheless, Mr. Foster met two direc
tors of the Bank of England, who were
bimetallists. The world will have to
get back to the old gold and silver part
nership yet but free coinage of silver
by this country is not the way to reach
that desirable result.
Another Will Contest.
Lincoln, Neb., April 10. About
twenty years ago Elder Jason G. Miller
. adopted, from a foundling hospital in
Chicago, a baby girl, and brought her to
his home in this city. - He died in Cali
fornia three months ago leaving; an es
tate valued at $500,000, largely real es
tate in -Lincoln. In the meantime the
girl, against the wishes of her foster par
ents, married, becoming Mrs. E. O.
Lewis. Elder Miller left a will be
queathing the larger part of his wealth
to charity and nothing to the daughter.
Mrs. Lewis now brings suit for half the
estate. -
' Wasting Valuable Time.
Washington, April 11. In view of
the fact that time is rapidly passing
away and there is literally nothing to
show for it from congress, a correspond
ent of the New York Sun suggests the
revival of the rule of the old Roman
senate, which obliged every senator who
introduced a new law to do so with a
cord around his neck. If the law failed
to pass, its sponsor was strangled. . As
a method of reducing the bulk of the
Congressional Record and shortening the
sessions of congress, and legislatures as
well, this would certainly be effective.

Federal Buildings.
. Washington, April 11. The senate
postoffice bill, now before the house,
authorizes the construction of a federal
building in every city or town where the
gross postal receipts for three proceeding
years have exceeded $9,000 and have
not exceeded $90,000. - The cost of build
ing and site is to be governed by the
gross postal receipts for three preceding
years and in no case is to exceed $75,000.
The buildings are to be constructed with
a view to future enlargement as the local
postoffice business increases. . The work
of purchasing sites and constructing
buildings is to progress only as fast as
congress makes the necessary appropri
ations.' All plans are to be approved by
the postmaster general, the secretary of
the interior and the secretary of the
treasury. Public sentiment decidedly
approves the spirit of such a measure.
It is a fair criticism of the senater bill to
say that even the economists will prob
ably oppose it on the ground of tempor
any expediency only. True economy is
subserved by housing all federal em
ployes in buildings belonging to the
government, and the senate bill is a
move in the right direction.
