the cascade locks are fiuished." Not
alone The Dalles, Bro. Parker. - These
modern light draft steamers are so con
structed that they may ascend any or
dinary creek, and with the ' means pro
vided at the dalles of the Columbia,
simultaneously with the completion of
the locks at the cascades, might reach
Walla Walla if the authorities will re
move the sage brush along " the route
from Wallula, and sprinkle the streets
well. All jokes aside, there are many
more benefits to accrue to points beyond
The Dalles, than to The Dalles : proper,
by this long deferred improvement, and
right minded journalists should see that
it is for the benefit of the whole interior
that we of The Dalles are so persistently
working for an open river. -
Republican Rally.
The republicans will hold a meeting at
the Court house this evening, to ratify
the ticket nominated ' by the state and
county Republican Conventions. Hon.
P. H. Ward, recently from Indiana, and
ex-Judge of the 30th judicial district of
that state, and Hon. Geo. Watkins and
W. H. Wilson of this city, wilt address
the meeting. Members of all parties are
cordially invited. Seats will be reserved
for ladies.

Senator Watkins..
Hon. George B. Watkins, of The
Dalles, who has been nominated for the
judgeship of the seventh judicial dis
trict, is .a native of Montgomery county,
Ohio. He was born in 1854. came to
Oregon in 1862, and settled in Silverton,
Marion -county. Remaining at . that
place four years, he went to Wasco
county, located at The Dalles, studied
law in the office of Hon. N. H. Gates,
and was admitted to the bar in 1880.
In 1886 he was appointed district
udge by Governor Moody to fill the of
fice of an additional . judge given that
district by the legislature. At the ex
piration of his term of office he resumed
the practice of his profession, and in
1888 was elected state senator. At the
last session of the legislature he presen
ted the portage railroad bill, authorizing
the state of Oregon to construct and op
erate such a roact around the obstruc
tions to navigations on. the Columbia
river and at The Dalles.
The bill was one of gieat importance
to fell of Eastern Oregon," and its final
passage gave to the people of the Inland
Empire a 'competitive route to transpor
tation, and the efforts of Senator Wat
kins in securing to the people such relief,
will bring to him the support of many of
the residents of the seventh judicial dis
trict belonging to the democratic party.

Mr.- J. P. Blaize. an extensive real
estate dealer in Des Moines, Iowa, nar
rowly escaped one ot tne severest at
tacks of pneumonia while in the' north-
era part of that 1 state during a recent

Blaize had occasion to drive several
miles during the storm and was so thor
oughly chilled that be was unable .to

severe case of pneumonia or lung fever.
Mr. Blaize sent to the nearest drug store

Remedy, of which he had often heard,
and took a number of large doses.- He
ays the effect was wonderful - and that
in a short time he was breathing quite
easily. He kept on taking the medicine
and the next dav was able to come to

To illustrate the utter smallness and
meanness of-the corporation known as
Union Pacific railway company, permit
me to relate a little experience I have
lately had with that company. Last
fall I went down to the Portland expo
sition on an excursion ticket purchased
from the' company. The' ticket' was
good for four days and finding I -had' to
visit Eugene before returning- home" I
went to Agent Hurlburt in Portland and
asked him what disposition I could make
of my return ticket. He informed me
that if I should run two days over the
time allowed by the ticket for return, it
would cost me 80 cents a day and that I
should in that case have to pay $2" for a
one way ticket from Portland to The
Dalles instead of -the regular fare. On
the morning of my return (it was Sun
day) I called, at' Mr. Hurlburt's- office
and was informed' by a" man who was
sweeping out the office that the agent
would not be there until 9 o'clock.' As
the train left there at 7 I was obtfged to
leave without getting a ticket and, of
course, the conductor obliged me to pay
the full fare on the train. I applied to
Mr. Hurlburt through The Dalles agent,
for a refund of $1.53, the amount over
paid through no fault of mine, and was
informed that in order to get it I must
buy a ticket from the company the first
time I am going to Portland, when the
amount would be . allowed, and not
otherwise. Now the mere amount in
volved is no consideration. It is the
principle of the thing. The .company
owes me a sum of money," acknowledges
by letters in my possession that they
owe it, but refuse to pay it '-unless as a
rebate on another ticket. Happily they
cannot force me.to travel by their road
as I never do and will not travel a mile
on the Union Pacific or ship a pound of
goods over their line when I can help it,
The Regulator is good enough for me
and I thank God on my own behalf and
on behalf of the people of Northeastern i
Oregon for a line of" transportation that
saved us from being at the mercy of the
Union Pacific, and while I am in the i
business, I thank the Chkoniclk for the
noble stand it takes in defense of the
people's rights. May its shadow never

Concerning an Arbitrary Rule.

My little girl, ten years old, who has
to travel to school in storm and sun
shine, ia dust and mud,, every day, a
distance of four miles, going' and coin
ing, has been expelled for being absent
four half days, unexcused." I went to
the principal to explain the matter, and
he sent me to one of the directors, and
that director sent me to another direc
tor, and this last one I cannot find any
where,' after having spent half a day in
the effort, a time that I can ill afford to
spare from' my work. '-. -
The "rule by which mv girl was ex
pelled may be all right for a boy, who
plays truant or absents himself to en
gage in a game of hookey, but for a girl
who is present in school every hour it
is possible' for her to be, it works a hard
ship, both upon the child and its par
ents. My opinion is that we, in the ex
treme' east of the city, have a right to
demand that we be given a school to
ourselves, and not crowd all the schools
together, as they are now. C. Wyss.

There were present Secretary -Tracy,

and Edward O'Brien, commissioner of
navigation, of the treasury department.
The instruction's were considered with
great care. Prior to this conference at
the navy department, Secretary Blaine
had a conference at his house with Sir
Julian Pauncefote on the same
subject. Later in the dav Sir
Julian Pauncefote had another interview
with Secretary Blaine at the state de
partment. While no one will talk
directly of the subject, the impression
prevails that the modus Vivendi is per
fected, and will be announced in a few
days in addition to the instructions to

Washington, April 9. The Charles
ton and Baltimore, now at San Fran
cisco, have been ordered to proceed to
Astoria, Or., to participate in the
Columbia river Centennial celebration,
May ' 12th.' ' The Concorde now at
Matanzas, has been ordered to proceed
to Memphis, Tenn., to take part in the
bridge celebration on the 12th inst. .
