Said a thrifty young farmer of Wasco
county to the writer today, as he re
. counted his earlier struggles to procure
a home for himself and family. "I
tried to grow up with . the country not
to dash ahead on borrowed capital in
advance of it; and now, while I have
not much to boast of, what I have is all
my own." Here is sound economy and
it applies equally to cities aiid individ
uals. Kansas, a great state, but one
that lias been boomed to death, is said
to havy twenty will build towns without
a single inhabitant to wake the echoes of
their deserted streets. Saratoga has a
$30,000 opera house, a large brick hotel,
a20,000 school house and a number of
fine business houses, yet there is nobody
even to claim a place to sleep. Her
banks remain, but they are silent.
Some of her dwellings stand there, mon
uments of the oredulty of man. At
Fargo a $25,000 school house stands on
the side of the hill, a monument of the
bond-voting craze. Most of the build
ings .have been removed or are torn
town. The hotel keeps g'oomy watch
over the remaining houses aided by the
'bank.' A herder and his family con
stitute the sole population of what was
once an incorporated city." These
towns did not grow up with the country,
they were built in advance of it. Hence
they are dead. And so it must be al
ways. Sow booms and all "but the sharks
will reap bankruptcy.
A contemporary deplores the fact that
so many ships come to . our" harbors in
ballast to take away our exports to for
eign countries. It is too bad of course.

the vessels came loaded every time they
would frequently bring us commodities
that we can just as well produce" our
selves. The ballast costs us nothing and
no money goes out of the country to pay
for it. Theu this country is big enough
and great enough to be able to produce
nearly all it needs.. The ballast may be
the means of increasing freights some
what but a country that sells a great
deal and buys little can stand a little ex
tra Ireight. On the whole let the ballast
come.
, Some one has discovered that certain
kinds of lamp wicks have been taxed
40 percent, by the horrid McKinley bill.
Now lamj wicks are sometimes used for
lighting churches and churches are
sometimes used for the worship of the
Almighty. ' And hence certain pious
members of the church of Cobdar are
wreath in or out their whiskev malted im
precations on the ambient air against
the horrible sacrilege of taxing the wor
ship of the Almighty, by taxing lamp
wicks. The slndent of political history should
not forget that Tammauy has never yet
succeeded a nominating one of its men
for president of the United Slates, much
less elect one. Every national conven
tion has resented its dictation, repudi
ated its methods and spat apon the odor
which attaches --to it and there is no
doubt it will do so again. Several of the
many defeats which democracy has suf
fered during the past quarter of a century
may be directly attributed to the in
famies of Tammany.
A free trade exchange says: "The
duty on wool increases the cost tf
woolen goods to the manufacturer and
hence to the peopler The price
of wool has dropped with every upward
bound of the tariff.' In that case a pro
tective tariff has a sort of double action.
It raises and lowers the - price of com
modities at one and the same time.
Is it not both significant and char
acteristic that fifty dollars saved on the
soap supply for West Point should be
the sum total of the retrenchment and
reform record of the present cone-res a ud
to date?
Mr. SlmploHon is in the habit of pun
ishing his boy very severely. Not long
since he observed that one of his sons
needed a new pair or trousers. He scold
ed the boy for wearing out his clothes so
fast. "Pa. no trousers can last any time
the way you hits," replied the son re

Primary election Notice.
Notice is hereby given that a primary election
will be held in each of the election precinota
within the limits of Dalles City, Wasco county,
Oregon, for the purpose of electing delegates from
East Dalles precinct, Biglow precinct, Trivett
precinct, and West Dalles precinct, to represent
said precincts at the Republican CCmnty conven
tion to be held at the court house in Dalles City,
Oregon on the 26th day of March, A. D. 1892.
Bald primary will be held on the
19th day.of March, A. D. 1892.
The polling places in each of said precincts are
hereby designated as follows, tow it:
East Dalles precinct at Wasco Warehouse.
Biglow precinct at Wm. Michell's office.
Trivett precinct at OountV Court Room.
W est Dalles precinct at Old City Flour Mill.
The polling places in each of said precincts
will be kept open for the reception of votes from
2 o'clock p. m. to 7 p. in. of said day, and the fol
lowing number of delegates will be chosen at
said primary election to represent their respective

Notice is hereby given that at a meeting of the
Republican County Central Committee of Wasco
county, Or., called by authority vested in me as
Chairman of said committee, and held at the
County Court Room in Dalles Citv, Oregon, on
the 13th day of February, 1X92, it was ordered
that a call be issued for a Republican Countv
Convention, to be held at the Court House in
Dalles C ity, Oregon, at 10 a. in., on the
- " 26th day of March, 1392,
for the purpose of nominating candidates for the
office of County Judge, Clerk, Sheriff, one County
Commissioner, Treasurer, Assessor, Superintend
ent of Schools, County Surveyor ana Coroner,
and the election of six delegates to represent
Wasco county in the Republican State Conven
tion, to be held in the city of Portland, Or., on
the 6th duy of April, 1892, and to transact slich
other and further business as may properlv come
before said convention.
The County Convention, will consist of seventy-three
delegates from the various precincts,

throughout the county at 2 o'clock p. m., of said
day, except within the limits of Dalles city, in
whleh the primaries will be conducted under
provisions of Primary Election Law and the
subjoined notice. , -
The attention of electors "in the various pre
cincts desiring to elect Justices of the Peace and
Constables, is called to the provisions of the new
election law as to the manner of nominating
their candidates at the primaries.

19,-1892, at 10 o'clock a. ni., for the pur
pose of placing in nomination - two can

one candidate in each judicial district
for circuit judge and prosecuting attor
ney, to be voted for at the coming June
election, and such other business as
may properly como before said conven

Common Council of Dalles City is about to
Broceed to establish by Ordinance the grade upon
le following named street in said Dalles City,
to-wit: On Fifth street from the west side of
Union street to the east side of Washington at.
The grade of said street will be fixed with refer
ence to the supposed stage of low water in the
Columbia river, which is fixed at a point 52.81
feet below the top of the hydrant at the south
west corner of First and Washington streets, in
said Dalles City, which point upon the Columbia
river is designated as the initial point from which
the elevations rereinaf ter stated are made. The
squares made by the crossings of streets with
said street, shall be of the following elevations
above the datum plane, or low water level of the
Columbia river, hereinbefore fixed. At the in
tersection of Fifth and Union streets. 78 feet At
the intersection of Fifth and Court streets 73.5
feet. At the intersection of-Ffth and Washington
streets 78 feet. 1 he grades of the aforesaid street
from square to square shall be uniform and equal
