The following, from the" Lawrence
county, Mo., Herald presents a woeful
contrast to this land of sunshine and
flowers on this blessed ere of Saint
Patrick's day in the inornin. "March
has-been having her own way for the
past 86 hours. The ' wintry gale which
has been prevailing has been the worst
of the season, not so much from the in
tense cold but from the piercing, cutting
winds. In exposed places the . ther
mometer has reached 10 degrees above
isero, a very low mark for this time of
. the year. Yesterday it was almost im
possible for women to venture abroad on
the streets. Many tried it for a time,
but were simply compelled to epread
their wings and float wherever the wind
listed. Today it is even worse. The
lion has knocked the lamb clear out of
the ring. Many swinging signs were
blown down last night and in one or
two CB6es plate glass doors were broken.
Those who are good judges say that the
wind was blowing at the rate of 50 miles
per hour."
We cannot too earnestly urge upon the
readers of the Chroxjclk the imperative
necessity that exists for sending to the
county conventions only such delegates
as can be relied on to support men for
legislature offices who are known to be
true friends of the dalles portage and an
open river. Everything depends upon
the primaries and if the masses of the
people stay away from them, and allow
them to bejrunjby the political bosses, we
shall have just such a set of legislators as
we had two years ago, two of whom,
intentionally or otherwise, helped to
defeat a appropriation of $400,000 for the
dalles portage. . Before this one question
of a portage every other is insignificant
and unimportant, and the success of the
scheme depends upon the action of the
primaries more than .upon anything
else.
Senator Hill, who seems to be much
more anxious to push his candidacy for
the White house than he is to 'serve his
constituents in the United States' sen
ate made a speech the other day at
Roanoke, Va., in which he said that
"Today we have not a republican official
from one end of the state to the other,
lected by the people at large." He
. assured his hearers that they had seen
"the last, in his judgement, of a republi-
can legislature in the Empire state.
Governor Pennoyer says he will not
attend the Democratic state convention
- of his party. He did not attend it four
years ago and will not now for 'the
'-.reason that he does not believe that
tipublic officials should interfere, even by
stheir presence, with delegate conventions
"fresh from the body of the people. So
; says the Salem Journal.
This is a season of political activity
and good men in all parties ought to use
their best influence to save the countiy
from the designs of selfseeking and
unprincipled politicians. .

"Until the present generation our min
isters have never been received by the
emperor in person. The Chinese hare
fought against such receptions as sacri
legious. In 1873. however, the foreign
ministers forced the emperor to receive
them, and in 1891 the new emperor gav
his first reception to the foreign diplo
mats. - He probably will hare to do this
many times in the future. I have re
ceived letter from China describing
this reception and saying that it had a
great influence on the Chinese at Peking.
It shows the people that these so called
"tribute bearers" are worthy of notice
and makes them respect our ministers.
- The last emperor wanted the diplo
mats to go down on their knees and
bump their heads against the floor nine
times in front of the emperor, as the
Chinese do, but they refused to do this,
and no attempt was made to demand
this on the present occasion. The Chi
nese idea is to make the foreign minis
ters, as far as possible, contemptible in
the eyes of the people, and it was four
months before the audience of 1878 could

Columbia river, which Is fixed at a point 52.81
feet below the top of the hydrant at the south
west corner of First and Washington streets, in
said Dulles City, which point upon the Columbia
river is designated as the initial point from which
the elevations rereiiiafter stated are made. The

above the datum plane, or low water level of the
